Mission and objectives

UNDP believes that the people of Indonesia should have ownership over the programmes and projects we support. All UNDP programmes therefore actively promote the spirit of mutual respect, support and accountability and subscribe to the principle of national ownership as enshrined in the Jakarta Commitment – a declaration put forward by the government and its development partners in 2009 to strengthen aid effectiveness in Indonesia. In the true spirit of national ownership, all of UNDP’s assistance in Indonesia is implemented by national entities, including line ministries and the Ministry of National Planning and Development, and at the subnational level by line departments, provincial and district authorities as well as community groups.

While each programme supported by UNDP has specific and varied objectives, capacity development is one aim that all UNDP programmes – in Indonesia and worldwide – have in common. This takes on many forms including institutional reform, leadership development, education, and training for members of the public such as journalists, and women’s communities. In line with this logic, UNDP advisers work side by side with Indonesian counterparts to strengthen capacities in technical matters, policy formulation and budget planning, amongst others.

Context

The Institutional Strengthening for Indonesian Environment Fund (IEF) Governance and Oversight (INSIGHT) project seeks to strengthen IEF/BPDLH as a trusted, accountable, and internationally credible environmental financing institution capable of mobilizing, managing, and governing increasingly diverse sources of climate and environmental finance. The project supports institutional transformation through improvements in governance systems, operational effectiveness, digital capabilities, safeguards, partnerships, organizational performance, monitoring and evaluation, and accountability mechanisms.
As IEF expands its role in managing and channelling climate and environmental finance, there is a growing need not only to monitor implementation progress and compliance with project outputs, but also to generate robust evidence on institutional performance, financing effectiveness, development outcomes, and long-term impact. This includes strengthening systems for results measurement, impact assessment, learning, adaptive management, and strategic decision-making to demonstrate how institutional reforms contribute to improved environmental financing governance and sustainable development outcomes.

The Monitoring, Evaluation and Impact Expert will play a critical role in establishing and operationalizing an integrated Monitoring, Evaluation, Reporting and Learning (MERL) framework for the INSIGHT project. The Specialist will ensure that project progress is systematically tracked, results are analyzed and communicated effectively, and evidence generated through the project informs institutional decision-making, donor accountability, resource mobilization, and continuous organizational improvement. The assignment will place particular emphasis on developing methodologies and systems for measuring institutional performance and impact, generating analytical insights from project and portfolio data, supporting learning and adaptive management processes, and producing high-quality impact and performance reports aligned with international standards and donor requirements.

Task description

Under the direct supervision of the Project Manager, the Monitoring, Evaluation and Impact Specialist will support the implementation of the INSIGHT Project by performing the following duties:

Monitoring and Results Management
• Lead the implementation and continuous improvement of the project's monitoring and evaluation framework, ensuring alignment with the project's Theory of Change, Results Framework, and donor requirements.
• Develop and maintain project performance indicators, baselines, targets, monitoring plans, and data collection methodologies.
• Coordinate the collection, validation, analysis, and reporting of project results, outputs, outcomes, and key performance indicators.
• Establish and strengthen data quality assurance mechanisms to ensure the reliability, consistency, completeness, and accuracy of project data.
• Monitor implementation progress and identify risks, challenges, bottlenecks, and emerging opportunities to support adaptive management.

Impact Measurement and Development Effectiveness
• Lead the design and implementation of methodologies to assess the project's outcomes, impacts, and contribution to broader development objectives.
• Coordinate the outcome and impact assessments using qualitative, quantitative, and mixed-method approaches, including beneficiary surveys, outcome harvesting, contribution analysis, case studies, and perception studies.
• Analyse how project interventions contribute to policy change, institutional strengthening, behavioural change, knowledge generation, and systems transformation.
• Develop evidence demonstrating the effectiveness, sustainability, scalability, and value proposition of project interventions.
• Generate strategic insights and recommendations to maximize the project's development impact and long-term sustainability.

Data Analytics and Strategic Insights
• Develop and maintain project dashboards, analytics platforms, and data visualization tools to support project management and decision-making.
• Conduct advanced analysis of project data to identify trends, results patterns, lessons learned, and emerging issues.
• Produce analytical reports, impact briefs, evidence summaries, presentations, and knowledge products tailored to different audiences, including project stakeholders, donors, government counterparts, and senior management.
• Translate complex data and evidence into actionable insights to inform project implementation and future programming.

Evaluation and Learning
• Coordinate project evaluations, reviews, assessments, and learning exercises in accordance with UNDP and donor requirements.
• Support the development of evaluation Terms of Reference, methodologies, quality assurance processes, and management responses.
• Ensure systematic follow-up and utilization of evaluation findings and recommendations.
• Promote a culture of learning by documenting lessons learned, innovations, best practices, and evidence emerging from project implementation.

Knowledge Management and Impact Communication
• Develop compelling evidence-based narratives, impact stories, case studies, and success stories demonstrating the project's contribution to sustainable development outcomes.
• Establish and maintain a project knowledge repository containing monitoring data, evaluation findings, lessons learned, research products, and analytical outputs.
• Support dissemination of evidence and learning products through reports, policy briefs, publications, events, and stakeholder engagements.
• Contribute to strategic communications efforts by translating project results into accessible and impactful messages.

Capacity Development and Stakeholder Engagement
• Provide technical support and capacity building to project partners, implementing entities, and stakeholders on monitoring, evaluation, data management, and impact measurement methodologies.
• Facilitate learning and reflection sessions with project stakeholders to promote evidence-informed decision-making.
• Strengthen collaboration with government counterparts, research institutions, academia, and development partners to enhance data utilization and impact assessment practices.
