Job Purpose: The Construction & Site Manager will lead the delivery of HALO Angola's construction and infrastructure portfolio, providing professional oversight throughout the project lifecycle from planning and design review through procurement, implementation, and completion. The role will play a critical part in the successful delivery of the new Mavinga Base and a range of infrastructure improvement projects across operational locations in Angola. Combining strategic project management with hands-on site leadership, the Construction & Site Manager will ensure construction activities are delivered to the highest standards of quality, safety, compliance, and value for money. The role will manage contractors, support and supervise in-house works, and provide technical expertise to ensure infrastructure solutions are fit for purpose, sustainable, and aligned with HALO's operational objectives.

About the role:
The Construction & Site Manager will be responsible for overseeing construction and infrastructure projects across HALO Angola, with a primary focus on the development of a new operational base in Mavinga and the implementation of camp and facility improvements across programme locations, including Menongue and other field sites. The role requires a practical construction professional with experience managing projects through their full lifecycle, from initial assessment and planning through to implementation, completion, and handover.
The Construction & Site Manager will provide technical leadership and expert advice on construction activities, reviewing existing plans and identifying practical, cost-effective, and sustainable solutions appropriate for remote operational environments. The role will be responsible for preparing, reviewing, and managing construction documentation, including designs, drawings, budgets, Bills of Quantities (BoQs), technical specifications, scopes of work, tender documentation, and contractor evaluation criteria to support the procurement and delivery of construction works through third-party contractors.
The Construction & Site Manager will oversee both contractor-led and in-house construction activities, ensuring projects are delivered safely, efficiently, and in compliance with approved designs, donor requirements, applicable legislation, and HALO policies and standards. The role combines construction management, contractor management, project planning, and hands-on site supervision, requiring frequent travel to remote project locations across Angola.
Responsibilities:
Construction Projects
- Lead the planning, implementation, and delivery of construction projects across HALO Angola.
- Manage the development and construction of the Mavinga Base, including site clearance, road construction, drainage systems, utilities, accommodation blocks, kitchen facilities, sanitation infrastructure, and associated buildings.
- Oversee infrastructure improvements at Menongue and other field locations.
- Manage projects including accommodation upgrades, kitchen facilities, sanitation blocks, workshops, drainage improvements, electrical upgrades, and flood mitigation works.
- Conduct site assessments and evaluate technical and operational requirements.
- Review and improve existing designs, drawings, specifications, and construction plans.
- Develop practical and cost-effective infrastructure solutions appropriate for remote environments.
- Prepare and manage project schedules, implementation plans, and budgets.
- Monitor project timelines and ensure delivery against agreed milestones.
Technical and Procurement Management
- Prepare, review, or validate Bills of Quantities (BoQs), drawings, specifications, budgets, and tender documentation.
- Support procurement and tendering processes for construction projects.
- Evaluate contractor submissions and provide technical recommendations.
- Develop scopes of work and technical requirements for contractors and suppliers.
Contractor and Site Management
- Manage and supervise third-party contractors and technical service providers.
- Conduct regular site inspections to ensure quality, safety, and compliance.
- Monitor contractor performance against contractual and technical requirements.
- Verify completed works and recommend payments according to project progress.
- Identify and address construction risks, delays, and technical issues.
In-House Construction Capacity
- Provide technical direction and supervision to HALO staff involved in construction, fabrication, and electrical works.
- Assess works suitable for delivery using in-house labour resources.
- Mentor and develop local staff through practical on-site guidance and coaching.
- Promote safe construction practices across all project sites.
Compliance and Reporting
- Ensure compliance with Angolan construction regulations and statutory requirements.
- Ensure works comply with donor requirements, approved designs, and government approvals.
- Prepare progress reports and updates for programme leadership.
- Maintain accurate project records and documentation
General:
- Uphold HALO’s core values and standards, promoting its ethos and mission statement.
- Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding
Requirements
- Degree or professional qualification in Construction Management, Civil Engineering, Building Engineering, Quantity Surveying Architecture, or a related discipline.
- Extensive experience delivering construction or infrastructure projects in Angola.
- Demonstrated experience managing construction projects from planning through completion.
- Experience preparing or reviewing designs, specifications, BoQs, budgets, and tender documentation.
- Experience with AutoCAD and Microsoft Project.
- Strong contractor management and site supervision experience.
- Experience working in remote, resource-constrained, or developing-country environments.
- Proven ability to manage multiple projects simultaneously.
- Strong understanding of roads, drainage, sanitation systems, utilities, accommodation facilities, and general building works.
- Excellent project planning, budgeting, and organisational skills.
- Strong communication and stakeholder management skills.
- Proficiency in Microsoft Office applications.
- Excellent written and spoken Portuguese
Desirable Requirements:
- Chartered or professionally accredited construction professional.
- Experience managing donor-funded construction projects.
- Knowledge of Angolan construction legislation and approval processes.
- English language skills.
- Experience delivering infrastructure projects in humanitarian, NGO, or international development contexts.
- Experience managing the construction of operational camps, offices, or base facilities.
Physical Requirements for the role:
- Ability to regularly visit active construction sites.
- Ability to work outdoors in challenging climatic conditions.
- Ability to access remote project locations and walk across uneven terrain.
- Ability to undertake regular site inspections and assessments.
Travel Requirements
- Extensive travel within Angola, including frequent visits to remote programme locations such as Mavinga, Menongue and others.
- Occasional international travel if required.
- Ability to remain at field locations for extended periods during key project implementation phases.
