About the Region
The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. About the Country/Multi-Country Office
Based in Tunis, the North Africa Multi-Country Office (NAMCO) oversees operations in Algeria, Egypt, Libya, and Morocco, delivering project management, financial services, infrastructure, procurement, and human resources support. With active project offices in Morocco and Libya, NAMCO works in close partnership with governments, NGOs, and international financial institutions to advance socio-economic development across the region. NAMCO’s portfolio spans health, justice, climate action, and environmental preservation, while promoting youth and women's empowerment through improved access to education and employment opportunities. Key initiatives include: supplying digital learning materials for Tunisian schools (World Bank), supporting Tunisia’s national development plan (AICS), enhancing maritime border management (EU), delivering high-tech health equipment to 75 hospitals (World Bank), supporting resilient agriculture in Libya (IFAD), and advancing vocational training in Morocco (KOICA). NAMCO’s work contributes directly to inclusive growth and progress toward the Sustainable Development Goals (SDGs).
About the Project Office
Since December 2022, UNOPS has partnered with the Government of Madagascar to advance sustainable development, reaching over six million people through initiatives in health, energy, agriculture, and infrastructure. By fostering strong collaboration with national institutions and development partners, UNOPS supports resilience, essential service delivery, and local economic growth. In health, World Bank-funded projects such as MIAROVA, PPSB, and PARNII strengthen vaccine cold chains and provide biomedical equipment to hospitals. In energy and connectivity, projects like PROGIDY, MIONJO, LEAD, and DECIM improve public service delivery and expand access to solar energy. Agricultural and environmental sustainability are promoted through AD2M and DEFIS, funded by IFAD and the OPEC Fund, which support irrigation, rural roads, and environmental protection. The CASEF project enhances national resilience by rehabilitating key runways. These efforts reflect UNOPS's commitment to supporting Madagascar’s development priorities and improving the quality of life for its people.
Job Specific Context
Depuis décembre 2022, l'UNOPS travaille en partenariat avec le gouvernement de Madagascar pour faire progresser le développement durable, touchant plus de six millions de personnes grâce à des initiatives dans les domaines de la santé, de l'énergie, de l'agriculture et des infrastructures. En favorisant une collaboration étroite avec les institutions nationales et les partenaires au développement, l'UNOPS soutient la résilience, la prestation de services essentiels et la croissance économique locale. Dans le secteur de la santé, des projets financés par la Banque mondiale tels que MIAROVA, PPSB et PARNII renforcent les chaînes de froid pour les vaccins et fournissent des équipements biomédicaux aux hôpitaux. En matière d'énergie et de connectivité, des projets comme PROGIDY, MIONJO, LEAD et DECIM améliorent la prestation des services publics et élargissent l'accès à l'énergie solaire. Role Purpose
En tant que Consultant(e) Retainer, le/la Conseiller(ère) en partenariats apporte un appui stratégique de haut niveau au bureau pour affiner la compréhension des priorités stratégiques nationales, faciliter les dialogues de haut niveau, identifier des opportunités de partenariats et orienter le plaidoyer auprès du gouvernement de la République de Madagascar et ses partenaires techniques et financiers (PTF) afin d'optimiser la contribution et l'impact de l'organisation sur le développement durable de Madagascar. Sans exercer de supervision hiérarchique directe, il/elle oriente et conseille l'équipe des partenariats et les rôles connexes. En collaboration étroite avec l'équipe de direction, le/la titulaire du poste appuie le développement et la mise en œuvre de la stratégie de partenariat et soutient les activités de coordination avec le Gouvernement et les parties prenantes clés. De plus, il/elle fournit des analyses de situation, une cartographie précise des parties prenantes et PTF et un appui technique à la formulation de programmes et active son réseau afin de fluidifier la communication entre le Gouvernement, l’UNOPS et d’autres parties prenantes clés.
