INTRODUCTION TO GGGI

PROJECT BACKGROUND

The Ministry of Economy and Finance (MEF) and the Global Green Growth Institute (GGGI) are implementing a technical assistance project funded by the Green Climate Fund (GCF), entitled “Strengthening the National Designated Authority, Direct Access Entity Candidate, Country Programming Process and Development of Strategic Frameworks for Low-Carbon Development in Paraguay.” This initiative seeks to strengthen Paraguay’s capacity to access, manage and coordinate GCF resources, track climate finance flows, integrate climate action into planning and budgeting, and catalyze private sector investment in climate change mitigation.
Key objectives include:

  • Strengthening the capacity of the MEF as Paraguay’s National Designated Authority (NDA) to effectively coordinate and manage GCF financing and track climate finance flows.

  • Supporting AFD’s accreditation process to meet GCF standards and criteria.

  • Operationalizing the Green Taxonomy of Paraguay, providing clear definitions for green assets and investments, and fostering transparency and investor confidence.

  • Integrating climate indicators and targets into Paraguay’s National Development Plan 2050, including a strategy to promote the creation of green jobs and sustainable economic growth.

Within this framework, GGGI, in coordination with the MEF, is promoting capacity building for climate finance tracking through the development of a Monitoring, Reporting and Verification (MRV) System designed to integrate and process information from various institutional sources and to support the traceability, analysis and visualization of climate finance-related flows and actions.

The proposed governance model envisages a significant role for the General Directorate of Information Technology and Communications (DGIC) in the system’s technological components. Accordingly, the consultancy shall ensure that the solution can be technically received, operated and maintained within the institutional environment, without transferring to the DGIC functional responsibilities for data methodology, quality or approval, which shall remain with the competent areas of the Vice Ministry of Economy and Planning (VEP) and with the data source owners.

OBJECTIVES OF THE ASSIGNMENT

The Senior Systems Analyst / MRV Implementation and Integration Specialist will provide specialized technical assistance to the MEF during the implementation, integration, testing, go-live and handover of the MRV System, acting as liaison between the functional areas, the DGIC and the development firm, and ensuring that requirements, interfaces, documentation and technological components comply with applicable institutional standards.
The general objectives of the consultancy are:

  • To provide technical coordination among the functional areas, the DGIC, data owners and the development firm, and to manage the functional and non-functional requirements of the MRV System.

  • To map source systems, data and interfaces, and document interoperability needs with MEF systems and other authorized sources.

  • To review with the DGIC the solution architecture, security requirements and the development, testing and production environments.

  • To coordinate integration testing and user acceptance testing (UAT), go-live and the initial stabilization period of the system.

  • To ensure documentation and knowledge transfer to MEF teams, and to assess the operational sustainability conditions of the MRV System.

DELIVERABLES AND PAYMENT SCHEDULE

The Senior Systems Analyst / MRV Implementation and Integration Specialist will report to the GGGI Project Manager and to the MEF/VEP Focal Point. For all aspects of architecture, interoperability, security, infrastructure, environments and go-live, they will coordinate technically with the MEF’s General Directorate of Information Technology and Communications (DGIC).

The consultancy will comprise the deliverables, activities and outputs detailed in the following table. The work schedule will be submitted during the first week of the consultancy and adjusted based on the recommendations of the MEF and DGIC technical teams.

2 Technical assessment and inventory
  • Inventory source systems, databases, datasets, metadata, interfaces, formats, frequency, constraints and responsible parties.

3 Consolidated technical specification
  • Gather, analyze, document and maintain functional and non-functional requirements, identifying their owner and acceptance criteria.

  • Document processes, roles, use cases, information flows and integration rules.

  • Analyze and document APIs, exchange mechanisms, authentication/authorization and error handling, verifying that any integration with institutional systems has DGIC technical validation prior to implementation.

