Project Context and Scope

International experience demonstrates that migration governance is deeply local in nature, with local and regional authorities (LRAs) often at the forefront of responding to migration impacts through service delivery, development planning, integration, reintegration, and local economic development. Despite growing recognition of the role of local governance, gaps remain in how evidence generated at the local level is translated into effective advocacy and sustained policy influence at national level. This assignment responds to these gaps by analysing the role, capacities, and constraints of local governance structures in migration governance and identifying practical pathways to strengthen evidence‑based advocacy with policymakers.
This initiative is being undertaken through the project ‘Strengthened Service Delivery Systems for Improved Migration Management and Sustainable Reintegration’ , implemented by IOM and funded by European Union (EU).
The objective of the assignment is to analyze the role of local governance structures in migration governance and to identify actionable pathways to strengthen evidence-based advocacy and policy influence with national‑level and sectoral policymakers.
The study will focus on selected administrative levels and will cover:
Analyze how local governance structures (including municipalities, districts, regions, and decentralized agencies) currently engage in migration governance across key policy areas such as integration, reintegration, labour migration, diaspora engagement, and social cohesion.
Examine institutional arrangements, coordination mechanisms, and decentralization contexts that shape local migration governance and its interaction with national policymaking.
Assess how data, research, monitoring, and participatory mechanisms are generated and used at local level to inform policies and programmes.
Identify gaps, constraints, and missed opportunities in translating local‑level evidence and practice into effective advocacy with policymakers.
Propose concrete, context‑appropriate pathways to strengthen evidence‑based advocacy by local actors toward national and sectoral decision‑makers.
Migration Policy and Sustainable Development (MPSD)
Responsibilities
- First deliverable – Inception report detailing outlining methodology, tools, and detailed workplan.- First instalment payment (20% of overall contract value) - Deliverable by email within 2 week after the signing of the agreement/issuing of the PO
- Second deliverable – Draft Study Report presenting findings, analysis, and preliminary recommendations within 12 weeks of signing the agreement. - Second instalment payment (40% of overall contract value)
- Final deliverable – Final Study Report incorporating feedback and finalized recommendations and Policy Oriented Advocacy Brief summarizing key findings and recommendations for policymakers. -within 16 weeks of signing the agreement. Third instalment payment (40% of overall contract value)
Depth, accuracy, and clarity of analysis presented in the study.
Timely submission of all deliverables.
Quality of stakeholder engagement and data collection.
Robustness of policy recommendations.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in social science with relevant experience in research
Experience
- At least 5 years' experience international migration, market research, or policy analysis
Skills
- Exceptional analytical, communication, and stakeholder engagement skills
- Familiarity with Bangladeshi migration context is highly desirable
Languages
For this consultancy, proficiency in both English and Bengali is preferable
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
