1. SUMMARY
The Office of Financial Control (OFC) is the central custodian of member Nations’ funds at NATO, managing the core financial, procurement, and budgetary control systems for the NATO International Staff (IS) and its Civil Budget across the Brussels Headquarters and Satellite Offices. Directly responsible to the Secretary General and accountable to Nations, it operates under international accounting standards (IPSAS), delivering high-utility financial services, cash management, budgeting, and statutory reporting. Its extensive oversight spans complex financial operations, including NATO-wide pensions, insurance funds, reimbursable budgets, and bilateral extra-budgetary trust funds, directly enabling NATO divisions to achieve organisational objectives.
The incumbent leads and manages the Strategic Analysis and Reporting Unit. They lead the IS internal and external reporting platforms and data uploads, data conversion into information and advice, monitors and analyses financial developments across the scope of OFC responsibilities, advises the OFC leadership and IS Divisions / Offices on arising challenges, offers related forecasts and makes recommendations. In this context, the incumbent organizes systematic data and reports, platforms and strategies on the execution of budgets, pensions, procurement, extra-budgetary, and other relevant funds and activities.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
• have a university degree in economics, business administration, public administration, finance, management, information systems, data science, or related quantitative discipline;
• have at least 3 years of professional experience leading financial and data analysis and reporting operations, with a proven track record of managing technical analytical teams;
• have experience as a project manager leading the deployment, configuration, and integration of enterprise information systems dedicated to business intelligence, knowledge management, and data analytics;
• have expert proficiency in advanced financial analysis tools and software packages, including high-level data modeling, advanced functions, and automated reporting architectures within Microsoft Excel and the broader Office suite; and
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
The following would be considered an advantage:
• experience in public sector accounting, multi-year budgeting and strategic procurement, with deep operational understanding of commercial or government accounting standards and procedures (e.g. IPSAS, IFRS);
• experience implementing or leveraging advanced enterprise performance management tools (e.g. Oracle E-Business Suite) for predictive financial modelling and reporting; and
• recognized professional certification in financial management, accounting, auditing or project management (e.g. Prince2, PMI/PMP, Oracle Certified Professional).
3. MAIN ACCOUNTABILITIES
Information Management: Architect and manage optimized data pipelines and processes to ensure precise, reliable, and coherent financial data across OFC operations; exploit business intelligence (BI) and financial analysis tools to maximize efficiency, transparency, and reporting utility across the Organization. Drive the formulation of data analysis frameworks and advanced reporting strategies; establish IS-wide automated procedures for financial reporting, data harmonization, and predictive data analysis to support strategic decision-making.
Project Management: Lead project-based initiatives to support OFC Heads in generating automated budget execution metrics, annual Financial Statements and procurement dashboards. serve as the senior technical advisor to OFC and IS units on system-driven reporting platforms and analytical tool deployments.
People Management: Lead, mentor, and cultivate a highly proficient analytical team. Establish clear individual and organisational objectives centered on data literacy and tool adoption. Provide performance feedback focused on continuous technical and analytical growth.
Knowledge Management: Monitor technological advancements in financial systems and global analytics standards; maintain deep expertise in NATO Financial Regulations, IPSAS evolutions, and modern financial enterprise tools to ensure the OFC operates at the forefront of digital financial governance. Serve as the senior technical advisor to OFC and IS units on system-driven reporting platforms and analytical tool deployments.
Perform any other related duty as assigned.

Reporting Line: The incumbent reports to the Head of Budget, Procurement and Reporting Branch.
Interactions: The incumbent works closely with colleagues in OFC and other relevant staff from IS Divisions and Offices.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
