PROJECT BACKGROUND
GGGI collaborates closely with government institutions, development partners, the private sector, and civil society to integrate international best practices with local knowledge to deliver transformative results.
Lao PDR became a GGGI member in 2019 and is actively engaging in green growth planning, particularly within the energy and natural resources sectors, which are central to its sustainable development pathway.
The “Open and Sustainable Carbon Markets in Lao PDR” project, funded by the Department of Foreign Affairs and Trade (DFAT), Government of Australia (2023-2026), and delivered by the Government of Lao PDR with GGGI’s technical support, aims to enhance access to and participation in international carbon markets under Article 6 of the United Nations Framework Convention on Climate Change (UNFCCC). The project also supports the enhancement of Lao PDR’s third Nationally Determined Contribution (NDC3.0), particularly the energy sector contribution, and the integration of carbon markets into the NDC process. Overall, the project seeks to mobilize financial and technological resources through high-integrity carbon markets while strengthening national climate ambition.
On 28 May 2025, the Prime Minister signed the Carbon Credit Decree, establishing a comprehensive legal framework for carbon market governance and marking a major milestone for the Project. To further establish the national strategic framework and the operationalization of the Decree for international carbon markets participation, the program’s proposed National Carbon Market Strategy, Carbon Project Approval and Management Guidelines, and the Lao PDR Carbon Credit Information System (CCIS) are being developed. The strategy and guidelines will establish a comprehensive national framework and long-term strategy for Lao PDR’s participation in the international carbon market, and will formalize national processes and databases for carbon project approval, clarify institutional roles and responsibilities across relevant ministries, and establish clear procedural steps for project review, stakeholder engagement, and environmental safeguards.
To support effective communication and capacity-building, GGGI seeks to engage a qualified consultant to develop an animated explainer video illustrating how to develop a carbon project in Lao PDR under the new regulatory framework.
OBJECTIVES OF THE ASSIGNMENT
The objective of this consultancy is to develop a clear, engaging, and easy-to-understand video that:

Explains the overall carbon market framework in Lao PDR.

Illustrates the step-by-step process for developing and approving a carbon project.
-
Clarifies the roles of key government institutions and project proponents.
-
Highlights environmental and social safeguards and transparency mechanisms.
-
Promotes high-integrity participation in international carbon markets.
The video will target:

Government officials (national and provincial)
-
Private sector project developers
-
Development partners
-
Civil society stakeholders
-
General public (basic awareness level)
The tone should be informative but accessible, avoiding overly technical language. The Consultant will report to the Project Manager (Carbon Policy Officer) of the “Open and Sustainable Carbon Markets in Lao PDR” and will work closely with the Communications and Knowledge Sharing (COMKS) Team.
All materials developed under this assignment shall be the property of GGGI and the Government of Lao PDR.
SCOPE OF WORK AND DELIVERABLES
The Consultant shall work closely with the project and COMKS to undertake the following tasks:
Task 1: Inception and Concept Development

Review relevant documents (Carbon Credit Decree, draft National Strategy, draft Guidelines, CCIS concept).

Hold coordination meetings with GGGI.
-
Develop a concept note including but not limited to: (1) Proposed storyline, (2) Key messages, (3) Target audience framing, and (4) Visual style (e.g., 2D animation, infographic style, motion graphics)
Task 2: Script Development
-
Draft a detailed script (approximately 4-5 minutes in length).
-
Structure the script around a clear project development journey, for example: (1) Project idea identification, (2) Alignment with national priorities and NDC, (3) Application and documentation submission, (4) Technical review and safeguards screening, (5) Approval process, (6) Registration and monitoring, (7) Issuance and transfer of carbon credits.

Ensure language is clear, concise, and suitable for non-technical audiences.

Revise script based on feedback from GGGI and government counterparts.
Task 3: Storyboard and Video Production

Help develop a detailed storyboard aligned with the approved script.
-
Design and produce the animated video (4–5 minutes). Include but not limited to: (1) Visual representation of institutional roles, (2) Simplified flow diagrams of approval steps, (3) Illustrations of environmental and social safeguards, (4) Branding aligned with GGGI and Government of Lao PDR.

Conduct video shooting for specific scenes that require human demonstration or real-life visualization.

Provide Lao-language narration (primary) and English subtitles (or vice versa, subject to agreement). Include background music and professional voiceover.
Task 4: Finalization and Delivery

Incorporate consolidated feedback (maximum 2 revision rounds).

Deliver final outputs in 4K formats suitable for: (1) Social media, (2) Workshops and training sessions, (3) Government websites

Provide editable source files (preferably Adobe (e.g., After Effects, Premiere Pro) formats).
EXPERTISE REQUIRED
The following expertise is required from the Consultant:
Education:
-
Diploma degree or higher in communications, media production, animation, graphic design, environmental policy, or related field.
Experience:
-
Minimum 5 years of experience in animation or multimedia production.
-
Demonstrated experience producing explainer videos for development, climate, or public policy projects.
-
Experience working with government or international organizations is an asset.
-
Experience in Lao PDR or the ASEAN region is desirable.

Strong portfolio (required).
Skills:
-
Strong storytelling and scriptwriting skills.
-
Ability to translate technical concepts into simple visual narratives.
-
High-quality animation and editing capacity.
-
Fluency in Lao and English.
