Organizational context:


WFP Yemen is strengthening its Monitoring, Learning and Evaluation function to move beyond monitoring for compliance and assurance toward a system that more systematically supports evidence-based programming, evidence-based learning and accountability. The MLE approach seeks to connect monitoring, reviews, evaluations, community feedback and other evidence with programme decision-making, adaptation, and institutional learning.


The MLE Officer, Learning & Evaluation, will support this transition by strengthening the link between evidence, reflection, learning and action, while supporting performance planning, evaluations and the use of independent evidence sources.


Purpose of the position

Under the supervision of the Monitoring Officer (NOB), the MLE Officer, Learning & Evaluation, leads and coordinates learning and evaluation activities and supports WFP Yemen's annual performance planning process. The position strengthens evidence-informed decision-making by bringing together findings from multiple evidence streams including WFP’s evidence ecosystem, facilitating deeper enquiry into priority programme questions, and ensuring that lessons learned are systematically translated into programme design, implementation, adaptation and future planning.

Key responsibilities Learning


  • Coordinate WFP Yemen Annual Performance Planning, supporting inclusive planning and ensuring that results, evidence, achievements and lessons from previous performance cycles inform priorities and plans.
  • Lead the annual MLE Learning Agenda, working with programme teams and other relevant stakeholders to identify priority learning questions and translate them into practical evidence generating activities including studies, reviews, and evaluations.
  • Synthesize evidence for learning and decision-making, drawing on monitoring, programme data, community feedback, assessments, reviews, evaluations and other evidence to identify trends, recurring issues, evidence gaps and questions requiring further learning.
  • Design and coordinate qualitative and mixed-method learning exercises, including thematic studies, rapid enquiries, case studies, focus group discussions, key informant interviews and after-action reviews that complement routine monitoring and help explain what is happening, why, and with what implications.
  • Document, communicate and institutionalize lessons and promising practices, producing accessible learning products and supporting the systematic capture and exchange of experience that can inform improvement, adaptation, replication and scale-up.
  • Strengthen learning capability and knowledge exchange through practical guidance, coaching, learning sessions, peer exchange and the MLE Community of Practice, promoting learning across operational locations and between field and country-level teams.
  • Support the coordination of independent donor Third-Party Monitoring exercises, including sampling, information requirements and stakeholder communication arrangements, while safeguarding the independence of the exercise; incorporate resulting findings as an additional source of evidence for triangulation, learning and follow-up.

  • Evaluations
  • Lead the planning, budgeting, preparation, design and management of decentralized evaluations including CSP, centralized, decentralized, joint and donor-led and support for centralized evaluations for WFP operations in Yemen. This includes developing the TOR, recruiting the evaluation team, and managing evaluation activities throughout evaluation lifecycle ensuring compliance with WFP Evaluation Policy, DEQAS standards, UNEG norms and ethical guidelines.
  • Support Manage the review, quality assurance and finalization of evaluation products; coordinate comment resolution and DEQAS requirements; facilitate management response development and action planning; and lead dissemination, knowledge-sharing and lessons learned activities to promote the use of evaluation evidence in decision-making, programme improvement and future planning.
  • Evidence utilization, Planning and Organizational learning
  • Drive evidence utilization and structured learning by facilitating reflection and learning processes and supporting teams to translate significant monitoring and evaluation findings into practical recommendations, programme adjustments and agreed actions, and following up on their implementation and use.
  • Strengthening the institutional evidence-to-action cycle, ensuring significant findings, lessons, recommendations, management actions and evidence of programme adaptation are systematically captured and fed back into planning, programme design and future learning priorities.
  • Any other assigned tasks

 

Experience and Qualifications

  • Total relevant 5 years of experience including 1 year of Professional experience, Advanced university degree in social sciences, public policy, development studies, evaluation, statistics, economics, international relations, or another relevant field.
  • Relevant professional experience in evaluation, research, monitoring, learning, programme performance, organizational learning, knowledge management, or related evidence functions, preferably in humanitarian or development contexts.
  • Demonstrated experience managing or supporting evaluations, reviews, assessments, applied research or learning exercises, including working with independent or multidisciplinary teams and supporting the translation of findings into recommendations, management actions and programme improvements.
  • Strong experience in qualitative and quantitative data collection, analysis and interpretation, with the ability to triangulate, synthesize and communicate evidence from multiple sources.
  • Proven ability to transform complex evidence into clear insights, conclusions and actionable recommendations tailored to technical, programme and management audiences.
  • Experience designing and facilitating learning, reflection, sense-making and evidence utilization processes involving diverse technical and operational stakeholders.
  • Experience producing high-quality analytical, evaluative and learning products, including reports, evidence synthesis, lessons learned, case studies, briefing notes and knowledge products.
  • Demonstrated understanding of evaluation principles, methodologies, quality standards and ethical considerations, including familiarity with UNEG norms and standards or similar evaluation frameworks.
  • Experience with results-based management, programme performance management, strategic planning or organizational learning processes is desirable.
  • Experience working in complex, decentralized, humanitarian or multi-stakeholder environments is desirable.

 

Profile we are looking for

The position requires a strong combination of analytical judgement, curiosity and facilitation skills. The successful candidate should be comfortable working across quantitative and qualitative evidence, questioning what lies behind observed results, and helping teams move from what the evidence says to why it matters and what should be done differently.

The role is suitable for candidates from a range of professional backgrounds, including evaluation, applied research, learning, MEAL/MLE, programme effectiveness or related evidence disciplines. Familiarity with WFP-specific systems or processes may be useful but is not a substitute for strong analytical, evaluation and learning capability.
