Department Introduction
The mission of the Department of Risk Management and Compliance (DRMC) is to develop, manage and update comprehensive risk frameworks, policies and processes to support GCF’s strategic goals; as the second line of defense, identify, prioritize, monitor and manage actual and potential risks affecting the Green Climate Fund (GCF); and review pipeline and portfolio investments and programs to ensure that they are within the Fund’s risk tolerances, comply with the Fund’s compliance and risk policies, achieve optimal risk-reward for the Fund and report to the Risk Management Committee of the Board.
Role Summary
Reporting to the Director of Risk Management and Compliance, this strategic management position is responsible for developing and executing the GCF’s liquidity and market risk management strategy and enterprise risk reporting. The incumbent will serve as the Alternate member on the GCF’s Asset Liability Committee or other GCF Committees responsible for liquidity and foreign exchange management decisions. This role leads a highly experienced financial risk management team, collaborating with cross-functional teams including the Department of Treasury, the Office of the Chief Investment Officer, Department of Resource Mobilization and Department of Policy and Strategy. He or she will also be responsible for overseeing reporting to the Risk Management Committee of the board regarding liquidity and foreign exchange risk management.
The incumbent will also support the Director of Risk Management and Compliance to develop strategies and work programs and effectively manage the delivery of DRMC’s institutional risk management programs, nurture collaboration within the DRMC and with Finance, Treasury and other stakeholders in the Secretariat, and perform additional tasks assigned.
Duties and Responsibilities
- Develop and execute the GCF’s liquidity and market risk management strategy tailored to GCF's unique blended finance mandate to respond to strategic initiatives including on diversifying the funding source, balance sheet optimization and hedging.
- Lead the team in developing liquidity and market risk management policies, procedures and tools to ensure resilience under normal and stress conditions and recommend strategies for supporting adaptability, innovation, and financial sustainability for GCF's climate finance activities.
- Provide market risk oversight in exposure to interest rate and foreign exchange risks, develop value at risk (VaR) and stress testing frameworks, and provide insights on mitigants for adverse market movements.
- Develop and implement a framework to assess operational risks that could amplify market or liquidity risks for GCF and monitor key risk indicators to ensure alignment with GCF’s risk appetite.
- Transform the enterprise risk reporting to the board and executive leadership for informed decision making and strategy setting.
- Act as a trusted advisor to stakeholders that combines theoretical and practical perspectives in relation to liquidity, market risk identification and mitigation strategies.
- Motivate Team members to excel in their individual specializations while ensuring coherence and teamwork.
- Engages with internal and external stakeholders including auditors and fosters cross-functional collaboration with the Department of Treasury, the Office of the Chief
- Investment Officer, Department of Resource Mobilization and Department of Policy and Strategy to facilitate resource mobilization, balance optimization and innovative climate financing activities.
- Serve as the Alternate member on the corporate Asset Liability Committee or other GCF Committees responsible for liquidity and foreign exchange management, participating in decision making on matters impacting GCF’s financial sustainability.
- Develop and lead the team's resources and its capacity to perform timely and quality assessment on current and emerging risk scenarios.
- Advise the Director on the strategic direction of the Team and allocation of resources to achieve goals in line with the Fund’s strategy.
- Set strategic goals and effectively manage delivery of liquidity, market and operational risk management at GCF, accepting responsibility for outcomes.
- Lead and implement a systematic process to capture and disseminate knowledge, lessons learnt and good practices to strengthen GCF’s risk management processes with a focus on risk assessment and risk monitoring of GCF’s liquidity and market risks.
- Innovate and implement risk monitoring and reporting and prepare regular and ad hoc risk reports to the board and executive leadership.
Requirements
- Master's degree in Finance, Business, Economics, Mathematics or equivalent is preferred; or a Bachelor’s degree in a relevant field with an additional 2 years of relevant experience may be accepted in lieu of the Master’s degree requirement.
- At least 15 years of relevant work experience in a major international financial institution or multilateral development bank focusing on emerging markets, covering capital adequacy, liquidity, funding, ALM and financial sustainability
- Deep understanding of liquidity, capital adequacy and market risk regulatory and rating frameworks and proficiency with relevant risk management tools and systems.
- Exceptional analytical skills with a strong attention to details and expertise in financial modeling, scenario analysis and stress testing.
- Proven track record in successfully developing and implementing risk management frameworks and methodologies including economic capital models is preferred.
- Experience in and good understanding of operational risk is preferred.
- CFA, FRM, or equivalent qualification is preferred.
- Demonstrated ability to lead cross-cutting initiatives across the institution and work across boundaries to build consensus, resolve problems, and foster teamwork.
- Proven experience of effectively managing diverse teams of seasoned professionals is preferred.
- Demonstrated ability to work in a multi-disciplinary and multi-cultural environment.
- Demonstrates strong integrity and adherence to the highest ethical standards.
- Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language is an advantage.
- Knowledge of climate change and climate finance strategies of multilateral organizations and other international institutions is an advantage.
