Duties and Responsibilities

The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The services required under this ToR are part of the clearing-house mechanism for information exchange for the Basel, Rotterdam and Stockholm conventions. The conferences of the parties of the three conventions requested the BRS Secretariat to translate the Rotterdam Convention website in all UN languages. The present ToR outlines the tasks that the Individual Contractor will undertake to assist the BRS Secretariat in reviewing the automatic translation by artificial intelligence from English to Russian to identify automatic translation errors and enhance the language model. Under the supervision of the Information Systems Officer, Mr. Julien Hortonéda, the individual contractor will perform the following task: Output 1 Editing of the translation of the Rotterdam Website: Based on the original English webpages in Annex I (4,957 words) and their non revised automatic translation in Russian in Annex II, the Individual Contractor will provide a MS Word document in track changes with a revised Russian translation. The revised version shall take into account official Rotterdam Convention terminology as reflected in the Convention Text and reports of the Conferences of the Parties. Comments will be added in this document to identify which words, or group of words, in the English version were mistranslated. Focus shall be given to translation errors rather than mistakes which do not impact meaning or that are not related to legal, scientific and technical terms already used in official translations. Moreover, United Nations and UNEP terminology must be respected and coherency in the vocabulary used must be maintained. Verification of terminology and accuracy of quotations reproduced are the responsibility of the translator. In case of text ambiguity, the translator should contact the officer requesting the translation for clarification, preferably by email.

Qualifications/special skills

An advanced university degree (Master’s or equivalent) in the field of translation, linguistics, law or any other relevant field. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. Moreover, candidates who have passed the relevant United Nations Competitive Examination for Editors or the relevant combined United Nations Competitive Examination for Translators/Précis-writers, Editors and Verbatim Reporters, or an equivalent examination administered by another intergovernmental organization, will be considered qualified. This requirement may be waived for candidates who passed, prior to 2017, one of the relevant United Nations competitive examinations for Translators/Précis-writers or Verbatim Reporters. A minimum of five years of experience in editing in Russian within the United Nations, or similar intergovernmental organisations, is required. Three years of working experience in translating or editing documents and other information from English into Russian in the United Nations, an international tribunal, an international organisation or an international body dealing with legal matters is desirable. Experience in working with environment related intergovernmental organisations in Russian is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Russian is required. Fluency in another UN official language is desirable.
