Overview of position

CTG is looking for an ICT Systems Integration Technician EFMS/CARLOG to support its client operation, administration, integration, maintenance, and modernization of the UN mission Electronic Fleet Management System (EFMS) utilizing the CARLOG platform. The incumbent will be responsible for the administration and operational support of fleet technology systems, fuel monitoring systems, SQL databases, GPS tracking infrastructure, CAN Bus integrations, and related transport technology solutions.

The objective of the assignment is to ensure the reliable, secure, and efficient operation of the CARLOG Electronic Fleet Management System and its interoperability with Umoja ERP, Transport Management systems, Fuel Management Enhancement Solutions, and other approved services.

The incumbent will maintain fleet technology infrastructure, vehicle monitoring systems, receiving stations, communication networks, databases, and operational reporting systems while supporting fleet oversight, operational compliance, fuel management, investigations, data analytics, and platform modernization initiatives.



Role objectives

Within delegated authority, the incumbent will be responsible for the following duties:

A. EFMS / CARLOG Administration and Operations

Administer, configure, maintain, and support the CARLOG Electronic Fleet Management System (EFMS).

Maintain CARLOG databases, SQL Server environments, and associated applications.

Manage fleet master data including vehicles, drivers, devices, users, and organizational structures.

Create, modify, suspend, and maintain user accounts, permissions, and access privileges.

Maintain the World Fleet Log platform, including reporting and access administration.

Manage CARLOG F1 3G and F2 LTE/Wi-Fi devices and ensure their continuous operation.

Monitor system performance, synchronization services, scheduled jobs, and data transmission activities.

Establish and maintain backup, recovery, and business continuity procedures.

Maintain system documentation, architecture diagrams, asset inventories, and technical records.

Coordinate with the client sections, E-Drive Technology (EDT), vendors, and internal stakeholders on technical support activities.

Ensure completeness, integrity, and accuracy of fleet monitoring data.

B. Systems Integration and Platform Modernization

Maintain reliable and secure integration between CARLOG, Umoja ERP, Transport systems, Fuel Management Enhancement solutions, and other approved platforms.

Monitor and support automated data exchange and synchronization processes.

Validate interface configurations and ensure proper data flow between integrated systems.

Support modernization initiatives and migration from legacy CARLOG environments to web-based platforms.

Assist with requirements analysis, configuration, testing, data migration, deployment, stabilization, and user adoption activities.

Maintain integration documentation and interface inventories.

C. Receiving Station Administration

Establish, administer, maintain, and support all CARLOG Receiving Stations throughout the mission area.

Monitor receiving station availability, communications, data downloads, and synchronization performance.

Ensure continuous connectivity between receiving stations and CARLOG servers.

Troubleshoot hardware, software, communications, network, and synchronization failures.

Perform system restoration and recovery activities following communication outages.

Maintain operational records and performance statistics for all receiving stations.

D. Fleet Monitoring and Operational Compliance

Monitor and track mission vehicles using CARLOG systems.

Monitor real-time vehicle movements, deployment activities, and utilization patterns.

Analyze vehicle operational performance and fleet usage trends.

Monitor speeding violations, unsafe driving practices, and road safety compliance.

Monitor unauthorized vehicle movements, curfew violations, and misuse of assets.

Investigate vehicle activity anomalies and driver behavior irregularities.

Monitor excessive idling and operational inefficiencies.

Generate alerts, notifications, and operational compliance reports.

Maintain fleet performance indicators and statistical data.

E. Fuel Management and Monitoring

Monitor fuel consumption, fuel efficiency, and fuel-system performance.

Analyze fuel monitoring data generated through CARLOG and Fuel Management Enhancement systems.

Investigate fuel anomalies, unauthorized fuel usage, fuel loss, and suspected theft incidents.

Validate fuel performance indicators and consumption trends.

Support fuel-related investigations and corrective actions.

Produce fuel consumption, efficiency, and utilization reports.

F. Vehicle Systems Integration and Diagnostics

Review vehicle technical manuals, wiring diagrams, and electronic documentation.

Analyze vehicle communication networks including CAN Bus, J1939, OBD-II, LIN, and ECU interfaces.

Support installation, configuration, calibration, and validation of CARLOG devices and vehicle integrations.

Configure data acquisition from vehicle electronic control units.

Support mechanics, electricians, workshop staff, and installation teams during deployments.

Diagnose communication, electrical, and integration faults.

Verify compliance with CARLOG installation standards.

Perform testing and operational acceptance of installations and upgrades.

G. SIM Card and Communication Management

Administer and monitor active SIM cards supporting CARLOG live communications.

Maintain communication performance and monitor transmission quality.

Coordinate activation, replacement, provisioning, and troubleshooting activities with the section and service providers.

Maintain SIM card inventories, assignment records, subscriptions, and data plans.

Resolve communication outages and connectivity disruptions.

Ensure uninterrupted transmission of vehicle data to fleet monitoring platforms.

H. Monitoring, Incident Resolution and Service Support

Monitor application availability, server performance, interfaces, synchronization services, logs, and exception queues.

Investigate incidents and restore services within agreed service levels.

Provide Level 1 and Level 2 technical support to users.

Maintain complete incident records, root-cause analyses, and resolution documentation.

Escalate unresolved issues appropriately and coordinate corrective actions.

Support system upgrades, patching, and maintenance activities.

