Your team

You will be part of the senior management team in the Directorate General Information Systems, which comprises around 350 members of staff developing, delivering and supporting information and communication systems and information technology (IT) services for our users in the ECB, ECB Banking Supervision, the European System of Central Banks (ESCB) and beyond. 

We deliver stable IT services and lead IT projects in close collaboration with business stakeholders and external partners in the areas of end-user computing, networking, IT system and cloud services, security operations, application development, and support and maintenance. We also provide IT governance services (including IT architecture and IT security policies) for the common systems and services of the Eurosystem and the ESCB. We lead the IT Committee, which includes representatives from the ECB and national central banks, and actively participate in its substructures and working groups.

Your role

As Deputy Director General Information Systems, you will serve as a strategic technology leader at the heart of the ECB's digital transformation, operating at an executive level. You will: 

  • provide, together with the Director General, strategic direction and leadership for activities within your business area, including defining the overall strategy and setting the strategic direction, managing staff, medium-term planning, budgeting, resource allocation, and other relevant tasks;
  • play a key role in developing future technology leaders and strengthening organisational technology capabilities across the Directorate General; 
  • oversee the delivery of major IT projects and services to achieve the ECB’s business objectives, including operational resilience and strategic autonomy;
  • oversee critical technology capabilities while leading the adoption of modern technologies such as cloud computing, artificial intelligence, data platforms, and development, security and operations practices;
  • ensure the provision of timely and effective IT services, creating measurable business value across the ECB;
  • foster the Directorate General’s ongoing cultural, organisational and technological transformation, such as cloud-based solutions, development and operations (DevOps), and agile working; 
  • promote a collaborative working environment and an engaged, agile and healthy workforce, and leverage diversity in pursuing business goals;
  • align efforts and initiatives regarding the business area’s role in contributing to the strategic direction of the ECB and the Eurosystem/ESCB as a member of the ECB’s senior management team; 
  • foster close collaboration with other areas of the ECB and with external partners in the areas of end-user computing, networking, IT systems and cloud services, security operations, application development, and support and maintenance;
  • represent the Directorate General and the ECB by participating in and/or chairing a wide range of internal and external committees, working groups and high-level fora, and maintaining good working relationships with strategic IT partners.

Qualifications, experience and skills

Essential: 

  • a master’s degree or equivalent in information technology, computer science, computer engineering, physics, mathematics or a related discipline (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of ten years’ relevant professional experience in leading the successful delivery of large-scale IT projects, having worked in information systems, technology management or a related field;
  • at least five years’ experience in managerial roles leading diverse teams;
  • significant experience in managing complex technology portfolios and external strategic vendors;
  • substantial experience defining and executing enterprise technology strategies involving cloud computing, cybersecurity, data, artificial intelligence and digital/DevOps transformations;
  • proven experience balancing innovation, operational resilience, cyber security and regulatory requirements;
  • a proven track record of building strong relationships and successful partnerships with business;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 

  • experience in the financial sector, public sector or highly regulated environments;
  • experience in digital sovereignty, critical infrastructure or strategic technology autonomy initiatives.
