Mission and objectives

UNDP believes that the people of Indonesia should have ownership over the programmes and projects we support. All UNDP programmes therefore actively promote the spirit of mutual respect, support and accountability and subscribe to the principle of national ownership as enshrined in the Jakarta Commitment – a declaration put forward by the government and its development partners in 2009 to strengthen aid effectiveness in Indonesia. In the true spirit of national ownership, all of UNDP’s assistance in Indonesia is implemented by national entities, including line ministries and the Ministry of National Planning and Development, and at the subnational level by line departments, provincial and district authorities as well as community groups.

While each programme supported by UNDP has specific and varied objectives, capacity development is one aim that all UNDP programmes – in Indonesia and worldwide – have in common. This takes on many forms including institutional reform, leadership development, education, and training for members of the public such as journalists, and women’s communities. In line with this logic, UNDP advisers work side by side with Indonesian counterparts to strengthen capacities in technical matters, policy formulation and budget planning, amongst others.

Context

The Institutional Strengthening for Indonesian Environment Fund (IEF) Governance and Oversight (INSIGHT) project seeks to strengthen IEF/BPDLH as a trusted, accountable, and internationally credible environmental financing institution capable of mobilizing, managing, and governing increasingly diverse sources of climate and environmental finance. The project supports institutional transformation through improvements in governance systems, operational effectiveness, digital capabilities, safeguards, partnerships, organizational performance, monitoring and evaluation, and accountability mechanisms.
As IEF expands its role in managing and channelling climate and environmental finance, there is a growing need not only to monitor implementation progress and compliance with project outputs, but also to generate robust evidence on institutional performance, financing effectiveness, development outcomes, and long-term impact. This includes strengthening systems for results measurement, impact assessment, learning, adaptive management, and strategic decision-making to demonstrate how institutional reforms contribute to improved environmental financing governance and sustainable development outcomes.

The Project Officer will support the day-to-day implementation and coordination of the INSIGHT Project, ensuring that project activities are delivered in accordance with the approved workplan, budget, and timeline. The incumbent will assist in coordinating project interventions, maintaining stakeholder relationships, organizing consultations and capacity-building activities, monitoring implementation progress, preparing project reports, and facilitating communication among project partners and beneficiaries.
Working under the supervision of the Project Manager, the Project Officer will serve as a key focal point for project coordination and implementation support, helping to ensure effective collaboration among stakeholders, timely execution of activities, and achievement of project objectives. The position requires strong project management, partnership-building, communication, and organizational skills, as well as the ability to work across multiple thematic areas and engage with diverse stakeholders.

The Project Officer is expected to contribute to the successful delivery of project outputs while promoting innovation, collaboration, learning, and adaptive management throughout the project lifecycle. Through these efforts, the position will support the INSIGHT Project's broader objective of strengthening the use of evidence, knowledge, and partnerships to advance sustainable development impact.

Task description

The Project Officer will serve as a key coordination and implementation focal point for the INSIGHT Project, supporting the delivery of project activities while fostering collaboration, innovation, knowledge exchange, and stakeholder engagement. The position plays an important role in translating project plans into tangible results and ensuring that evidence, partnerships, and learning are effectively leveraged to advance the project's development objectives.

Under the direct supervision of the Project Manager, the Monitoring, Evaluation and Impact Specialist will support the implementation of the INSIGHT Project by performing the following duties:

Project Planning and Implementation
• Support the implementation of project activities in accordance with the approved project workplan, budget, and timeline.
• Coordinate day-to-day project operations and assist in ensuring timely delivery of project outputs and milestones.
• Monitor implementation progress and identify operational challenges, risks, and opportunities requiring management attention.
• Support the preparation and updating of annual and quarterly workplans, procurement plans, and implementation schedules.
• Ensure compliance with UNDP procedures, project requirements, and donor reporting obligations.

Stakeholder Coordination and Partnerships
• Liaise with government institutions, development partners, research institutions, academia, civil society organizations, and private sector stakeholders involved in project implementation.
• Facilitate stakeholder consultations, technical meetings, workshops, learning events, and coordination forums.
• Support the establishment and maintenance of productive partnerships that contribute to the achievement of project objectives.
• Prepare meeting materials, minutes, follow-up actions, and stakeholder communications.

Technical and Programmatic Support
• Support the implementation of project interventions related to evidence generation, innovation, knowledge management, and development effectiveness.
• Contribute technical inputs to project activities, studies, assessments, policy dialogues, and capacity-building initiatives.
• Assist in identifying emerging opportunities, innovative approaches, and strategic partnerships relevant to project objectives.
• Support the integration of lessons learned and good practices into project implementation.

Strategic Support
• Provide analytical and coordination support to the Project Manager in identifying implementation challenges and recommending practical solutions.
• Contribute to strategic planning discussions and support adaptive management approaches throughout project implementation.
• Support efforts to strengthen collaboration, innovation, and learning across project activities and stakeholders.
• Perform any other project-related duties as assigned by the supervisor.

Financial and Operational Support
• Support project budget monitoring and resource utilization tracking.
• Facilitate procurement, recruitment, contracting, travel arrangements, event management, and other operational processes in accordance with UNDP rules and procedures.
• Assist in coordinating consultants, service providers, and implementing partners to ensure timely delivery of agreed outputs.
• Support preparation of project audits, reviews, and assurance activities, as required.
