About the Region

The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. Supported by more than 1,000 personnel across five multi-country offices—spanning North, West, Central, Eastern and Southern Africa, and the Horn of Africa—the office advances national priorities through strategic initiatives in Climate Action, Health, Infrastructure, Peace and Security, Middle-Income Country Support, and Small Island Developing States (SIDS). The Regional Office provides strategic leadership, operational support, and oversight in key areas including Partnerships, Communications, Management and Oversight, Infrastructure and Project Management, Health and Safety, and Security. About the Country/Multi-Country Office

Based in Tunis, the North Africa Multi-Country Office (NAMCO) oversees operations in Algeria, Egypt, Libya, and Morocco, delivering project management, financial services, infrastructure, procurement, and human resources support. With active project offices in Morocco and Libya, NAMCO works in close partnership with governments, NGOs, and international financial institutions to advance socio-economic development across the region. NAMCO’s portfolio spans health, justice, climate action, and environmental preservation, while promoting youth and women's empowerment through improved access to education and employment opportunities. Key initiatives include: supplying digital learning materials for Tunisian schools (World Bank), supporting Tunisia’s national development plan (AICS), enhancing maritime border management (EU), delivering high-tech health equipment to 75 hospitals (World Bank), supporting resilient agriculture in Libya (IFAD), and advancing vocational training in Morocco (KOICA). NAMCO’s work contributes directly to inclusive growth and progress toward the Sustainable Development Goals (SDGs).

About the Project Office

Since December 2022, UNOPS has partnered with the Government of Madagascar to advance sustainable development, reaching over six million people through initiatives in health, energy, agriculture, and infrastructure. By fostering strong collaboration with national institutions and development partners, UNOPS supports resilience, essential service delivery, and local economic growth. In health, World Bank-funded projects such as MIAROVA, PPSB, and PARNII strengthen vaccine cold chains and provide biomedical equipment to hospitals. In energy and connectivity, projects like PROGIDY, MIONJO, LEAD, and DECIM improve public service delivery and expand access to solar energy. Agricultural and environmental sustainability are promoted through AD2M and DEFIS, funded by IFAD and the OPEC Fund, which support irrigation, rural roads, and environmental protection. The CASEF project enhances national resilience by rehabilitating key runways. These efforts reflect UNOPS's commitment to supporting Madagascar’s development priorities and improving the quality of life for its people.

Job Specific Context

Ce poste de stagiaire en partenariats est basé à Antananarivo, Madagascar, et opère dans un environnement dynamique de développement international. Le stagiaire contribuera à l'analyse des stratégies nationales et des priorités des donateurs, à la rédaction de documents clés et à la préparation de supports de communication, facilitant ainsi l'engagement de l'UNOPS avec diverses parties prenantes et l'identification de nouvelles opportunités de financement.

Role Purpose

Sous la supervision de la Spécialiste en Partenariats, le/la Stagiaire en Partenariats, appuiera: 

Développement des partenariats et projets; 

Business intelligence et gestion des parties prenantes; 

Communication externe et interne; 

Gestion des connaissances.


Éléments d’apprentissage: 


Le/la stagiaire apprendra comment les Partenariats contribuent directement à l'agilité et à la rapidité d'exécution de l'UNOPS en :


  • Sécurisant des ressources en temps opportun : en veillant à ce que les projets puissent démarrer et se poursuivre sans retard injustifié.
  • Tirant parti d'expertises diverses : en réunissant différents partenaires dotés de compétences et de ressources complémentaires pour obtenir des résultats à plus fort impact.
  • S'adaptant à l'évolution des besoins : comment les partenariats permettent à l'UNOPS de répondre avec flexibilité aux contextes locaux changeants et aux nouveaux défis.


En substance, un(e) stagiaire en Partenariats à l'UNOPS acquiert une compréhension globale de la manière dont les alliances stratégiques sont forgées et gérées pour atteindre des résultats en matière de développement durable, tout en évoluant dans le cadre solide des politiques de l'ONU/UNOPS et des principes de l'administration publique. Il s'agit d'une expérience pratique qui prépare les individus à des rôles à fort impact dans le secteur du développement.

Functions / Key Results Expected

1. Développement des partenariats et projets


Accompagner le bureau dans ses échanges avec les donateurs potentiels, les agences onusiennes et les partenaires institutionnels, y compris la participation aux réunions et la gestion rigoureuse des suivis.

Soutenir la rédaction et la préparation des documents essentiels (notes conceptuelles, budgets, accords juridiques, registres des risques et plans d'action en matière de genre).

Appuyer la coordination avec les parties prenantes internes, notamment le Hub basé à Tunis, les experts, le bureau régional (AFR) et le siège, pour obtenir les autorisations requises, de l'engagement initial à la mise en œuvre des projets, tout en apportant un appui transversal selon les besoins.


2. Veille stratégique (business intelligence)


Réaliser des analyses approfondies des stratégies nationales à Madagascar et dans les SIDS, des priorités des donateurs et de leurs domaines d'intervention, tant géographiques que thématiques.

Produire des synthèses sur les marchés et les acteurs clés de la région afin de catalyser de nouvelles opportunités de financement et d'engagement pour l'UNOPS.

Suivre l'actualité (événements, publications, appels à projets) afin d'identifier les tendances émergentes et de positionner stratégiquement les interventions futures de l'organisation.


3. Communication externe et interne


Soutenir la mise à jour du plan de communication sur la base de la stratégie de communication de l'organisation et de celle de la diffusion des partenariats.

Soutenir la préparation de matériel de communication externe adapté aux principaux publics cibles tels que les donateurs, les agences des Nations unies, les gouvernements, les fondations, les ONG, la société civile et le secteur privé, afin de sensibiliser efficacement les partenaires existants et potentiels. 

Élaborer des contenus, des présentations, de la correspondance, des briefings, des points de discussion et tout autre matériel de communication externe, y compris des contenus pour les médias sociaux. 

Veiller à ce que les réalisations des projets remarquables du Hub soient correctement présentées dans les formats de communication adéquats aux fins de sensibilisation externe. 

Soutenir les enquêtes auprès des partenaires et les plans d'action qui en découlent.


4. Gestion des connaissances et appui transversal


S'assurer que les systèmes organisationnels sont mis à jour et alimentés régulièrement, y compris le Google Drive interne de l'unité des partenariats.

Le cas échéant, fournir des rapports réguliers sur le pipeline d'acquisition d'entreprises au directeur national et au spécialiste des partenariats.

Le cas échéant, rédiger les procès-verbaux des réunions internes et/ou externes, en fournissant des points d'action pour le suivi.

Assurer la liaison avec les services de communication et de partenariat.

Le cas échéant, contribuer activement à l'organisation des activités de renforcement des capacités et de formation, ainsi qu'aux initiatives favorisant le bien-être et la cohésion d'équipe, tout en effectuant d'autres tâches connexes selon les besoins émergents du bureau.

Education Requirements

Required:
