Under the supervision of the EZ-NDC Project Manager, the Individual National Consultant - Policy/Regulations Economist will provide high-quality technical and advisory support for the development, review, and implementation of climate-responsive policies, strategies, regulations, legislative instruments, and planning frameworks that contribute to the implementation of Zambia's Nationally Determined Contribution (NDC) and broader green growth objectives.

The consultant will serve as the primary source of local expertise on Zambia's policy, legal, institutional, and development planning landscape, ensuring that proposed reforms are aligned with national priorities, statutory requirements, and government planning processes at national and subnational levels.

The consultant will work closely with government institutions, provincial administrations, local authorities, development partners, the EZ-NDC Project Team and the International Policy/Regulations Economist to support policy coherence and effective implementation of climate change and green growth reforms.

Objectives/Purpose of the Assignment:

The primary objective of the assignment is to provide technical and economic advisory services to strengthen climate-responsive policy, regulatory, and institutional frameworks that facilitate implementation of Zambia's NDC and related reforms at national and subnational levels, under the technical supervision of the EZ-NDC Project Manager.

The consultant will be responsible for:

• Providing technical support for drafting, reviewing and revising policies, regulations, statutory instruments, strategies and implementation frameworks.

• Supporting integration of climate change and green growth considerations into national and subnational planning processes.

• Reviewing existing legislation and identifying opportunities for strengthening implementation of climate-related commitments.

• Providing economic, institutional and regulatory analysis to support policy reform initiatives.

• Supporting stakeholder consultations, validation processes and government review mechanisms.

• Facilitating alignment of proposed reforms with national development priorities and planning instruments.

Scope of Work:

The consultant’s responsibilities include, but are not limited to:

A. Policy and Regulatory Review

• Review existing laws, regulations, policies and strategies relevant to climate change, green growth and sustainable development.

• Assess consistency and coherence among sector policies and legal instruments.

• Identify policy, institutional and regulatory gaps affecting climate change and NDC implementation.

• Review implementation challenges and recommend practical reform options.

B. Development of Policies, Regulations and Legal Instruments

• Support drafting and revision of national policies, regulations, statutory instruments, guidelines and implementation frameworks.

• Prepare policy briefs, concept notes, regulatory impact assessments and decision-support documents.

• Contribute to development of climate-responsive sectoral policy frameworks.

• Support preparation of cabinet memoranda, policy submissions and technical review documents where required.

C. Development Planning Mainstreaming

• Support integration of climate change and green growth considerations into:

• National Development Plans.

• Provincial Development Plans.

• District Integrated Development Plans.

• Sector strategic plans and investment plans.

• Public sector planning and budgeting frameworks.

D. Economic and Institutional Analysis

• Conduct policy and regulatory economic assessments.

• Assess costs, benefits, risks and implementation implications of proposed reforms.

•Analyze institutional mandates and governance arrangements.

• Support development of implementation roadmaps and financing recommendations.

E. Stakeholder Engagement and Capacity Development

• Facilitate stakeholder consultations at national and subnational levels.

• Support organization of workshops, policy dialogues and validation meetings.

• Prepare training materials and knowledge products.

• Build capacity of government institutions on policy development and regulatory reform processes.

F. Coordination, Reporting and Knowledge Management

• Coordinate with government counterparts and development partners.

• Support preparation of progress reports, technical reports and project documentation.

• Compile lessons learned and knowledge products.

• Provide technical presentations to steering committees and policy platforms.

G. Key Policy and Legal Instruments to be Considered

The consultant shall support assignments related to, but not limited to:

• Ninth National Development Plan (9NDP).

• National Industrial Policy.

• Urban and Regional Planning Act.

• National Climate Change Policy.

• National Green Growth Strategy.

• Decentralisation Policy

• Sector-specific policies and legislation relevant to climate action and green growth.

I. Reporting Arrangements

• Report to the Project Lead and work under the guidance of the International Consultant.

• Provides regular updates and input into all deliverables.

Qualifications/Experience/Expertise

• Master's degree in Economics, Public Policy, Law, Development Studies, Environmental Policy, Climate Change, Public Administration, Planning, or related field.

• Minimum 5-8 years of relevant professional experience in policy analysis, regulatory reform, legal review, or economic policy advisory services.

• Demonstrated experience supporting development or review of national policies, legislation, regulations, strategies, or planning frameworks in Zambia.

• Strong knowledge of Zambia's public policy and legislative development processes.

• Demonstrated experience with National Development Plans, Provincial Development Plans and District Integrated Development Plans.

• Proven experience conducting policy, legal or institutional assessments.

• Strong understanding of climate change, green growth, sustainable development and NDC implementation issues.

• Experience engaging government ministries, provincial administrations and local authorities.

• Excellent report writing, analytical and facilitation skills.

• Excellent written and spoken English.

Desirable Qualifications

• Experience supporting climate change or green growth policy reforms.

• Familiarity with regulatory impact assessment methodologies.

• Experience working with international development organizations.

• Knowledge of environmental and climate legislation in Zambia.

• Experience supporting public sector review processes.
