Senior GEF International Waters Monitoring & Evaluation Officer

BACKGROUND
IUCN is serving as Lead Executing Agency for two GEF International Waters (IW) projects: Enhancing sustainability of the Transboundary Cambodia-Mekong River Delta Aquifer (CMDA) between Viet Nam and Cambodia, and Fostering Water and Environmental Security in the Ma and Neun/Ca Transboundary River Basins and Related Coastal Areas (Ca/Ma) between Viet Nam and Lao PDR. FAO is the GEF Agency for both projects.

For CMDA, the government executing agencies are the General Directorate of Environmental Protection (GDEP) under the Ministry of Environment (MoE) of Cambodia and the Department of Water Resources Management (DWRM) under the Ministry of Agriculture and Environment (MAE) of Viet Nam. Other executing partners are UNESCO and Mekong Region Futures Institute (MERFI).

For Ca/Ma, the government executing agencies are the Department of Water Resources (DWR) under the Ministry of Agriculture and Environment (MAE) of Lao PDR and DWRM under MAE of Viet Nam.

Under the direct supervision of the CMDA Chief Technical Adviser (CTA), the Senior GEF IW Monitoring and Evaluation (M&E) Officer will lead the M&E, knowledge management, and learning, and risk management and safeguards of both projects in coordination with IUCN staff in Cambodia, Lao PDR, and Viet Nam, government partners, and other stakeholders.
JOB DESCRIPTION
General
• Provide technical support on Monitoring, Evaluation and Knowledge Management (MEKM) aspects of project implementation.
• Coordinate MEKM-related activities and inputs across project teams, implementing partners and relevant stakeholders.
• Support project teams and partners in applying results-based management, monitoring, learning and knowledge management approaches.
• Coordinate with relevant IUCN regional and global functions to ensure alignment with IUCN approaches, standards and good practices.

M&E
• Support the development, implementation and periodic review of the projects’ M&E plans, aligned with the results framework, Theory of Change, indicators and targets.
• Develop and maintain appropriate monitoring tools, data collection instruments and processes to track project progress and results.
• Coordinate the collection, verification, management and analysis of quantitative and qualitative data from project teams and partners.
• Monitor progress against project indicators and targets, identify gaps and risks, and provide evidence-based recommendations to support project management and decision-making.
• Support monitoring visits, project reviews and evaluations, including preparation of relevant documentation and follow-up of agreed actions.
• Provide M&E inputs to project, donor and other performance-related reports.
• Provide technical support and capacity building to project staff and partners on monitoring, data quality, analysis and results-based management.
• Ensure M&E activities comply with relevant IUCN policies, standards and systems, including PGS, PAAS and ESMS.

Knowledge Management & Learning
• Establish and maintain practical processes to capture, document, organise and share knowledge generated through project implementation.
• Identify, document and synthesise lessons learned, good practices, innovations and evidence from project activities.
• Facilitate learning and reflection with project teams, implementing partners and relevant stakeholders to support adaptive management and continuous improvement.
• Maintain a project knowledge repository, including key reports, evidence, lessons learned, good practices and other relevant knowledge resources.
• Support the development of knowledge products, such as learning briefs, case studies and good practice notes, in coordination with relevant technical and communications functions.
• Facilitate knowledge sharing within project teams and with relevant IUCN programmes, networks and partners.
• Maintain accurate and up-to-date MEKM records, datasets and supporting documentation in accordance with IUCN requirements.
• Provide relevant MEKM information, analysis and documentation to the CTAs, Country Office, Regional Office and other IUCN functions as required.

Risk Management & Safeguards
• Maintain and regularly update programme and project-level risk registers, ensuring timely identification, assessment, and mitigation of operational, financial, environmental, and social risks.
• Monitor and evaluate compliance with environmental and social safeguards requirements, including implementation of mitigation measures and safeguard reporting obligations.
• Provide technical advice to project teams and partners on safeguards monitoring, risk mitigation, and adaptive management measures.
• Support integration of gender-responsive and socially inclusive indicators into programme monitoring systems and track progress accordingly.
• Contribute to compliance and assurance reporting in line with IUCN policies and GEF/FAO standards.

OTHER DUTIES
• Carry out any other duties as may reasonably be assigned by the supervisor from time to time.
