Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality.  Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

Under the direct supervision of the Director of Division of Management Services, the principal functions of the ICC Security & Safety Section are:

  • The protection of all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force.
  • The management and control of all electronic security and surveillance protection systems operated at the seat of the Court.
  • The safe handling and custody of all accused persons whilst detained at the seat of the Court.
  • The background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment.
  • To promote the safety and security of ICC staff and its investigative and judicial processes, including through coordination and liaison with the security agencies of the host country, member states and international organisations.
  • The armed protection of designated staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies.
  • The prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies.

Duties and Responsibilities

 

Within the Security and Safety Section, the Personnel Security and Investigations Office manages the ICC background security screening (vetting) program. The Office is seeking an experienced security professional with strong investigative and analytical skills.

Under the direction of the Personnel Security Officer, the Personnel Security Support Officer will support the administration and management of the Court’s background security screening programs by:

Core Responsibilities

  • Personnel security analysis — Conducting analysis and enquiries related to personnel security clearances for all individuals requiring access to ICC premises, systems, or information.
  • Risk and investigative assessments — Performing risk assessments, analytical reviews, interviews and investigations into discrepancies, situational risk factors, and other sensitive areas of concern, including detailed open‑source and social‑media assessments.
  • Stakeholder liaison — Maintaining timely communication with internal stakeholders and Hiring Managers regarding identified risks and the implementation of appropriate safeguards and mitigation measures.
  • External coordination — Serving as a point of contact for external partners, including national security agencies, INTERPOL, and the Algemene Inlichtingen en Veiligheidsdienst (AIVD), regarding screening services provided to the Court.
  • Reporting and documentation — Preparing reports and analytical assessments in accordance with established procedures for line management and internal stakeholders.
  • Program administration — Supporting and overseeing administrative processes related to the Court’s background screening programs to ensure efficient and effective operations.
  • Incident investigation — Investigating serious security and safety incidents  and producing high‑quality reports outlining causation and recommendations for future prevention.
  • Additional duties — Performing any other tasks as assigned by the Chief of Security, the Head of the Security Policy and Compliance Unit, or the Personnel Security Officer.

Essential Qualifications

Education:

Diploma of secondary education.

Experience:

A minimum of six (6) years of relevant professional experience in a vetting, investigation, analytical, or security role, or another comparable function. This experience should have been gained within a police service, military organization, government agency, or an international environment.

An advanced or first‑level university degree may be accepted in lieu of up to two years of required work experience, for the purpose of determining eligibility.

  • Investigative skills — Experienced in conducting detailed investigations and interviews, and producing clear, well‑structured reports.

  • Workload management — Capable of managing high volumes of work accurately and efficiently, with strong attention to detail. Comfortable working under pressure and adapting to shifting priorities.

Desirable skills:

 

  • Investigative skills — Knowledge of specialist investigation techniques (e.g., TSCM, open‑source intelligence, artificial intelligence).
  • Legal knowledge — Understanding and experience with, data protection principles and relevant areas of law.
  • Training capability — Experience in delivering training and/or facilitating effective knowledge transfer.
  • Digital proficiency — Strong understanding of spreadsheets; familiarity with SharePoint, ShareFile, and other systems; and the ability to identify efficiencies in work processes and software solutions.

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.  Good working knowledge of Dutch language is considered an asset.

General Information

- Candidates appointed to posts at a P-5 grade or in the Director category are subject to  a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process.
