The Sanitation and Hygiene Fund is hosted by UNOPS.

The Sanitation and Hygiene Fund (SHF), UNOPS  is committed to saving lives and improving the well being of people by improving access to sanitation, hygiene and menstrual health . SHF strengthens ecosystems that accelerate financing for market-based solutions in both Next Generation Sanitation—including non-sewered technologies and systems, water-efficient sanitation, and decentralized wastewater management—and menstrual health, by improving access to affordable, high-quality products of choice for underserved populations in low- and middle-income countries (LMICs).

SHF leverages technical expertise and market development to catalyze financing, identify investment-ready opportunities, and support scalable technology and business interventions, mobilizing both private and domestic resources. By connecting policy, finance, and market development, this approach enables countries to achieve sustainable improvements in sanitation, wastewater, and menstrual health, while strengthening resilient financial systems and service delivery mechanisms.

SHF has a non-executive advisory board composed of leaders and experts in development financing, impact investing, entrepreneurship, markets, innovation, and accountability. The board advises on and approves SHF’s strategic direction, ensuring alignment with its mission. SHF also serves as the secretariat for the UN Multi-Partner Trust Fund (MPTF) for Catalytic Finance in Sanitation, Hygiene, and Wastewater. 

Role Purpose

Reporting to the Head of Strategy and Performance, the Monitoring, Evaluation & Impact Senior Officer will support the coordination of the SHFs monitoring, evaluation, and learning systems at country and global level, ensuring data is collected, analyzed and processed into relevant internal and external reporting. The role will also ensure that SHF-supported programs are results-oriented, evidence-based, and accountable to beneficiaries, governments, and donors.

Functions / Key Results Expected

 Monitoring & Evaluation Systems and Frameworks

  • Support implementation of the SHF M&E framework, aligned with the SHF results framework  and national sector priorities and strategies.

  • Assist with harmonization of indicators with global targets and related national development plans.

  • Support the periodic review of monitoring and evaluation tools, guidelines, and methodologies across the SHF-supported programme portfolio, and provide recommendations for improvement; 

  • Contribute technical input to strengthen and continuously improve SHF M&E frameworks and results-based M&E systems, including the integration of GESI and climate impact considerations. 

  • Provide analysis of both quantitative and qualitative impact information. 

  • Manage a central database/platform for SHF’s impact data.

Performance Monitoring

  • Coordinate with SHF contract managers and as need be with partners, grantees, and service providers to enable timely reporting of qualitative and quantitative data. 

  • Analyse and collate data from various sources including partnerships and contractual agreements and ensure appropriate validation to monitor progress against agreed targets and milestones.

  • Support quality assurance of program reports and ensure accuracy and consistency of performance data.

  • Conduct field visits and partner monitoring to assess program delivery and verify results, as needed.

Impact Measure and Evidence Generation

  • Conduct outcome and impact assessments to evaluate SHF contributions to Next Generation Sanitation and Capital M (Menstrual health) market based approaches, including the enabling environment and removal of barriers, private sector engagement and growth and access to finance. 

  • Manage and support external evaluations, studies, and research to generate evidence on what works, as needed.

  • Working with relevant SHF team members, document and disseminate lessons learned, good practices, and innovative approaches, as well as supporting the response to donor impact requests.

Knowledge management and Learning

  • Facilitate learning and adaptive management by synthesizing findings and presenting evidence in accessible formats.

  • Produce analytical reports, dashboards, and briefs for internal and external stakeholders, including donors and government partners.

  • Support the integration of cross-cutting priorities such as equity, inclusion, and sustainability into M&E work.

  • Contribute to UNOPS / SHF audit and assurance-related activities as required

Education Requirements

Required

  • First-level university degree (Bachelor’s) in social sciences, economics, development studies, statistics, public administration, public policy, evaluation or a related field combined with two years of qualifying experience.

  • Advanced university degree (Master’s or equivalent) in the above fields with 0 years of relevant experience.

Experience Requirements

Required

  • A minimum of two (2) years of progressively responsible experience in monitoring, evaluation, research, results-based M&E frameworks or programme performance management, preferably in international development or humanitarian settings is required

  • Experience in applying both quantitative and qualitative methods for monitoring and evaluation, with familiarity in diverse indicator types (e.g., output, outcome, impact, process, perception, and qualitative indicators).

  • Experience tracking project targets against milestones, conducting data verification, managing impact databases, and quality-assuring performance reports. 

  • Experience conducting outcome evaluations, facilitating field monitoring visits, and synthesizing findings to document lessons learned and good practices. 

  • Demonstrated track record of producing analytical reports, dashboards, and briefs for donors, government partners, and multi-stakeholder audiences. 

  • Experience in preparing analytical reports and communicating findings to technical and non-technical audiences (including partners and communities).

  • Proven ability to support a shift from data collection and compliance reporting toward approaches that link evidence to adaptive programme management, decision-making, and impact measurement.


Desired

  • Demonstrated experience working with development partner organizations, government counterparts, or civil society actors to strengthen M&E systems, including capacity development and joint learning initiatives, is desired

  • Experience in WASH and/or menstrual health is an asset.
