About IRRI

Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.
Job Purpose
The consultant will support IRRI’s Portfolio Development and Management Office in monitoring partner reports, conducting compliance reviews, supporting audit activities, and facilitating the closing and evaluation of Letters of Agreement (LoAs). The role will contribute to ensuring compliance with IRRI policies and donor requirements, identifying financial and operational risks, reviewing partner documentation and practices, and providing findings and recommendations to strengthen accountability and partner engagement.
This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.
Roles and Responsibilities
- Conduct subgrant performance evaluations in coordination with the Project Leader, assessing programmatic compliance, partner efficiency, and overall subgrant performance.
- Support due diligence reviews of partners before LoA processing.
- Conduct desk-based assessments and operational reviews of partners to assess financial and operational controls, validate reported expenses, and review compliance with contractual obligations.
- Coordinate audit planning and follow-up activities with relevant internal and external auditors, compile required documentation, and monitor actions arising from audit findings.
- Support the development and maintenance of reporting and monitoring tools to strengthen partner and project team accountability and efficiency.
- Support LoA closing and termination procedures by coordinating requirements, monitoring completion of financial, reporting, and contractual obligations, and flagging outstanding items for appropriate action.
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
- At least 4–6 years of relevant experience in subgrant evaluation, project audits, financial monitoring, grant compliance, or related areas, preferably with an international organization.
Skills Required
Mandatory
- Strong understanding of internal control risk, risk management, and financial due diligence
- Experience in conducting site visits, reviewing financial and operational controls, and verifying compliance on the ground
- Advanced knowledge of financial accounting and budgeting, as well as financial planning and analysis.
Preferred
- Experience of working in, and with, international organizations
- Ability to synthesize and summarize a large volume of information quickly and communicate the main points to stakeholders
