Organizational Setting and Reporting Relationship
The position of Financing Partnerships Officer is assigned to the Partner Funds Division (CCPF) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines.
You will report to the designated technical international staff and may oversee junior staff, consultants, and contractors.
Your Role
As a Financing Partnerships Officer, you will contribute and provide significant support to CCPF/CCSD by covering all or a combination of the following functions: project specific cofinancing administration, support to trust fund administration, IT system development support to digitize fund management operations, perform general cofinancing tasks, as well as knowledge management and outreach.
You will:
A. Project-Specific Cofinancing (PSC) administration
- Be responsible for providing technical support and expertise in PSC administration including inputs to and critical review of narrative and financial project reports, submission of the same to financing partners, and coordinating the response to queries from the financing partners. Closely monitor cofinancing agreement milestones regularly, and act as appropriate on the extension of the implementation period.
- Lead the review of draft memos on change in scope of PSC-funded projects with a view of ensuring that any change does not deviate from the agreement, if material changes are foreseen, ensure that financing partner concurrence is received prior to further action by the project team.
- Take the lead in drafting cofinancing agreement amendments and assist in developing templates for each partner to increase efficiency in collaboration with ADB departments.
- Coordinate with CTL and the project team the calculation and timely adjustment of forex, fees and other reserves under various contracts; prepare remittance requests according to the respective agreement and facilitate audit preparation as required.
- Ensure cofinancing portfolio information is updated in the Cofinance Management System and other database systems being developed.
B. Trust Fund Management and Administration
- Provide support to fund teams in managing active cofinanciers' relationships, and financing partnerships strategy development in line with ADB Strategy 2030.
- Ensure agreements and MOUs with trust fund contributors are up to date, and commitments to donors are followed. Coordinate with CTL and fund manager for CCPF's submission of TF financial statements and audit reports to the financing partners.
- Prepare, negotiate, and amend agreements for replenishments to trust funds in collaboration with relevant departments under the guidance of supervisor. Assist the review of revision of trust fund implementation guidelines and provide technical guidance in streamlining TF administration processes across all ADB trust funds.
C. Support for IT system development related tasks
- Be a subject matter expert in the design and in the conduct of user acceptance tests of the Integrated External Funds Management System (IEFMS), particularly partners and contacts, fund structure, and agreements modules. Pilot the use of IEFMS in both TF and PSC administration tasks.
- Coordinate with colleagues in the division, with ITD and with related departments/offices on sovereign cofinancing requirements for other IT initiatives including the SovOps project, PFMS phase1 integration, IDS, APEX, etc.
- Perform other duties as may be assigned and as reflected in workplans.
Qualifications
You will need:
● Bachelor's degree in Business Administration, Finance, Economics or related fields preferably with advanced training
● At least 8 years of relevant experience in entire project cycle from processing to implementation.
● Extensive analytical skills in the screening of information in consideration of the Bank's project-related procedures, guidelines, requirements and project cycle
● Working knowledge of bilateral donors and international multilateral institutions' policies and practices on institutional lending and project financing
● Working knowledge and understanding of statistical and financial accounting concepts and methodologies
● Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
