Organizational Context and Scope
Under the overall supervision of the Programme Coordinator (Global Health Assessment Programme) and direct supervision of the Senior Health Operations and Compliance Officer, the Programme Officer (Health Assessment Programme – (HAP)) will coordinate and support global HAP continuing professional development initiatives and continuous programme monitoring activities, including virtual Migration Health Assessment Centres (MHAC) monitoring visits, follow-up of corrective actions, and analysis of programme performance trends.
Responsibilities
1. Continuing Professional Development (CPD)
- Coordinate the planning, implementation, and evaluation of HAP continuing professional development programmes for Chief Migration Health Officers (CMHOs), Senior Migration Health Physicians, and other HAP personnel.
- Support the development of annual learning strategies, competency frameworks, training plans, and professional development pathways for HAP managers and key personnel.
- Coordinate webinars, workshops, leadership development initiatives, mentorship programmes, communities of practice, and other learning activities.
- Liaise with technical focal points, regional offices, and external subject matter experts to develop and update training materials, guidance documents, case studies, and learning resources.
- Monitor participation, learning outcomes, and effectiveness of CPD activities and prepare reports and recommendations for programme improvement.
- Support the development, periodic review, and dissemination of operational guidance, handbooks, standard operating procedures, and best-practice resources arising from CPD initiatives.
- Maintain learning records and contribute to tracking professional development requirements and completion rates across the global HAP network.
2. Continuous Programme Monitoring
- Support the design and implementation of a global continuous monitoring framework for Health Assessment Programmes.
- Monitor programme performance indicators, quality assurance findings, compliance metrics, operational risks, and corrective action plans across MHACs.
- Analyze data and programme trends and prepare dashboards, briefing notes, management reports, and recommendations for continuous improvement.
- Support the identification of operational, compliance, and quality risks and coordinate follow-up actions with country offices, regional offices, and technical focal points.
- Monitor implementation of recommendations arising from audits, monitoring visits, evaluations, and compliance reviews.
- Contribute to the development and refinement of monitoring tools, assessment checklists, performance indicators, and reporting systems.
- Coordinate regular programme review meetings and maintain tracking systems for findings, recommendations, and management actions.
3. Virtual MHAC Monitoring Visits
- Coordinate and participate in virtual monitoring visits to MHACs globally, in collaboration with regional coordinators and relevant technical units.
- Review pre-assessment documentation, self-assessment reports, monitoring tools, programme data, and supporting evidence prior to monitoring visits.
- Conduct virtual assessments of MHAC operations, workflows, service delivery processes, facility readiness, quality assurance systems, and compliance with HAP requirements.
- Facilitate virtual interviews, focus group discussions, and technical consultations with MHAC management and operational staff.
- Document findings, good practices, risks, gaps, and recommendations in monitoring reports.
- Support the development of corrective and preventive action plans and monitor implementation of agreed actions.
- Maintain a repository of monitoring findings and contribute to the identification of recurrent global trends requiring policy, operational, or training interventions.
4. Programme Support and Coordination
- Provide technical and administrative support for global HAP projects and strategic initiatives related to quality assurance, compliance, operational excellence, and capacity building.
- Draft reports, briefing notes, presentations, concept notes, and management updates for senior leadership.
- Coordinate collaboration between headquarters, regional offices, country offices, external partners, and technical focal points.
- Contribute to the preparation of workplans, budgets, donor reports, and project documentation related to HAP quality improvement initiatives.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Public Health, Health Administration, Health Management, Epidemiology, International Health, or a related fields from an accredited academic institution with five years of professional experience, and,
- Bachelor’s degree in Medicine with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Minimum five years of progressively responsible professional experience in migration health, public health, health programme management, clinical service delivery, or health systems management;
- Demonstrated experience managing IOM Health Assessment Programmes (HAP) or comparable international health screening programmes;
- Experience serving in a management or leadership role within an MHAC or equivalent health service delivery setting;
- Experience in quality assurance, compliance monitoring, programme performance management, clinical governance, or health facility assessments;
- Experience developing and delivering training, mentoring, capacity building, or professional development programmes;
- Experience conducting operational reviews, monitoring visits, audits, or quality improvement initiatives;
- Experience working with multicultural teams and international operations is an advantage.
Skills
- Demonstrated understanding of HAP policies, procedures, technical requirements, and operational workflows;
- Excellent analytical and problem-solving skills;
- Demonstrated report writing and presentation skills;
- Demonstrated ability to interpret operational and performance data;

Languages
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
