Title of Consultancy: Development of FIU assessment methodology

BACKGROUND
Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business, and civil society to develop and implement effective measures to tackle it.
Financial Intelligence Units (FIUs) sit at the centre of national and international anti-money laundering and counter-terrorist financing (AML/CFT) architectures. Their effectiveness in receiving, analysing and disseminating financial intelligence has direct consequences for the ability of states to detect, disrupt and recover the proceeds of corruption and other predicate offences.
In 2026, TI published Connecting the Dots, a comparative study of FIUs applying a purpose-built assessment framework that draws on FATF standards, Egmont Group principles and TI's own experience with civil society research on illicit finance. The study drew on an original methodology for assessing FIU performance, governance and transparency, as well as their interaction with reporting entities, law enforcement, supervisors and international counterparts.
Building on that work, TI is now seeking to revise the methodology for TI chapters to utilise within their own jurisdictions. As a first step, TI-S will support a handful of selected chapters in a pilot roll-out of the methodology. To enable chapters to lead this work independently, and to allow for onward replication across the region, TI is seeking a consultant to convert the Connecting the Dots methodology into a standalone, chapter-facing training pack and to support TI develop a training program for chapters participating in this pilot.
OBJECTIVES
- Adapt and generalise the Connecting the Dots FIU assessment methodology into a standalone, well-documented resource that can be applied consistently by TI chapters.
- Develop a practical and purpose-built training pack.
- Design and deliver introductory online training to TI chapters chosen from the Asia-Pacific region, tailored to their national contexts and research capacities.
- Incorporate feedback from the training pack for future revisions and development.
EXPECTED DELIVERABLES AND TIMELINE
The consultancy is expected to require up to 14 working days. During this period, the consultant will provide the following deliverables:
Methodology adaptation: Review methodology from TI's Connecting the Dots Report, and update and develop the methodology section for use by chapters new to this area of thematic work (Nov 2026). (Up to 5days)
Training resources: Develop a set of capacity-building and training resources for chapters to support a pilot 'roll-out' of the revised methodology by selected chapters in the Asia-Pacific. (Dec 2026) (Up to 5 days)
Develop, in conjunction with TI Staff, a training program including case-based examples. (Dec 2026) (Up to 2 days)
Following handover, and review of above materials, undertake any requested revisions and support delivery of the training-program. (Jan 2027) (Up to 2 days)
All presentations and reports should be submitted in English, in electronic form, in accordance with the deadlines stipulated above. The Consultant is responsible for editing and quality control of language. The TI Secretariat retains the sole rights with respect to all distribution, dissemination, and publication of the deliverables.
SELECTION CRITERIA
The Consultant should have the following qualifications:
- Demonstrated expertise in AML/CFT policy and practice, with particular knowledge of FIUs and the international framework governing them (FATF Recommendations, Egmont Group principles, EU AMLD/AMLA where relevant).
- A postgraduate degree in law, political science, economics, international relations or a related field.
- Proven experience developing or adapting research methodologies, assessment frameworks or codebooks in the anti-corruption, AML/CFT or governance fields.
- Demonstrated experience designing and delivering training or capacity-building sessions for civil society or other non-specialist audiences.
- Familiarity with the civil society sector and, ideally, with the TI chapter model or comparable membership-based networks.
- Prior familiarity with TI's Connecting the Dots report or comparable civil society research on FIUs is highly desirable.
- Knowledge of the Asia Pacific region and/or previous work with Asia Pacific AML systems is desirable.
- Strong analytical and drafting skills, with demonstrated ability to translate technical material into accessible guidance for practitioners.
- Fluency in written and spoken English.
REMUNERATION AND COSTS
The Consultants should provide their estimated total fee as a lump sum or as standard daily rates.