I. Data Quality and Reconciliation

Validate vehicle, driver, fuel, trip, maintenance, mileage, and operational data.

Perform data reconciliation between CARLOG, Umoja ERP, and other integrated systems.

Investigate inconsistencies and data anomalies.

Coordinate corrective actions with stakeholders and business owners.

Maintain data quality standards and reporting accuracy.

J. Reporting, Business Intelligence and Analytics

Generate and distribute:

Daily fleet monitoring reports.

Weekly and monthly operational reports.

Vehicle movement and utilization reports.

Management dashboards and KPI reports.

Driver behavior and road safety reports.

Curfew violation and compliance reports.

Fuel consumption and efficiency reports.

Fuel anomaly and investigation reports.

Receiving station performance reports.

Fleet deployment and operational readiness reports.

Annual mileage audit reports.

Historical vehicle activity reports.

Statistical reports for the CTO and Transport Management.

Data-driven recommendations to improve fleet efficiency, safety, compliance, and resource utilization.

K. Investigation and Compliance Support

Support Safety and Investigations Unit (SIU) inquiries and transport-related investigations.

Analyze vehicle movement histories and reconstruct routes.

Produce evidence-based reports using CARLOG data.

Support accident investigations and vehicle misuse assessments.

Monitor compliance with transport regulations, policies, and operational procedures.

Provide analytical support for management decision-making.

L. Workshop and Maintenance Support

Support vehicle maintenance management activities.

Maintain vehicle maintenance records within CARLOG.

Monitor maintenance schedules and vehicle service status.

Ensure maintenance activities are accurately recorded.

Support vehicle diagnostics and troubleshooting activities.

Assist in identifying technical faults and reducing unnecessary parts replacement through accurate analysis.

M. Security, Change and Release Management

Apply role-based access control and user security management.

Implement approved system changes, upgrades, configurations, and releases.

Maintain audit trails, access records, and security documentation.

Support testing, validation, rollback procedures, and change-control processes.

Ensure compliance with applicable UN ICT security standards and policies.

N. Training, Knowledge Management and Stakeholder Coordination

Deliver technical and user training on CARLOG, EFMS, fleet monitoring systems, and related technologies.

Develop technical procedures, user guides, and training materials.

Conduct knowledge-transfer sessions and support user adoption initiatives.

Provide vehicle tracking support to the Security Operations Centre (SOC).

Liaise with Transport, ICT, IT section, Finance, Supply Chain, Fuel Management personnel, vendors, and service providers.

Maintain knowledge repositories, operating procedures, troubleshooting guides, and technical documentation.

Perform other related duties as assigned by the supervisor.

Monthly Deliverables

Monthly service-performance report covering system availability, incidents, service requests, recurring problems, changes implemented, outstanding risks, and corrective actions.

Fleet monitoring report covering vehicle utilization, operational compliance, driver behavior, curfew violations, and fleet performance indicators.

Fuel monitoring and reconciliation report covering fuel consumption trends, anomalies, investigations, and corrective actions.

Integration and data-quality report covering CARLOG, Umoja ERP, Transport systems, Fuel Management Enhancement solutions, and related interfaces.

CARLOG modernization status report covering migration progress, testing, deployment readiness, user adoption, and stabilization activities.

Receiving station performance report covering availability, connectivity, synchronization status, and maintenance activities.

Updated technical documentation, system inventories, operating procedures, troubleshooting guides, and knowledge articles.

Training and knowledge-transfer report identifying sessions delivered, participants, materials used, and follow-up actions.

Forward work plan outlining priorities, milestones, dependencies, risks, and resource requirements for the following month.

Key competencies

Education

High school diploma or equivalent is required.

Technical training in Information Technology, Electronics, Telematics, Automotive Technology, Fleet Management Systems, Vehicle Diagnostics, Computer Science, Transport Technology, or related disciplines is required.

A university degree in Information Technology, Engineering, Computer Science, Electronics, Automotive Engineering, Transport Management, or a related field is desirable.

Work Experience

A minimum of three (3) years of progressively responsible experience in fleet management, fleet monitoring, telematics systems, transport operations, fuel management systems, vehicle tracking technologies, or comparable operational systems in a multi-site environment.

Demonstrated experience in the administration and support of Electronic Fleet Management Systems (EFMS), GPS tracking platforms, telematics solutions, and fleet-monitoring applications.

Practical experience in systems integration, data validation, database administration, incident management, testing, deployment support, and technical documentation.

Experience administering and maintaining SQL databases, fleet management applications, and reporting systems.

Proven experience with CAN Bus integration, vehicle communication protocols (OBD-II, J1939, LIN), vehicle diagnostics, and automotive electrical systems.

Experience maintaining vehicle communication networks, monitoring devices, fuel monitoring systems, and related fleet technology infrastructure.

Experience supporting large and geographically dispersed vehicle fleets of 500 vehicles or more is highly desirable.

Experience supporting web-based application deployments, platform upgrades, or migrations from legacy client/server environments is highly desirable.

Knowledge of CARLOG, World Fleet Log, Umoja ERP, UN transport operations, fuel management systems, or comparable fleet-management platforms is highly desirable.

Experience within the United Nations, military, government, humanitarian, peacekeeping, or other international organizations is an advantage.

Demonstrated ability to analyze operational data, produce management reports, and support evidence-based decision-making through fleet analytics and performance monitoring.
