ABOUT THE ROLE
The Transparency International (TI) Secretariat is currently seeking a Thematic Lead - Political Integrity (m/f/d) to join the Policy & Advocacy Team. The role sits within the Policy and Advocacy team, in the Political Integrity Programme. The Political Integrity Programme drives progress towards the outcomes under Strategic Objective 3 – Securing Integrity in Politics, as set out in Transparency International’s Global Strategy 2021 – 2030.
Under the guidance of the Programme Lead for Securing Integrity in Politics, and in close cooperation with colleagues from Global Movement, Research and Knowledge, Communications, and Projects teams, the Thematic Lead will be responsible for developing content, providing expertise, driving initiatives and supporting the TI Movement on political integrity issues.
The role requires a highly motivated policy analyst and advocate with expertise in anti-corruption, rule of law, and political integrity.
OVERVIEW OF KEY DIMENSIONS
Role Purpose: under the guidance of the Programme Lead, the Thematic Lead, Political Integrity (m/f/d) develops content, provides expertise, drives initiatives and supports the TI Movement on political integrity issues.
Team: Policy and Advocacy
Reporting Line: Head of Policy and Advocacy
Salary Band: According to TI‑S internal salary structure; this position is aligned with band PF3, with a salary range of EUR 55.650–75.000 gross per year. Final salary placement will be determined based on the number of years of relevant professional experience.
Starting Date: As soon as possible
Contract Duration: Currently we can offer an employment contract limited for a duration of 24months
Working Hours: full time [100%; 40 hours per week]
Location: Transparency International Secretariat (TI-S), Berlin – with regular international travel
MAIN ACCOUNTABILITIES OF THE ROLE
Based in the Policy & Advocacy Team and reporting to the Head of Policy & Advocacy, the Thematic Lead - Political Integrity will:
- Provide expertise and guidance on the approaches and tools for policy positioning and advocacy to Secure Integrity in Politics, including support to implementing partners, monitoring, evaluation, and learning as well as drawing on experience from the broader anti-corruption movement
- Engage with stakeholders from government, international and multilateral organisations, partner and peer organisations to advance TI policy and advocacy objectives
- Drive formulation of Transparency International policies and recommendations on political integrity, including as relevant in consultation with the TI chapters and other colleagues in the TI Secretariat and Movement;
- Support TI National Chapters and other TI stakeholders in their work to advocate for integrity in politics, through tailor-made policy positions, advocacy interventions, coalition building and support to civil society led monitoring of different aspects of political integrity
- Design, draft, edit original materials, and utilize these materials for the development of relevant outputs, including policy briefs, recommendations, handbooks, and position papers
- Facilitate sharing of best practices and lessons learned among TI stakeholders on political integrity, capturing these and translating them into actionable policy asks
- Along with the Programme Lead, be responsible for representing TI with external stakeholders in order to build and sustain strategic political support for TI-S’s aims and outputs
- Facilitate knowledge- and experience-sharing with external experts and civil society to encourage the broader adoption of TI standards and approaches
- Support the Programme Lead in generating ideas and developing concept notes/proposals to support the financial sustainability of TI`s work in Securing Integrity in Politics in alignment with organizational priorities and in designing, updating and monitoring programme plans
- Ensure strategic alignment of projects with contributions to Political Integrity and identify opportunities for increased efficiencies, collaboration and integration of deliverables
- Act as internal focal point around the thematic projects under responsibility; provide input, and advice to others. Stay abreast of trends, updating strategies accordingly
- Represent the organization at relevant fora; and design and guide the coordination of participation of partners and stakeholders. Build relationships and form alliances with external counterparts, communities of practice and stakeholders
- Contribute to the overall functioning of the team by providing proactive and ad hoc support where necessary
CANDIDATE PROFILE
In order to succeed in this role, candidates will need to meet the following criteria:
- University degree and/or similar professional qualification in a relevant field
- 7+ years of relevant work experience in policy and advocacy, in particular in the field of anti-corruption and political integrity, including on political finance, lobbying integrity and conflict of interest management, preferably in highly impactful initiatives
- Excellent analytical skills and ability to work on a variety of written outputs (i.e. policy briefs, recommendations, handbooks) in a clear, coherent, and structured way
- Previous experience of working with vast partnerships and stakeholders, including CSOs, international organizations, government officials and diplomats, particularly in the context of multilateral processes
- Excellent public speaking skills and ability to communicate effectively to different audiences
- Previous research and publications in the field of anti-corruption, including in the area of political integrity, a clear advantage
- Excellent analytical, writing, editorial and communication skills
- Experience, understanding or at minimum interest in the intersection of political integrity and the use of digital technologies, an advantage
- Ability to handle multiple tasks across a wide range of issues and to work effectively under pressure
- Strong interpersonal skills and ability to communicate effectively with a wide range of internal and external stakeholders
- High level of intercultural competence, diplomacy and political sensitivity
- Excellent verbal and written communication in English required
- Strong organisational skills and ability to effectively manage priorities in a fast-paced and dynamic environment
- Ability to work independently as well as part of a team
