PROJECT BACKGROUND

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities that build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as building the conditions for public and private green infrastructure investments.

GGGI’s role and objective in Indonesia is to assist the Government of Indonesia in delivering green growth by developing capacity, driving investment, and designing green projects with social, environmental, and economic benefits for the people of Indonesia. The collaborative Program between the Government of Indonesia (GoI) and GGGI is tailored around the GoI’s own development priorities and targets established in Indonesia’s Medium-term National Development Plan. This is designed to specifically support the implementation of Indonesia’s Nationally Determined Contribution to the UNFCCC climate targets (NDC) and the achievement of the Sustainable Development Goals (SDGs).

The following priorities stand out as critical areas of support to the GoI:

  • Effective policymaking and planning to drive the transition to a green growth model;
  • Mobilizing public and private investment in sustainable and inclusive projects; and
  • Enhancing the capacity of government and key institutional actors to develop and implement green growth policies, plans, and attract investments.

In this regard, GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Indonesia Future Initiative (GIFT) Program. The program focuses on transforming Indonesia’s natural capital into green jobs and productivity. The program addresses key areas such as sustainable energy, land and sea, green investment and markets, and cities and  industry.

REDI4JET Project

Redirecting Investments for an Inclusive, Just Energy Transition (REDI4JET) is a five-year project (2026–2030), funded by International Climate Initiative (IKI) under German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). REDI4JET is implemented by GGGI as a consortium lead, with Perspectives Climate Research (PCR) and Climate Policy Initiative (CPI), as the consortium members. The project aims to support Indonesia to redirect investment flows in support of implementing its Just Energy Transition (JET) agenda.

To achieve this, the project targets critical investment enablers including policy, investment preparation, inclusive resilience planning, awareness raising, and capacity building. The project starts from existing JET plans and strategies of Indonesia and then provides support to coordinate national stakeholders across the energy, environment, investment, and finance sectors. Governments will receive technical assistance for designing policies that can redirect public and private investments towards low-emission energy investments. Private sectors and communities will be engaged in identifying tangible investment opportunities that can leverage climate finance and carbon markets.

Context for REDI4JET Investment Workstream (Output III of REDI4JET) 

The consultancy position sits within Output III of REDI4JET, which focuses on financing and catalyzing investment for JET projects with the aim of mobilizing EUR 230 million by 2030. Output III of REDI4JET activities include the development of robust JET projects pipeline, screening & prioritization, mapping of existing financing mechanisms & derisking instruments, and identifying emerging innovative financing mechanisms & derisking instruments for mobilizing investment in JET projects.

Output III — Investment and Innovative Financing for Just Energy Transition Implementation — is implemented by GGGI Indonesia Country Office, CPI Indonesia, and the GGGI HQ in Seoul, South Korea headquarters. Output III comprises four (4) main activities that will be implemented during the project implementation period:

  • Activity 1: Mapping existing mobilized JET investment as per 2025, scoping assessment (JET Project Eligibility List), and stakeholders' consultation to identify feasible and high-impact type of JET projects in Indonesia
  • Activity 2: Development of project long-lists . and screening criteria
  • Activity 3: Screening of prioritized JET projects to be supported for mobilizing investment
  • Activity 4: Mapping on the existing financing mechanisms/ derisking instruments for JET projects and gap assessment on its effectiveness, applicability, scalability and limitations, including identification of potential anchor institutions

The key milestones for Output III in 2026-2027 include:

  • Milestone III.1 — Baseline of existing catalyzed private investment for JET projects and scope for high-impact JET projects are identified; 
  • Milestone III.2 — Prioritized JET projects list from 2026 - 2030 and project disbursement plan to achieve EUR 230 Million investment mobilization target are identified;
  • Milestone III.3 — Financing mechanisms and derisking instruments to be deployed for JET projects are identified.

The Consultant will serve as the in-country technical focal point for Output III, providing energy-transition finance analysis, project pipeline screening, financing mechanism assessment, and coordination support. The Consultant will support, rather than independently lead, specialized project development and transaction advisory assignments, which may be undertaken by dedicated technical and investment advisory specialists.

The consultant ensures that Output III deliverables are policy-relevant, government-endorsed, and aligned with Indonesia's national environmental and energy transition priorities.

Working arrangements. Full-time and based in Jakarta - Indonesia, embedded in the GGGI Indonesia Country Office. Consultant will work from office (WFO) for 3 days and work from home (WFH) for 2 days.

Reporting. The consultant will be reporting to REDI4JET Project Manager and work under the technical guidance of the Senior Investment Structuring Officer and designated Output III Technical Lead(s) 

OBJECTIVES OF THE ASSIGNMENT

Under the supervision of the Output III Technical Leads and REDI4JET Project Manager, the Consultant is expected to conduct research and provide support in performing financial/commercial and other technical analysis for the ultimate purpose of mobilizing JET investment. The Consultant will assist in the project and transaction origination, development, and deal advisory.

The assignment will include:

Component 1: Stakeholder Engagement

  • Conduct mapping of relevant stakeholders for Output III activities
  • Under PM guidance, manage and maintain relationships with the relevant ministries, including but not limited to Coordinating Ministry for Economic Affairs (CMEA) as project’s main counterparts, the Ministry of Environment (KLH), the Ministry of Energy and Mineral Resources (MEMR), the Ministry of Finance (MoF), National Development and Planning Agency (Bappenas), State Electricity Company (PLN), and other relevant government’s stakeholders.
  • In close coordination with the GGGI Country Team, act as Person in Charge (PIC) to do coordination and facilitation of all related public and private stakeholder consultations and discussions for Output III activities of REDI4JET Project.

