| Positioning and reportingUnder the authority of the Director of Administration and under the direct supervision of the Head of the Budget Department. |
| Job purposeTo ensure the sustainability of the Organisation’s activities, the Budget Controller contributes to the preparation and implementation of the Organisation’s budget and monitors its execution by managing day-to-day budgetary operations, ensuring their compliance with the Organisation’s management rules and procedures. |
| Missions and activitiesBudget preparation and development– Support Units/Departments/Representations in the preparation of their annual and multi-year budgets.– Analyse budget proposals and verify their consistency with strategic priorities and available budget envelopes.– Verify budget allocations and budget/analytical codes.– Assist in consolidating budget proposals for the preparation of WOAH’s overall budget.– Participate in budget revision exercises and budget arbitration processes. Monitoring budget execution in Procure to Pay (P2P)– Prepare, enter and/or validate budget data (budgets, commitments, contracts, purchase orders, etc.) in P2P.– Verify the budget allocations of requests, commitments and purchase orders against the budgets entered in P2P and the budgets of Units/Departments/Representations (General Budget, World Fund, Regional Representations and Sub-Regional Representations).– Regularly monitor expenditure, commitments and available budget appropriations.– Analyse variances between budgets, commitments and actual expenditure.– Identify risks of budget under-execution or overspending.– Alert budget managers when action or a decision is required.– Close commitments, purchase orders, receipts and invoices in P2P. Budgetary control– Verify the availability of budget appropriations before commitments are made.– Check the consistency between expenditure, the approved budget, the activity concerned and the relevant budget allocation.– Review requests for budget transfers or reallocations.– Contribute to compliance with financial rules and procedures.– Perform the necessary budgetary controls in P2P. Support to Units/Departments/Representations: focal point role– Act as the primary point of contact for the Units/Departments/Representations assigned to each team member.– Advise teams on budget-related matters and applicable procedures.– Support the processing of missions, reimbursements, commitments and purchase orders in P2P.– Assist in identifying the appropriate budget allocation and funding source.– Follow up on requests through to their resolution. Budget reporting and analysis– Assist in interpreting P2P monitoring data.– Produce budget execution analyses and forecasts.– Provide the information required by the Directorate, the Executive Committee (COMEX), the Council or other governing bodies.– Contribute to the preparation of institutional financial documents.– Provide the analyses and supporting documentation required for audits. Coordination with other financial functions– Work closely with the Accounting Department and the Resource Mobilisation and Financial Partnerships Department on budget execution and the quality of financial data. Administrative management– Follow up on reimbursement requests submitted to partners.– Issue WOAH invoices.– Provide administrative and financial support in analysing the budgets of seminars organised by WOAH.– Update and monitor Members’ statutory and voluntary contributions (excluding the World Fund).– Contribute to drafting correspondence and administrative documents. |

| Qualifications and ExperienceRequired Qualifications– Higher education qualification in finance, management control or administrative management (minimum Bachelor’s degree or equivalent). – At least two years of professional experience in general and cost accounting and/or budgetary management control. Required SkillsTechnical Skills– Proficiency in accounting and management procedures. – Proficiency in accounting software, ideally Sage. – Proficiency in one or more budget monitoring software solutions, ideally Procure to Pay. – Professional working proficiency in both English and French, written and spoken. – Excellent command of Excel. Additional Skills– Knowledge of public-sector accounting rules. – Knowledge of Spanish. Interpersonal Skills– Excellent interpersonal skills in a multicultural environment. – Strong service orientation. – Strong organisational skills and ability to manage multiple requests. – Ability to adapt to changing priorities. – Attention to detail, thoroughness and accuracy. – Strong sense of confidentiality. – Team spirit. |

| Working conditionsFull-time position based at WOAH Headquarters in Paris It requires long hours in a seated position at a computer. – Salary: The monthly salary ranges from EUR 3,312.40 to EUR 3,407.04, depending on experience and qualifications, with allowances based on eligibility. The salary is exempt from income tax in France. – Contract Type: WOAH Staff – Fixed-term contract. – Duration: Two (2) years, renewable. – Start date : as soon as possible– Location: WOAH Headquarters, 12 rue de Prony, 75017 Paris, France. |
