Overview of positionHLP and protection programming to support durable solutions for displacement-affected communities. The programme focuses on strengthening access to Housing, Land and Property rights, improving protection-sensitive case management, and supporting safe, informed, and rights-based pathways for return, relocation, reintegration, and recovery.
HLP and protection concerns remain closely linked in South Sudan. Displaced persons, returnees, and host communities often face land disputes, forced evictions, secondary occupation, lack of documentation, family and community-level disputes, and limited access to safe referral pathways or effective dispute resolution mechanisms.
The Case Management HLP legal Associate will support HLP case management activities by providing legal advice, facilitating access to community-based mediation mechanisms and administrative dispute resolution processes, and assisting vulnerable individuals to access appropriate legal and administrative remedies for Housing, Land and Property-related disputes in a manner that is confidential, inclusive, conflict-sensitive, and aligned with do-no-harm principles.
Under the supervision of the designated supervisor and technical guidance of the HLP/Protection Associate, the incumbent will contribute to case management services by supporting affected individuals through legal information, referrals, dispute resolution, access to administrative remedies, and community-based alternative dispute resolution (ADR) mechanisms. To strengthen access to justice and support timely, rights-based resolution of HLP disputes, the programme seeks to recruit a qualified Legal Practitioner based in Juba.
Legal Advice and Assistance
•Conduct legal assessments of HLP cases referred by HLP case workers.
•Provide legal information and advice to clients on applicable South Sudan laws, policies, regulations, and administrative procedures.
•Advise clients on available legal remedies and appropriate dispute resolution options.
•Support the preparation and review of legal and administrative documents required for dispute resolution processes.
Alternative Dispute Resolution (ADR)
•Facilitate access to mediation and negotiation support and processes between disputing parties.
•Coordinate with community leaders, Sheikhs, traditional authorities, and local administration to promote amicable dispute resolution.
•Promote voluntary, rights-based, impartial, and non-discriminatory approaches to dispute resolution.
•Document mediation processes, agreements, and outcomes in accordance with programme requirements.
Administrative Dispute Resolution
•Liaise with the Ministry of Housing, Land and Public Utilities and other relevant government institutions.
•Support Persons of Concern in navigating administrative procedures related to housing, land, and property matters.
•Facilitate access to administrative settlement of disputes where appropriate.
•Follow up with authorities and stakeholders on pending cases.
Case Management Support
•Participate in case conferences and provide legal input into case action plans.
•Work closely with HLP case workers and case managers to ensure effective progression and resolution of cases.
•support referral of cases requiring formal legal representation or court intervention to appropriate agency or legal aid programs.
•Ensure confidentiality and adherence to protection principles throughout case management processes.
Capacity Building and Community Engagement
•Support community awareness activities on HLP rights and dispute resolution mechanisms.
•Deliver legal briefings and mentorship sessions to HLP staff, community leaders, and relevant stakeholders.
•Contribute to the development of legal awareness and information materials.
•Perform any other related duties as assigned by the supervisor.

Key competenciesREQUIREMENTS
1.Education: Bachelor of Laws (LL.B.) from a recognized institution (being admitted to legal practice in South Sudan and possessing a valid practicing license is an advantage) with relevant experience in protection, HLP, community engagement, case management, or humanitarian programming.
2.Experience:
•Minimum three (3) years of legal practice experience in South Sudan, preferably in Juba.
•Demonstrated experience handling civil law and Housing, Land and Property (HLP) matters.
•Proven experience in mediation, negotiation, and alternative dispute resolution mechanisms.
•Experience working with government institutions, traditional authorities, community leaders, and administrative structures.
•Experience supporting humanitarian, development, protection, or rule of law programmes is highly desirable.
•Experience working with displacement-affected communities, returnees, host communities, or individuals affected by HLP disputes, protection risks, land-related conflicts, civil documentation challenges, or other vulnerabilities.
•Experience supporting case management, community outreach, legal information, dispute resolution, referral pathways, or field monitoring is desirable.
•Knowledge of HLP issues, customary and statutory land practices, local governance structures, protection principles, and conflict-sensitive approaches in South Sudan is an advantage.
•Experience preparing field reports, activity summaries, case documentation, meeting notes, or basic data tracking tools is desirable.
3.Additional Requirements:
•Strong knowledge of South Sudan land, property, inheritance, and civil law frameworks.
•Excellent mediation, negotiation, and conflict resolution skills.
•Strong interpersonal, communication, facilitation, and community engagement skills.
•Ability to handle sensitive information responsibly and maintain confidentiality.
•Ability to work respectfully with affected populations, local authorities, community leaders, partners, and colleagues.
•Commitment to accountability, inclusion, gender equality, protection mainstreaming, and do-no-harm principles.
•Good drafting, reporting, coordination, and organizational skills, with the ability to meet deadlines.

Fluency in English is required. Knowledge of Arabic or other local languages spoken in South Sudan is an advantage.
