ITS Vice Presidency Context

 Information and Technology Solutions (ITS) enable the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Unit Context

WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bank's Financial & HR services, which include Human Resources, Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (handling donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. The ITSFI team is accountable for the implementation of the ITS Strategy supporting WBG core finance business processes.

As a unit within the Finance ITS, ITSFE provides IT applications to support VPUs engaged in Trust Fund management, donor fund oversight, project execution, and transfer of funds activities throughout the WBG. Key products and systems within the portfolio include the Trust Fund Portal, which serves as the primary platform for managing and reporting on trust fund operations, and the Shareholder Record keeping system, which supports the accurate tracking and management of donor contributions and shareholding arrangements.

Technical Competencies Required

ITSFE is seeking a skilled and experienced person to perform the role of ET Consultant in  our growing team. The ET Consultant will perform fully professional-level analyses and contribute substantially to the delivery of trust fund products and systems. The role involves engaging with business partners and end users supporting Trust Fund operations — including the Trust Fund Portal and Shareholder Recordkeeping initiatives — to understand and anticipate their needs and translate them into well-defined product requirements; contributing to the product vision and roadmap; managing the product backlog; overseeing stages of product creation including design and development; and using data and analytics to monitor and evaluate product progress.

The ET Consultant will write effective user stories, liaise with the product team and end users, participate in scrum meetings and product sprints, and apply feedback loops and analytics to inform data-driven decisions. The role works under limited supervision and is expected to provide informed technical and process advice to stakeholders.

The candidate will work closely with Trust Fund business stakeholders, strategists, designers, solution architects, senior product owners, and developers with an emphasis on strengthening client-centric service delivery for trust fund management and donor recordkeeping functions, within the context of best practices in enterprise architecture, modern sourcing techniques, modular design of solutions, and appropriate integration of IT services and platforms.

Duties and Accountabilities

• Engage with Trust Fund business stakeholders to understand and anticipate their needs and challenges, and translate them into viable product requirements and features for systems such as the Trust Fund Portal and Shareholder Recordkeeping platform.

• Define configuration specifications and business requirements to ensure alignment with product roadmap objectives for trust fund management systems.

• Gather and document user requirements through interviews, workshops, and surveys with stakeholders across trust fund operations, donor reporting, and shareholder recordkeeping functions.

• Prioritize the product backlog to align with business objectives and customer needs, contributing major components to product planning and delivery across the trust fund product portfolio.

• Develop and maintain comprehensive documentation, including business process flows, functional specifications, and user stories specific to trust fund and shareholder recordkeeping workflows.

• Collaborate with stakeholders to identify opportunities for product improvements and efficiency gains in trust fund management and donor contribution tracking processes.

• Support and participate in sprint planning and reviews to ensure timely and quality delivery of trust fund product features and enhancements.

• Deliver regular status updates to clients, identify and address risks, and reflect changes in requirements and priorities across the Trust Fund Portal and Shareholder Recordkeeping initiatives.

• Plan and execute product updates and future releases through a data-driven and agile approach, ensuring alignment with evolving trust fund business needs.

• Actively engage with the Design and Digital Acceleration teams to monitor and incorporate industry trends, user feedback, and emerging requirements into trust fund products and systems.

• Assess impact to end users — including trust fund managers, donor relationship teams, and recordkeeping staff — and support change management activities as needed.

• Develop and track product KPIs that are measurable, actionable, and aligned with trust fund business goals and users' objectives.

• Monitor client needs, industry trends, Bank priorities, KPIs, and user feedback to inform ongoing product direction for trust fund and shareholder record keeping systems.

Selection Criteria

Minimum Education / Experience

 • Master's degree with 5 years of experience or a Bachelors Degree with a minimum of 7 years of relevant experience, or equivalent combination of education and experience.

• Broad-based professional experience and thorough knowledge of product management, business analysis, or a related functional specialty, preferably within financial systems or fund management environments.

• Demonstrated ability to develop, analyze, and articulate product and project issues, and to diagnose problems and propose reliable solutions.

• Working knowledge of Trust Fund management processes, donor fund operations, or shareholder recordkeeping is strongly preferred.

• A minimum of 3 years of experience contributing to and operationalizing product strategies and managing key phases of the product lifecycle.

• A minimum of 2 years of hands-on experience with Agile methodologies (Scrum, Kanban) and proficiency with Agile planning and tracking tools such as Azure DevOps.

• Proven ability to collaborate with team members across boundaries and contribute productively to shared deliverables, demonstrating respect for diverse points of view.

• Strong interpersonal and teamwork skills with a demonstrated ability to cultivate effective and productive working relationships across organizational boundaries.

• Ability to define and track key performance indicators relevant to the product and business goals.

• Proficiency with data analytics tools to measure client satisfaction, team velocity, and product metrics.

• Excellent written and verbal communication skills, with the ability to produce concise, audience-appropriate reports and presentations.

• Strong collaboration and facilitation skills with demonstrated experience engaging stakeholders in multicultural environments.
