MIGA and IFC have entered into Framework Agreements for IFC’s Global Trade Finance Program (GTFP) and Global Trade Liquidity Program (GTLP) programs. These Framework Agreements expand the scope of IFC’s trade platforms to cover both private sector and public sector issuing banks. Pakistan represents an excellent opportunity for a seasoned professional to both develop IFC’s existing trade finance programs with private sector banks and expand partnerships with the public sector banks. Given the close cooperation between MIGA and IFC to expand the WBG’s trade finance business as well as the need for MIGA to maintain an on-the-ground presence to cover MIGA’s other activities, the selected candidate will split their time 50/50 between IFC and MIGA operations.
The individual will report to MIGA’s Regional Head, based in Colombo, but will have a dotted line report to IFC’s Regional Lead, Trade and Supply Chain Finance (CTS) Regional Lead covering the GTFP program.
VPU Context: With respect to the MIGA role, the selected candidate is expected to develop relationships with the State-Owned Banks that engage in trade finance activities; develop and manage, in coordination with DC-based and regional trade teams as well as IFC’s regional and country teams, relationships with the Government; monitor and manage MIGA’s existing portfolio of projects in the country; act as liaison for in-country visits by Senior Management and other staff. The person will be expected to understand products and services offered through the Joint WBG guarantee platform, which also includes WBG partial risk, policy-based and credit guarantees in addition to MIGA’s traditional products.
Unit Context: With respect to the IFC role, CTS provides an opportunity to have exposure to a wide variety of financial products and programs, including partial guarantees, risk-sharing facilities, loans, warehouse financing and other structured products to support trade in emerging markets. The selected candidate would benefit from CTS’ broad network of 400+ financial institutions and Corporates in more than 100 countries across all regions of the globe and will have the opportunity to broaden the internal network, experience and deal sheet as CTS works hand in hand with the Industry Departments at the global and regional level. To date, IFC’s Trade and Supply Chain Finance has supported over $250 billion in global trade, all of which is directly linked to the movement of specific goods and services across emerging market borders.
Duties and accountabilities:
IFC/CTS – 50% of time
• Originate and execute trade finance transactions with Issuing Banks under IFC’s Global Trade Finance Program (GTFP) in Pakistan and across MCA VPU by connecting with regional and global GTFP Confirming Banks.
• Maintain contacts with GTFP Issuing Banks and stay abreast of market development to manage risks in the portfolio.
• Monitor and execute daily trade finance transactions, facilitate timely processing of amendments and cancellations by working closely with IFC’s GTFP Operations team; monitor trade lines and ensure that transactions are consistent with all corporate guidelines, including the trade operational guidelines; track program activities by using IFC’s corporate systems and prepare reports as needed.
• Identify and propose changes to GTFP limits of IBs based on business demand and IFC’s risk appetite. Lead the processing of such changes.
• Develop and process new business leads (with Regional Lead supervision) under IFC’s other Trade and Supply Chain Finance products including the Global Supply Chain Finance, Global Trade Liquidity Program, Global Warehouse Finance Program and Commodity Finance facilities. The selected candidate will also support other tasks assigned by the Regional Lead under IFC’s trade programs.
• Contribute to the formulation of country and regional strategy in MCA as it relates to Trade and Supply Chain Finance.
MIGA/Country Officer – 50% of the time
• Onboard and integrate relevant Issuing State-Owned banks into IFC’s GTFP program in Pakistan; maintain existing relationships and connect those banks with regional and international confirming banks.
• Identify new business opportunities to mobilize private financing/investment for private and public sector projects through the instruments of MIGA and the World Bank Group (WBG) Guarantee Platform in Pakistan.
• In coordination with MIGA’s Regional Head, DC-based colleagues and the WB CMU, lead MIGA’s engagement with the Government, which will include introducing potential new projects as they arise and managing Host Country Approvals where relevant.
• Identify opportunities alongside other MIGA Regional teams for outbound investments with MIGA/WBG-GP guarantees, including engaging with domestic/regional industry associations, corporates and investors.
• Assist in the monitoring of MIGA’s existing portfolio of projects in the country, which will include liaising with MIGA’s portfolio management team and other relevant teams within MIGA.
• Act as liaison for in-country visits by Senior Management and other staff.
Selection Criteria
• MBA, Master’s degree in Finance or equivalent.
• At least 8 years’ experience in trade finance with an international commercial bank or other financial institution.
• Demonstrable knowledge of and experience in the Pakistan banking sector.
• Extensive knowledge of commercial banking products and services, experience in correspondent banking relationships and international trade products.
• Knowledge of corporate trade finance and supply chain finance related products.
• Strong financial and credit skills along with analytical ability.
• Strong teamwork and organizational skills.
• Strong interpersonal skills, ability to interact effectively with clients and colleagues from various cultural backgrounds.
• Excellent verbal and written communications skills in English, fluency in Urdu is a preference.