  • Review with the DGIC the solution architecture, components, dependencies, sizing and required environments, and verify security-by-design requirements (profiles and least privilege, authentication, data protection, encryption where applicable, secrets management, logging and traceability).

  • Support the definition of data governance, without replacing the areas responsible for the quality, validation, approval or publication of information.


Output: Consolidated technical specification with functional and non-functional requirements, architecture, interoperability, security and acceptance criteria.

Clearance: DGIC for technological aspects; functional area for business rules.

4 Solution documentation
  • Ensure the delivery and organization of the system’s functional and technical documentation.

The Senior Systems Analyst / MRV Implementation and Integration Specialist will work in close collaboration with the MRV System development firm and with other project consultants, in order to maximize results and avoid duplication of efforts.

Payments will be made upon submission and approval of outputs, subject to prior clearance by the bodies indicated for each output (VEP/Focal Point and/or DGIC) and approval by the GGGI Project Manager.

The Consultant shall incorporate comments from GGGI and the MEF within 7 working days of receipt of the comments or change requests.

REPORTING ARRANGEMENTS

During the first week of the consultancy, the consultant will define the reporting arrangements in consultation with the MEF/VEP Focal Point, the DGIC and the Project Manager.

The consultant shall work from the MEF premises as required for coordination, testing, deployment and handover, and in accordance with the instructions of the competent Directorate.

Clearance of outputs. Outputs involving architecture, infrastructure, interoperability, security, environments, deployment, operation or technology transfer will require technical clearance from the DGIC. Functional and methodological outputs, and those related to data quality or approval, will require clearance from the competent area of the VEP/DGEES. The technical clearance of an output shall not in itself imply acceptance by the DGIC of permanent responsibility for the operation or maintenance of the MRV.

Conditions for handover to operations. Any transfer of technological operations to the DGIC shall be formalized through a handover/acceptance record and shall be subject, at a minimum, to: closure of critical observations; delivery of code, repositories, documentation and configurations; knowledge transfer; successful deployment, security, backup and recovery testing; a stabilization period; and institutional verification of the availability of the necessary human, technological and budgetary resources.

Ownership, confidentiality and documentation. All documents, configurations, scripts, models, inventories and other artifacts produced under the consultancy shall remain available to the MEF in authorized institutional repositories. The consultant shall comply with the security, confidentiality and information-handling policies applicable to the MEF and the project.

QUALIFICATIONS/EXPERIENCE/COMPETENCIES
  • Master’s degree in Computer Engineering, Systems Engineering, Systems Analysis, Computer Science or a related ICT field, or an equivalent combination of relevant education and professional experience.

  • Specializations, postgraduate studies or certifications in software engineering, architecture, databases, integration, security, DevOps, project management or agile methodologies (desirable).

  • Courses or experience in public information, public finance, public budgeting, expenditure tracking and/or systems related to climate change and climate finance (desirable).

  • At least 5-8 years of professional experience in information technology.

  • Proven experience in the implementation, integration or modernization of information systems for medium- or high-complexity organizations, preferably in the public sector.

  • Experience in requirements engineering, functional/technical documentation, and process and data modeling.

  • Hands-on experience with:

    • Relational databases and SQL.

    • REST APIs, JSON and authentication/authorization mechanisms.

    • Java with Spring Boot.

    • Angular, React and/or TypeScript.

    • ETL tools (Kettle, Apache Hop or similar).

    • Repositories and version control (Git or equivalent), software lifecycle management tools, Jenkins and CI/CD pipelines.

  • Experience in functional testing/UAT, issue management and deployment support.

  • Demonstrable knowledge of application security, logging/auditing, backup and recovery. Knowledge of containers and monitoring will be valued.

  • Ability to coordinate between functional and technical teams, and to produce clear, verifiable and reusable documentation.

  • Oral and written communication in Spanish. English will be required only at the level necessary for interaction with GGGI, the development firm or project documentation; the specific level shall be defined by the Contracting Party.
