Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, comprising 191 National Red Cross and Red Crescent Societies working to save lives, build community resilience, strengthen localization and promote dignity around the world.

The Global Humanitarian Services and Supply Chain Management (GHS&SCM) Department supports IFRC operations and National Societies by providing effective and efficient supply chain services and strengthening supply chain capacities across the Red Cross Red Crescent network.

Digitalization and the effective use of data are important enablers of IFRC's supply chain strategy. GHS&SCM is developing and strengthening a portfolio of digital solutions to improve supply chain visibility, preparedness, operational decision-making and performance management. These include supply chain business intelligence and KPI dashboards, ERP-related reporting, the Supply Chain Preparedness and Response Knowledge (SPARK) platform, the Predictive Supply Chain solution and the SCM digital knowledge platform.

The consultant will be embedded within the GHS&SCM team and will work closely with supply chain subject-matter experts and relevant IFRC Information Management (IM) and Digital Transformation teams.

Job Purpose

The consultancy aims to support GHS&SCM in strengthening the use of data and digital solutions for supply chain management, operational decision-making and performance monitoring.

The consultant will support the development and enhancement of SCM dashboards, reporting and digital solutions, including SPARK, the Predictive Supply Chain solution and ERP-related SCM reporting. The role will focus on translating supply chain business and information needs into clear data, reporting and visualization requirements, supporting data quality and validation, and developing practical business intelligence and visualization solutions.

The consultant will work closely with GHS&SCM subject-matter experts and collaborate with relevant IFRC Information Management and Digital Transformation teams on data requirements and integration, in alignment with IFRC enterprise data architecture, governance and technical standards.

Job Duties and Responsibilities

The Supply Chain Digital Solutions Consultant will work as part of the GHS&SCM team and under the direction of the designated GHS&SCM supervisor.

The key responsibilities of the consultant will include:

  • Develop, enhance and maintain Power BI dashboards and other visualization tools supporting supply chain operational and strategic decision-making.
  • Support the development of global SCM reporting across relevant supply chain functions, including procurement, inventory, logistics, transport and fleet.
  • Support GHS&SCM in defining and documenting supply chain data and information requirements for SCM digital solutions.
  • Support the continued development of the SPARK platform, including identification, mapping and validation of relevant SCM data requirements from ERP and other data sources.
  • Work with SCM subject-matter experts and relevant IM and Digital Transformation teams to support the appropriate provision and integration of SCM data into SPARK.
  • Support SCM data, reporting and visualization requirements for the Predictive Supply Chain solution, including coordination with relevant IFRC teams and technical partners.
  • Support ERP-related SCM reporting and analysis using approved IFRC enterprise data sources.
  • Support data validation, mapping, quality assurance and reconciliation activities across SCM digital solutions and reporting products.
  • Support the continued development and maintenance of the SCM digital knowledge platform and accessibility of relevant SCM dashboards, tools and information products.
  • Maintain appropriate documentation covering data requirements, data sources, KPI definitions, reporting solutions and relevant business processes.
  • Work collaboratively with GHS&SCM, IM, Digital Transformation and other relevant stakeholders to ensure SCM digital solutions are aligned with IFRC data governance and technical standards.

Education

Required

  • University degree in information management, data analytics, information systems, business, supply chain management, computer science or another relevant field.

Preferred

  • Relevant training or certification in business intelligence, data analytics, Power BI or related digital/data disciplines.

Experience

Required

  • Minimum two years of relevant professional experience in information management, business intelligence, data analytics, digital solutions or a related field.
  • Demonstrated experience developing Power BI dashboards and data visualization solutions.
  • Experience working with structured data from multiple sources, including data mapping, validation and quality assurance.
  • Experience working with ERP or other enterprise systems and associated reporting or data structures.
  • Experience translating business and operational requirements into data, reporting and visualization requirements.
  • Experience working collaboratively with business subject-matter experts and technical or information-management teams.

Preferred

  • Experience working with supply chain, logistics, procurement, inventory, fleet or other operational data.
  • Experience with Microsoft D365 ERP and associated reporting/data structures.
  • Experience working with enterprise data platforms, data lakes or similar environments.
  • Previous experience working with IFRC or Red Cross Red Crescent data environments, systems and business processes.
  • Experience working with humanitarian supply chain data and digital solutions.
  • Knowledge and experience of the Red Cross Red Crescent Movement.

Knowledge, Skills and Languages

Required

  • Good knowledge of Power BI, including data modelling, DAX and data visualization.
  • Strong Excel and data-analysis skills.
  • Understanding of data mapping, validation, data quality and information-management principles.
  • Ability to understand operational business requirements and translate them into practical data, reporting and visualization requirements.

  • Knowledge of IFRC/RCRC information-management and data environments.

LANGUAGES

Required

  • Fluent spoken and written English.

Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic).
