The Consultant will work in close collaboration with CTCN team members and will contribute to the following deliverables: • Technical Assistance requests, response plans and reporting – general portfolio in Eastern Europe and mitigation portfolio in Africa. • Partnerships and programmes on mitigation and digitalization including AI. • Delivery of Eastern Europe NDE Forums and contribution to the region capacity building programmes. • Arrangement for logistic support for Eastern Europe NDEs. • Enhanced network members connection in Eastern Europe. • Briefings and documentation for the Advisory Board members and CTCN management and UNEP.

Duties and Responsibilities

This position is based at the CTCN, under the UNEP Climate Change Division. The incumbent will be responsible for the following duties: A – Support the development and delivery of the CTCN technical assistance general portfolio in Eastern Europe and mitigation portfolio in Africa: 1. Support countries for the development of technical assistance requests. 2. Review requests submitted by countries to the CTCN and provide recommendations on request eligibility, prioritization, refinement and response development. 3. Design, coordination and implementation of technical assistance response plans. 4. Monitor the work of implementers, ensure compliance with work plan timelines and deliverable schedules. 5. Review and provide recommendations on the quality of deliverables, including completion reports. 6. Contribute to the implementation of post TA activities in Eastern Europe and Africa as per guidance of the CTCN Advisory Board. B – Partnerships and programs on mitigation and digitalization including on AI: 1. Identify high potential of activities along with mapping of partners, collaborators pertinent to mitigation areas on specific mitigation sector or emerging technologies, based on best available science, guidance by CTCN Advisory Board and the prevailing Programme of Work of CTCN. 2. Develop concept for partnerships and programmes on mitigation which include activities, deliverables, potential scale up and financing mechanism. 3. Engage and mobilize relevant partners and stakeholders for the buy-in and implementation of mitigation partnerships and programmes. 4. Identify and develop activities, programmes and partnerships on digitalization, including artificial intelligence, as enabler for impactful delivery of CTCN technical assistance. 5. Collaborate with the UNFCCC Technology Executive Committee (TEC) in furthering activities under Technology Mechanism initiative on AI for Climate Action to ensure synergy and complementarity. 6. Conduct reviews and analysis of the implemented partnerships and programmes for reporting and learning purposes. C – Engagement with NDEs, Network members, and partners in the Eastern Europe region 1. Build and maintain strong relationships with NDEs, network members, finance institutions, initiatives, and relevant players active in Eastern Europe. 2. Lead the organization of CTCN Eastern Europe NDE Forums and capacity building workshops/programmes, including contributing to the preparation of agenda, identifying speakers, closely liaising with UNFCCC TEC, and mobilizing NDEs and network members in the regions for their active participation. 3. Coordinate the implementation of logistic support to Eastern Europe NDEs, including preparation of Small-scale Funding Agreements with respective countries and monitoring and assessing the viability of results of logistic supports for technical assistance. 4. Support the identification of potential network members in Eastern Europe and opportunities for partnerships and collaboration on matchmaking, trainings, knowledge management and experience sharing in accordance to CTCN Network engagement strategy. 5. Contribute to showcasing CTCN work in events organized by UNEP, partners, network members and countries, as requested. D – Other tasks 1. Provide relevant substantive inputs to CTCN Advisory Board, TEC and UNFCCC Parties, as required. 2. Contribute to the formulation of CTCN Programme of Work, Annual Operating Plans. 3. Other tasks as directed by Director of CTCN.

Qualifications/special skills

• Advanced university degree (Master’s degree or equivalent) in engineering, energy systems, environmental science or related field. • At least 5 years of professional experience in the fields of energy, climate change and international development is required. • Experience in climate change issues with different countries in Africa is required and in Eastern Europe is desirable. • Good knowledge of climate change mitigation related issues is an asset. • Demonstrated expertise in convening stakeholder consultation and participatory approaches to project development with excellent interpersonal and facilitation skills. • Experience of working with International Organizations is an asset. • Understanding and experience with UNFCCC activities is an asset. • Excellent communication skills and respect for a multicultural workplace. • Ability to work under pressure and to meet tight deadlines. • Ability to plan, prioritize and deliver tasks effectively and on time.

Languages

• Fluency in written and spoken English is required.