Component 2: Technical Outputs

  • Activity 1
    • Map and quantify the most updated mobilized private and public capital for Just Energy Transition (JET) projects in Indonesia to serve as a baseline for REDI4JET implementation based on verification of existing baseline data (i.e. JETP Delivery Unit’s mobilization report, etc.).
    • Support day-to-day coordination and high-level technical consultations with national counterparts and private players.
    • Support scoping assessments to develop JET Project Eligibility List to be supported by REDI4JET
    • Identify feasible, high-impact JET projects, ensuring evaluations incorporate government priorities, IKI guidelines, the socio-economic "inclusive and just" dimensions of the transition, as well as technical & financial viability
  • Activity 2
    • Support consolidating public and private project pipelines into a comprehensive long-list, integrating inputs from on-going programs
    • Develop robust, multi-criteria screening parameters/ toolkits to assess projects for financial bankability, technological readiness, and alignment with national energy transition targets.
    • When applicable, incorporate carbon finance viability into the screening criteria, specifically evaluating projects’ potential to leverage carbon pricing mechanisms for Internationally Transferred Mitigation Outcomes (ITMOs) under Article 6 of the Paris Agreement.
  • Activity 3
    • Apply the screening criteria to the synthesized long-list to extract a prioritized, government-endorsed JET projects for the 2026–2030 period.
    • Recommend priority of project pipelines which will contribute to REDI4JET’s mobilization targets
    • Refine and update financial disbursement and investment mobilization plan regularly to reflect status/ priority changes
    • Provide preliminary financial/commercial analysis and coordinate project-development and transaction-advisory support for selected JET projects, including preparation of project financial models, financing options analysis, investor materials and coordination with specialized advisers, as agreed with the Output III Technical Lead.
  • Activity 4
    • Conduct gap assessment on the incentives policy/ mechanisms and barriers to redirect investment from fossil-based fuels
    • Conduct a deep-dive mapping of existing available financing mechanisms, facilities, and derisking instruments, and incentives for energy transition projects in the Indonesian market.
    • Evaluate the effectiveness, applicability, scalability, and limitations of these mechanisms/ instruments, identifying specific bottlenecks that prevent the mobilization of private sector capital.
    • Identify and strategize engagement with potential anchor institutions, including but not limited to institutional investors, financiers, and philanthropic funds capable of deploying innovative financing mechanisms to bridge the identified funding gaps.
    • Conduct consultations with potential anchor institutions to gather inputs and implementation plan for exploring implementation of innovative financing/ derisking instruments deployment to JET projects

Reporting Requirements:

The Consultant will report administratively and contractually to the REDI4JET Project Manager. For the technical scope of Output III, the Consultant will work under the technical guidance of the designated Output III Technical Lead(s), including the Senior Investment Structuring Officer and relevant HQ Investment Officer. Technical deliverables will undergo review by the designated Output III Technical Team prior to final acceptance by the Project Manager in accordance with GGGI procedures.

The consultant works in close coordination with the following Output III counterparts:

  • Technical Team Lead, Investment Officer in GGGI HQ Seoul, South Korea and Climate Policy Initiative (CPI)
  • JET Project Development Specialist, Technical Support Consultant, Investment Advisory Consultants (demand-based).

Position performance will be assessed by the GGGI Technical Team against the deliverable schedule defined in Annex I.

Timeframe and Budget

Timeframe:

The assignment will be completed over 12 months from 25 October 2026 to 31 October 2027 

Consultancy fee:

The Consultant will be paid fees for 216 working days at a rate of USD 150 per day (based on a day of 8 hours) for those days during the Term when the Contractor provides the Services. This is to be paid on a monthly basis. If the Consultant provides the Services less than the required hours on any day, then fees for that day will be reduced proportionally.

Cost of travel out of duty station will be borne by GGGI and is separated from the consultancy fee. Please refer to GGGI Travel Policy.

QUALIFICATIONS

The consultant should meet the following requirements:  

Essential

  • Advanced degree (Master's or higher) in accounting/ finance/ business administration/ business management/ economics/ engineering/ public policy, or a related field.
  • Minimum 5 years of professional experience in financial and investment analysis, energy transition project origination and development, and/or transaction advisory, with a track record of working with private sector players or financial institutions.
  • Knowledge of Indonesia's energy finance landscape, including the regulatory and institutional framework governing Indonesian energy markets, and just energy transition context
  • Familiarity with financial modelling
  • Proven ability to engage public and private stakeholders
  • Excellent written and verbal communication skills in both Bahasa Indonesia and English.

Desirable

  • Prior engagement with international organizations, multilateral development banks, or development financial institutions operating in Indonesia.
  • Experience working on IKI-funded or similar German development cooperation projects in Indonesia.
  • Existing relationships with stakeholders in ministries and private players relevant to energy transition.

ADMINISTRATIVE INFORMATION

Administrative Information:

In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Selection Criteria:

a)       Professional Competency (10 points): minimum a master’s degree in accounting/ finance/ business administration/ business management/ economics/ engineering/ public policy, and/or other related fields.

b)       Experience (15 points): Have more than 5 years of experience and  in-depth knowledge and experience in financial and investment analysis, project origination and development, and transaction advisory, especially for energy projects.

c)       Communication (15 points): Level IV (fluent) oral and writing ability in English is required. This means an ability to participate in professional meetings in English and write reports in English. If the person could not write or speak in Bahasa, they need to dedicate additional support to cover this.

d)       Technical Knowledge (30 points): Having a deep understanding of the investment structuring process, as well as familiarity with financial modelling.

e)       Individual Competency (30 points): In-depth knowledge of Indonesian regulatory and institutional landscape.
