Forests sit at the center of the international environmental agenda and are increasingly recognized as critical to climate mitigation, biodiversity conservation, and sustainable development. In recent years, global commitments including the Glasgow Leaders’ Declaration on Forests, the Kunming–Montreal Global Biodiversity Framework (GBF), UNCCD COP16 and UNFCCC COP30 outcomes have reaffirmed the urgent need to halt deforestation and accelerate restoration by 2030.

The European Union (EU) has been a global leader on forests and sustainable value chains, including through the European Green Deal, the EU Forest Partnerships, the Global Gateway, the EU Regulation on Deforestation-Free Products (EUDR), EU's Forest Law Enforcement, Governance, and Trade (FLEGT) Action Plan, and EU’s associated support for MBD-led forest finance efforts such as the World Bank's Transformative Carbon Asset Facility (TCAF), Forest Carbon Partnership Facility (FCPF) BioCarbon Fund Initiative for Sustainable Forest Landscapes (ISFL), and GGGI’s EU Sustainable Finance Trust Fund.

In this context, GGGI is implementing the Financing for Forests program, which aims to enhance forest finance ecosystems in Lao PDR, Mongolia, Guyana, and Colombia over five years by piloting and scaling innovative financing instruments and strengthening the enabling environment for sustainable forest investment, and which is expected to expand to 4 additional countries.

POSITION SUMMARY

The Fiscal Instruments Expert will lead the diagnosis, structuring and regulatory design of fiscal instruments and incentive mechanisms across the four countries (Colombia, Guyana, Lao PDR, and Mongolia). The role will be in charge of specialized technical fiscal diagnostics, revenue-earmarking mechanisms, tax and duty design, and taxonomy/regulatory frameworks to ensure technical and legal soundness, and alignment with national development and EU-supported programming priorities.  It will also contribute to knowledge generation and capacity building for the key stakeholders, particularly in the fiscal incentives area.

PURPOSE

The Fiscal Instruments Senior Officer will support all countries under GGGI’s F4F program where fiscal instruments will be developed, including the designs, pilots, implementations and monitoring, including:

  • Lead fiscal diagnostics, revenue modelling, and fiscal incentive design including analysis of existing forest-sector fiscal instruments, identification of reform opportunities, assessment of fiscal impacts and engagement with governments and key stakeholders.
  • Provide technical support for government adoption and implementation, including drafting or reviewing the legal, regulatory and budgetary instruments required to operationalize fiscal reforms.
  • Support the integration of fiscal instruments into national policy into national policy, planning and financing frameworks, including forest development plans, restoration strategies, NDPs, NDCs and NBSAPs, as relevant.
  • Contribute to the development of fiscal and financial data and monitoring systems, including the integration of fiscal flows and incentives into relevant MRV and results-tracking frameworks.
  • Build institutional capacity through the development and delivery of training on fiscal modelling, fiscal policy analysis and the design and implementation of forest-sector fiscal instruments.

ENGAGEMENT

  • Work closely with the F4F PM and country teams to align fiscal instrument design with country delivery plans and results frameworks.
  • Engage national counterparts, including Ministries of Finance, Revenue Authorities, Planning Departments, and relevant fiscal, tax and regulatory institutions.
  • Coordinate with the Sustainable Finance & Results-Based Instruments and the Credit & Risk Instruments Sr. Officers on cross-cutting instruments requiring complementary technical expertise (e.g., taxonomy revisions, sovereign financing frameworks, fiscal incentives linked to financing mechanisms and other blended finance instruments).
  • Support Country Steering Committee processes and technical workshops on fiscal matters.
  • Liaise with EU Delegations and donors on fiscal-instrument-related requirements, priorities and reporting.
  • Participate in GGGI Communities of Practice related to fiscal policy, climate finance, and forest finance.

DELIVERY

This position is accountable for delivering at least two fiscal instruments, design and implementation. This will include:

  • Lead assessments of existing fiscal instruments including compensation fees, taxes, duties, subsidies and incentives to complete a diagnostic of the current system and map future opportunities.
  • Lead the design of fiscal incentive packages (e.g., compensation fees, import duty relief, differentiated resource-use fees) tailored to each country's national policy and regulatory context.
  • Lead or support the drafting of decrees, regulatory norms, circulars, and budget annexes required for government adoption of fiscal instruments.
  • Support the integration of fiscal instruments into national planning and policy frameworks, including forest development plans, restoration strategies, NDPs, NDCs, and NBSAPs.
  • Lead or co-lead the development of national/sovereign green and sustainability taxonomies and their alignment with international and EU standards (EU Green Taxonomy, EUDR).
  • Support the design of national MRV platforms to track fiscal flows, incentives and other financial impacts linked to forest finance.
  • Deliver and design fiscal-modelling and fiscal policy training sessions for Ministries of Finance, Revenue Authorities, Forestry Authorities and other relevant institutions.
  • Provide technical inputs to program reporting, knowledge products, and MEL indicator tracking related to fiscal instruments.
  • Monitor and document fiscal instrument uptake, fiscal cost, revenue implications and investment leverage to support data centralization/coordination across key actors.

 

REQUIREMENTS

QUALIFICATIONS

Education

  • Advanced university degree (Master’s level or above) in a relevant discipline, Public Finance, Economics, Fiscal Policy, Law, or a related field.

Experience

  • Minimum of 7 years of relevant professional experience in fiscal policy, public revenue management, tax/regulatory design, or fiscal aspects of climate/forest finance.
  • Demonstrated experience designing and substantively drafting fiscal instruments, including taxes, fees, revenue modelling, fiscal incentives, exemptions, charges or related legislative and regulatory provisions.
  • Experience supporting government adoption of fiscal reforms or fiscal instruments is required.
  • Knowledge of green/sustainability taxonomies and MRV systems is an advantage.
  • Demonstrated track record in successfully managing complex, multi-stakeholder projects linked to climate action, or climate finance.

Languages

  • Full professional proficiency in English (written and spoken) is required.
  • Working knowledge of French and/or Spanish is an advantage.

  • Ability to deliver capacity-building and training content to government counterparts.
