Background:
 

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. 


Tourism relies on complex and often highly fragmented supply chains involving hotels, restaurants, tour operators, accommodation platforms, recruitment agencies, labour intermediaries, outsourced service providers, and upstream suppliers. This creates multiple points where trafficking in human beings, forced labour, and other forms of exploitation can occur, often relying on deceptive recruitment, and/or several tiers removed from the consumer-facing business. Migrant and seasonal workers may face particular vulnerabilities, while tourism infrastructure and services can also intersect with risks of trafficking for sexual exploitation. Despite growing attention to these risks, existing resources tend to focus on identifying trafficking within individual tourism establishments rather than examining the wider supply chain. The OSCE therefore seeks to develop a practical, evidence-based publication that takes a supply-chain perspective, identifies key risks and vulnerabilities, and sets out concrete measures that governments, businesses, and consumers can take to prevent trafficking and exploitation in tourism.

OSR/CTHB is therefore planning to engage international experts who will write a publication tentatively titled “Behind the Holiday: Preventing Trafficking in Tourism Supply Chains – Risks, Responsibilities, and Practical Measures for Governments, Businesses, and Consumers”.

Objective of Assignment: 
 

Draft a publication on preventing trafficking in tourism supply chains covering risks, responsibilities, and practical measures for governments, businesses, and consumers with a main focus on trafficking for the purpose of labour exploitation and human rights due diligence while also covering trafficking for the purpose of sexual exploitation.

Tasks and Responsibilities:
Under the overall supervision of the Senior Adviser, the successful candidate will be tasked with the following duties:

•  Develop a publication on preventing trafficking in tourism supply chains, covering relevant risks, responsibilities and practical measures for governments, businesses, and consumers, and drawing on current developments, practices, and regulatory frameworks;
•  Ensure that the publication presents relevant information in an accurate, evidence-based, and concise manner, including practical examples, case studies, risk mapping, checklists, and recommendations, as appropriate;
•  Ensure that the content and structure of the publication are guided by the concept and background document provided by the OSCE, while refining the approach and structure based on the findings of the research and relevant expertise;
•  Interact regularly with the OSCE Supply Chains Project team throughout the development of the publication;
•  Facilitate the review of the draft as it is developed and incorporate comments and feedback from the OSCE and relevant stakeholders in a timely manner;
•  Assist in the preparation of and participate in up to three publication-launch or dissemination workshops;
Finalize the publication, including incorporating any relevant stakeholder feedback and, where appropriate, perspectives from persons with lived experience, and present the final publication to the OSCE Supply Chains Project team.

Necessary Qualifications:

·7+ years of professional experience related to trafficking in human beings, labour exploitation, forced labour, human rights due diligence, responsible recruitment, labour;

·At least 7 years of a lived experience as a survivor of human trafficking or other labour exploitation, with demonstrated expertise and contributions relevant to the role would also be considered;

·Preferably relevant experience in the fields of tourism, hospitality, agriculture, construction, transport or recruitment;

·Experience in working with diverse groups of professionals in the related area;

·Excellent interpersonal skills;

·Proficiency in English both verbal and written. Knowledge of other OSCE official or other relevant languages would be an asset

·Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities;

·Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;

·Computer literate.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
