Overview of positionHLP and protection programming to support durable solutions for displacement-affected communities. The programme focuses on strengthening access to Housing, Land and Property rights, improving protection-sensitive case management, and supporting safe, informed, and rights-based pathways for return, relocation, reintegration, and recovery.
HLP and protection concerns remain closely linked in South Sudan. Displaced persons, returnees, and host communities often face land disputes, forced evictions, secondary occupation, lack of documentation, family and community-level disputes, and limited access to safe referral pathways or effective dispute resolution mechanisms.
The Case Management HLP and Protection Associate will support the identification, documentation, analysis, referral, and follow-up of HLP and protection-related cases. The role will help ensure that affected individuals and communities receive timely information, appropriate referrals, and support that is confidential, inclusive, conflict-sensitive, and aligned with do-no-harm principles.
Under the supervision of the designated supervisor and technical guidance of the HLP and Protection team, the incumbent will contribute to case intake, assessment, case planning, referrals, case tracking, community engagement, awareness raising, field monitoring, and reporting. The position will also support coordination with relevant government institutions, community structures, protection actors, legal aid providers, and implementing partners.
•Support HLP and protection-sensitive case management, including case identification, intake, preliminary assessment, documentation, follow-up, referral, and closure in line with agreed procedures.
•Maintain accurate and confidential case records, ensuring that information is verified, safely stored, and shared only through approved channels.
•Identify and document HLP-related risks, disputes, and vulnerabilities affecting internally displaced persons, returnees, host communities, women, persons with disabilities, and other groups in vulnerable situations.
•Support referrals for legal counselling, mediation, civil documentation, protection assistance, or other relevant services, and follow up as required.
•Contribute to HLP awareness sessions, community dialogues, legal information activities, outreach initiatives, and capacity-building activities for communities, authorities, partners, and field teams.
•Support stakeholder mapping and the identification of capacity gaps related to HLP case management, dispute resolution, land administration, and community-based referral structures.
•Conduct field visits to monitor implementation progress, identify operational challenges, document lessons learned, and recommend practical follow-up actions.
•Prepare field visit reports, activity updates, case trend summaries, meeting minutes, and action points for review by the supervisor and HLP team.
• Track progress against workplans and activity targets, and support timely reporting in line with project requirements, CTG procedures, and HLP technical guidance.
•Support the review of relevant HLP policies, customary practices, administrative procedures, and dispute resolution mechanisms to inform field implementation.
•Provide administrative, logistical, and coordination support for meetings, trainings, consultations, community activities, and joint field missions.
• Coordinate with CTG teams, government institutions, implementing partners, community structures, and other relevant actors to support coherent and accountable HLP interventions.
•Ensure that assigned tasks uphold confidentiality, informed consent, data protection, accountability to affected populations, inclusion, and protection from sexual exploitation and abuse.
•Perform any other related duties as assigned by the supervisor.

Key competenciesREQUIREMENTS
1.Education: Diploma or higher qualification in Law, Social Work, Public Administration, Development Studies, Gender Studies, Community Development, Human Rights, Peacebuilding, or a related field; or secondary education with relevant experience in protection, HLP, community engagement, case management, or humanitarian programming.
2.Experience:
•Experience working with displacement-affected communities, returnees, host communities, or individuals affected by HLP disputes, protection risks, land-related conflicts, civil documentation challenges, or other vulnerabilities.
•Experience supporting case management, community outreach, legal information, dispute resolution, referral pathways, or field monitoring is desirable.
•Knowledge of HLP issues, customary and statutory land practices, local governance structures, protection principles, and conflict-sensitive approaches in South Sudan is an advantage.
•Experience preparing field reports, activity summaries, case documentation, meeting notes, or basic data tracking tools is desirable.

•Fluency in English is required. Knowledge of Arabic or other local languages spoken in South Sudan is an advantage.
