BackgroundThe WHO African Region is supporting the Government of the Democratic Republic of the Congo and neighboring countries in responding to the ongoing Ebola disease outbreak caused by Bundibugyo virus.The response has expanded considerably in scale, geographic scope and operational complexity. WHO is supporting surveillance and contact tracing, laboratory services, clinical management, infection prevention and control, risk communication and community engagement, safe and dignified burials, operational support and logistics, humanitarian health operations, research and medical countermeasures, cross-border preparedness and continuity of essential health services.The expansion of operations has been accompanied by increased donor support and a growing portfolio of grants managed by the Emergency Response Programme Area. Several awards have short implementation periods, specific results frameworks and demanding financial and technical reporting requirements. At the same time, the Emergency Response unit is coordinating regional operational support to the response and supporting country offices, the regional Incident Management structure and the Continental Incident Management Support Team.Additional capacity is therefore required to strengthen systematic monitoring of grant implementation, results tracking, donor reporting, documentation of achievements and challenges, and timely identification of implementation and reporting risks.2. Purpose of the assignmentThe UN Volunteer will support the Emergency Response Programme to establish and maintain a robust monitoring, evaluation and reporting function for WHO's Ebola response portfolio.The assignment will ensure that donor-funded activities are systematically tracked against approved proposals, workplans, budgets, indicators and timelines; that programme and operational results are documented; and that technical and donor reports are submitted on time and meet required quality standards.The position will also strengthen the use of performance information to support operational decision-making, accountability, adaptive management and resource mobilization.3. Reporting and working arrangementsThe UN Volunteer will work under the direct supervision of the Emergency Management Support (EMS) Unit leadand the guidance of the Programme Area Manager, Emergency Response.The incumbent will work closely with other EMR Unit leads, Regional Incident Management support Team pillar leads, Resource Mobilization and Partnerships,Emergency Communications, and relevant counterparts.The incumbent will maintain close working relationships with technical leads responsible for implementation of activities funded through Ebola response grants.4. Key duties and responsibilitiesThe UN Volunteer will:- Establish and maintain a consolidated Ebola grants monitoring system, capturing awards, donor requirements, implementation periods, budgets, deliverables, indicators, reporting deadlines, expenditure status and key implementation risks.- Develop and maintain a grant reporting calendar and early-warning mechanism for upcoming technical and financial reporting deadlines, award end dates and critical implementation milestones.- Support Collation of donor proposals, agreements, results frameworks and budgets and translate these into practical monitoring tools for use by EMR technical teams and implementing WHO offices.- Support development and refinement of results frameworks, indicators, baselines, targets and means of verification for Ebola response grants.- In Collaboration with the SHOC Officer,Monitor progress against agreed outputs, outcomes, milestones and implementation timelines and identify areas requiring management attention or corrective action.- In Collaboration with the SHOC Officer,Produce regular performance dashboards and management summaries highlighting implementation status, achievements, bottlenecks, under-performing activities, funding utilization and upcoming deadlines.- Coordinate inputs from technical pillars, country offices and operational teams for donor reports and ensure that reported results are consistent with approved plans, indicators and available evidence.- Track progress, budgets, and workplans, providing regular reports and updates to maintain transparency and accountability.- Identify potential risks to the partnership and assist in developing mitigation strategies.- Draft, consolidate and quality-assure monthly, quarterly, interim and final technical reports for Ebola response grants review and clearance by the Unit leads and the PAM EMR.- Assist in developing critical proposals to secure resources.- Ensure that donor reports clearly demonstrate the relationship between resources provided, activities implemented, output delivered and public health results achieved.- Under guidance of the PAO support reconciliation between programmatic implementation and financial performance, including identification of low implementation rates, unspent balances and awards approaching closure.- Support technical teams to document changes in operational priorities and ensure that these are appropriately reflected in workplans, grant implementation and, where required, donor communication.- Facilitate regular grant-performance reviews with EMR management, technical leads and relevant WCOs.- Support reporting activities for the EMR Programme and assist in organizing events- Support the MEAL Officer inmonitoring of major operational components of the Ebola response, including surveillance, laboratory services, clinical care, IPC, RCCE, safe and dignified burials, logistics, workforce deployment, humanitarian health operations and cross-border preparedness.- Support monitoring of the implementation of the national, regional and continental Ebola response plans and link donor-funded interventions to agreed response priorities.- Consolidate evidence on results, operational achievements, challenges and corrective actions to support senior management briefings, donor engagements and resource mobilization.- Strengthen documentation of programme performance, including geographic coverage, beneficiaries reached, operational outputs and contribution to response outcomes.- Support the preparation of background documents, concept notes, donor briefings, talking points and presentations on the performance of the Ebola response portfolio.- Ensure that age, sex, gender, disability and other relevant equity dimensions are incorporated into monitoring and reporting where appropriate and where data are available.- Perform other related duties required by the supervisor as the Ebola response and grant portfolio evolve.5. Required qualificationsEducationEssential: First University degree in business administration, information management, public health, epidemiology, economics, international development or life sciences from a recognized university.Desirable: Certified training in project or programme management or at least 3 years of strategy and managementconsulting experience.ExperienceEssential:- At least seven (7) years of progressively responsible experience in fund management, grant management, financial administration, budgeting, or resource management.- Demonstrated experience in monitoring financial performance and managing funding mechanisms.- Experience working with international organizations, United Nations agencies, development partners, or multilateral institutions.Desirable:- Experience in emergency preparedness, response, or public health programmes.RECRUITMENT PROFILECompetenciesWHO Competency model: http://www.who.int/employment/WHO\_competencies\_EN.pdf?ua=11.
