1. SUMMARY
The mission of the Operations Division of the International Staff is to prepare NATO for the
defence of Alliance territory, to respond to crises at home and abroad, and to strengthen the capabilities of partners.
The incumbent will oversee the transition and governance of changes of the Strategic Space Situational Awareness System (3SAS) Programme in the operating and maintenance phase. They will be responsible for organizing and coordinating the activities related to the Programme’s Steering Group and provide advice to the 3SAS Programme Manager on matters related to budget and implementation of the Programme.
Additionally, they will act as the 3SAS product owner and ensure the governance of security and functionality changes across the lifetime of the applications.
The incumbent is expected to manage the relationship between technology and business at the project level.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
• have a university degree in Information Systems, Computer Science or other relevant discipline;
• have a minimum of 3 years’ experience in the organization and management of multi-year projects in International Organizations;
• possess experience in ICT-related procurement processes, software development, software maintenance and/or system integration in an ICT environment;
• have knowledge of software development lifecycles (SDLC); and
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary) in the other.
The following would be considered an advantage:
• experience in preparing reports, meeting notes, presentations, and structured documentation;
• in-depth understanding of Web development, IT infrastructure and technologies in general; and
• knowledge of geospatial systems and/or other relevant space-domain technologies and systems.
3. MAIN ACCOUNTABILITIES
Project Management: Prepare in close coordination with the project staff and International Staff (IS) stakeholders relevant project documentation. Participate in project sessions with Project Managers, Business Analysts, Technical Analysts and other development team members to analyse business and technology needs and requirements, and outline/select the proposed technical solutions.
Knowledge Management: Participate in and support cross-technology process improvement initiatives. Contribute to continuous improvement by leveraging quality improvement methodologies (CMM, PMI, Prince2, etc.). Organize and run meeting of project staff, internal clients and suppliers (internal and external). Produce and maintain oversight on all required projects’ documentation and reports. Work with information management and security staff to ensure that applications comply with relevant policies and procedures regarding access and use of information. Provide informative meetings to the Geospatial Section on projects’ opportunities and updates on processes and activities.
Stakeholder Management: With the project team, liaise and coordinate with numerous project partners, both within NATO and with external stakeholders. Communicate difficult/sensitive information tactfully. Deliver informative, well organised presentations. Prepare the relevant documentation and participate to various presentations.
Expertise Development: Utilize a rigorous process of tracking tasks, schedule, and controlling project risks and issues. Help analyse and discuss the potential risks/benefits involved in using specified technology solution to address the project requirements. Proactively develop skills in areas such as planning and organization, new technology and effective communication.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
Reporting Line: The incumbent reports to the Head, Geo & Space Services Section, under the overall supervision of the Head, Plans Section.
Interactions: The incumbent collaborates with the Information, Communication and Technology Management Office (ICTM), NATO Office of Security (NOS) and works closely with the 3SAS project staff of the Geo & Space Services Section and the Operations Division. They coordinate - as appropriate - with staff members of various Divisions and Independent Offices from the NATO HQ for assigned projects.
