Organizational Context and Scope

IOM has been present in Myanmar since 2005 and is the leading intergovernmental organisation in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees, Internally Displaced People (IDP), victims of trafficking, stranded migrants, and other vulnerable migrants.

As a result of the multifaceted crises faced in Myanmar in 2021, emergency and humanitarian needs have been increasing across the country. There has been an identified need for better data on population mobility, displacement, and multisectoral needs to support the humanitarian response. As such, IOM aims to support this effort through its Population Mobility and Needs Tracking (PMNT) programme.

Under the overall supervision of the Chief of Mission (COM) and the direct supervision of the Senior

Programme Coordinator, the Programme Officer (Field Coordination) will be responsible and accountable for overseeing PMNT field implementation across Myanmar, ensuring the effective management and integration of data collection activities, field security, and administrative and financial support of field teams. The incumbent will provide substantive technical and operational guidance on complex field implementation issues, translate programme objectives into operational plans and workplans, and ensure the quality, timeliness, and effectiveness of PMNT field operations across its programme pillars.

Responsibilities

  1. Coordinate and monitor the operational, administrative, and financial aspects of the PMNT programme in accordance with IOM policies and donor requirements; prepare regular implementation updates and analytical reports highlighting field activities, operational performance, security incidents, and challenges, and recommended corrective actions. 

  2. Coordinate and oversee daily field data collection operations through administrative area focal points and data enumerators, ensuring compliance with quality standards and established methodologies, and achievement of programme deliverables and targets. 

  3. Coordinate security-related aspects of field operations, including staff movements, daily tracking of field teams, and mission planning; develop and implement appropriate security risk mitigation measures; ensure compliance with security protocols and Standard Operating Procedures (SOPs) through regular training and oversight; and maintain effective coordination with security counterparts, local partners, and other stakeholders to support safe and secure programme implementation. 

  4. Oversee the administrative and financial aspects of field operations, in coordination with the Resource Management Unit, including staffing and procurement needs at field-based data-collection points and budget oversight; monitor resource utilization against operational priorities and recommend adjustments to support effective and timely delivery. 

  5. Liaise with service providers, in coordination with the Human Resources Department, on field personnel administration and related operational, security, and duty-of-care matters, to ensure effective oversight of field personnel under the programme. 

  6. Strengthen data collection mechanisms across programme pillars, including mobility assessments, household surveys, flow monitoring, site assessments, and other ad hoc assessments; provide technical guidance on the development and production of questionnaires, SOPs, guidance tools, and training materials. 

  7. Facilitate the integration of data protection principles and ethical data-handling practices across all data management, sharing, and dissemination activities. 

  8. Actively participate in relevant interagency meetings, including cluster/sector, working groups, and task force meetings; coordinate follow- up actions; and support engagement with donors and partners as required. 

  9. Support the timely production of project reports and outputs for donors, partners, and other audiences as directed. 

  10. Contribute to programme development and planning processes, including budget preparation, project design, proposal development, results frameworks and workplans. 

  11. Engage in duty travel as required to oversee field teams, provide technical guidance, and to visit areas of operation. 

  12. Perform such other relevant duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Political Science, Social Sciences, Humanitarian Operations Management, Business Administration, Migration Studies, Information Management, International Relations, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or, 

  • University degree in the above fields with seven years of relevant professional experience. 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Demonstrated experience in management of data initiatives, preferably within IOM; 

  • Operational experience in humanitarian response, including the management of extensive field teams, field security management, staff movement tracking, and planning and coordination in complex operating environments; 

  • Experience in monitoring and evaluation, including tracking programme deliverables and results against targets; and, 

  • Technical experience in assessments, database management, data analysis, and database systems. 

Skills

  • Strong communication skills; 

  • Strong interpersonal and stakeholder engagement skills, with the ability to build and maintain effective working relationships with a broad range of stakeholders; 

  • Analytical and problem-solving skills; 

  • Programme management, including budget and field team management; 

  • Advanced computer skills, including SQL database systems, Microsoft Office (Excel, Word), ArcGIS, Google Earth; and, 

  • Knowledge of mobile data collection technologies: KoBo, Open Data Kit (ODK) applications and use of mobile hardware and Global Positioning System (GPS).

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of Burmese and other official UN languages (Arabic, Chinese, French, Russian, and Spanish) or a relevant local language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Primary Location: Yangon, Myanmar (initially based in Bangkok, Thailand pending completion of visa formalities; upon issuance of the visa, the Programme Officer (Field Coordination) will be reassigned to Yangon, Myanmar).
