Overview of position

CTG is looking for five (05) ETC Construction Coordinators to assist in a DRC client Ebola response requiring the rapid construction and adaptation of treatment and isolation facilities in remote and operationally challenging locations across Eastern DRC. Works include site preparation, temporary and semi-permanent structures (tents, wood or bricks), tent erection, fencing, drainage, WASH facilities, electrical works, and supporting infrastructure within existing health facilities designated by the country Ministry of Health and WHO.

To support implementation, CTG client deploys rapid intervention teams comprising skilled technicians and casual labour operating under emergency timelines, often in environments characterized by insecurity, limited market capacity, inadequate infrastructure, and challenging logistical access. The ETC Construction Coordinators must be highly agile and capable of deploying across multiple sites as construction activities evolve, transitioning rapidly from one location to the next upon completion of works.

Given the highly dynamic nature of outbreak responses, the incumbents will be expected to maintain a high degree of flexibility and readiness to redeploy at short notice in line with operational priorities. The ETC Construction Coordinators will play a critical roles in translating engineering plans into effective field execution, ensuring that construction activities are delivered safely, efficiently, and in compliance with technical standards, operational requirements, and emergency response timelines..


Role objectives

Role objectives:

Lead day-to-day management of construction sites, supervising teams of carpenters, masons, plumbers, electricians, welders, labourers and local contractors.

Organize and allocate labour, materials, tools and equipment to ensure efficient execution of site activities and achievement of construction targets.

Source construction materials, tools and equipment from local markets whenever feasible.

Coordinate with our client and designated medical partners to ensure the timely mobilization and delivery of required resources to support uninterrupted construction activities.

Identify practical solutions to technical and operational challenges arising in remote and resource-constrained environments while maintaining construction quality and programme objectives.

Support implementation of Ebola Infection Prevention and Control (IPC) measures on construction sites and ensure compliance with site-specific health and safety requirements.

Liaise with local authorities, facility operators, community representatives and partner organizations to facilitate construction activities and support community acceptance.

Support rapid deployment of intervention teams to new sites and contribute to standardization of construction practices across multiple ETC locations.

Daily supervision of installation teams, labourers and service providers, ensuring adherence to safety standards, quality requirements and agreed timelines.

Construction progress reports, completion notes, snag lists, photos and handover records submitted to the Logistics team for tracking and audit purposes.

Construction teams effectively supervised, coordinated and deployed across assigned worksites to achieve agreed implementation schedules.

Skilled labour and casual workers trained, guided and monitored to ensure compliance with technical specifications, quality standards and safety procedures.

Construction materials, tools and equipment properly managed, accounted for and utilized efficiently to minimize delays and wastage.

Site constraints, technical issues and operational bottlenecks identified early, with practical mitigation measures implemented and communicated to management.

Positive engagement maintained with local communities and facility stakeholders to support smooth site operations and project acceptance.

Ebola IPC measures consistently implemented and monitored throughout all construction activities.

Comprehensive handover to medical partner once a construction / ETC is completed.

Project reporting

Provide concise daily progress updates covering completed works, pending activities, constraints, required materials, safety issues and support needed.

Maintain installation records, basic measurement sheets, site photos and handover documentation for each completed structure.

Report regularly on labour utilization, contractor performance, material consumption, equipment status and site productivity.

Escalate technical, operational, security or community-related issues affecting implementation and propose practical corrective actions.

Maintain daily site diaries documenting workforce deployment, completed activities, incidents, weather conditions and key operational decisions.


Key competencies

At least eight (8) years of progressively responsible experience in construction supervision, site management, civil works, building construction, humanitarian infrastructure projects, or related activities. 

Experience supervising multidisciplinary teams of skilled labour and casual workers is required.

Experience with UN agencies, international NGOs, UN logistics operations, emergency response, humanitarian supply chain, or construction works in remote and high-risk field locations.

Formal academic qualifications are desirable but not mandatory.

Technical training, vocational qualifications, professional certifications, or extensive practical experience in construction, infrastructure delivery, site management, public works, logistics, emergency response, or related fields may be accepted. 

Candidates with substantial experience leading field construction or infrastructure projects in humanitarian, development, military, public-sector, or private-sector environments are strongly encouraged to apply.

Demonstrated practical knowledge of field infrastructure construction, site preparation, occupational safety and supervision of construction or installation teams.

Training in occupational health and safety, working at height, safe lifting, first aid, infection prevention and control, or UN/UN agencies security procedures, SSAFE or similar security awareness trainings. 

Previous experience working in DRC or comparable emergency, hardships or insecure field environments.

Experience in eastern DRC, including Bunia, Beni or other forward hubs, or prior deployment in Ebola or public health emergency response operations.

Working knowledge of English is desirable. Knowledge of Swahili or another local language used in eastern DRC is an asset.

Key competencies

Proven experience supervising multidisciplinary construction teams comprising carpenters, masons, plumbers, electricians, skilled technicians and large numbers of casual labour in remote or emergency environments.

Strong practical construction background with demonstrated ability to organize works, manage labour forces and deliver infrastructure projects under difficult field conditions.

Excellent problem-solving skills and the ability to develop practical solutions using limited local resources and constrained supply chains.

Previous involvement in Ebola response operations, Ebola Treatment Centres (ETCs) construction, isolation facilities, outbreak-response infrastructure, or infection prevention and control environments is a strong asset.

Knowledge of our client operational procedures, humanitarian field operations and UN security operating environments is a strong advantage.

Demonstrated ability to work effectively in insecure locations, under pressure, and with minimal supervision.

SSAFE training of similar training related to security in the field is an asset.
