Context
The Education Sector in Syria, led by the Ministry of Education and co-led by UNICEF, coordinates over 160 organizations to expand access to safe, inclusive, and quality education, while providing strategic guidance, harmonizing efforts, and ensuring alignment with national priorities.
In 2025, the Education Sector and its members provided access to formal and non-formal learning for more than 2.1 million children across Syria, with 160 partners actively reporting their activities across all governorates. Specifically, partners supported formal and non-formal education, PSS for students and teachers, school rehabilitation, teacher training, Cash Assistance, Mine Risk Education, and capacity building for education personnel on emergency preparedness and disaster risk reduction.
Following the transition from the Whole of Syria architecture to one national system, coordination functions are now fully integrated under the national Education Sector mechanism, ensuring unified planning, monitoring and reporting. In parallel, education administrative structures across the country have been integrated under the Ministry of Education’s leadership, requiring stronger linkages between sub-national implementation, information management and national-level planning.
At the inter-sectoral level, recommendations emerging from the Humanitarian Reset include a simplification of area-based coordination structures. Under the revised arrangement, Deir-ez-Zor, Al-Hasakeh and Ar-Raqqa will be covered through one area coordination hub. For the Education Sector, this creates a need for stronger and more consistent information management across the three governorates, including partner mapping, activity monitoring, analysis and information exchange tosupport effective area-level coordination and ensure that sub-national evidence feeds into national sector planning and decision-making.
The Information Management Officer (UNV) will be based in the Qamishli Field Office and will support Education Sector coordination across Al-Hasakeh, Ar-Raqqa and Deir-ez-Zor, including support to both the Qamishli and Deir-ez-Zor Field Offices and to the respective NGO co-coordinating partners supporting area-level education coordination. Under the supervision of the Education Specialist (NOC), with technical guidance from the National Education Sector Coordinator (P4), the position will strengthen the collection, management, analysis and visualization of education data; support partner reporting, monitoring and information exchange; and help ensure coherent information management across the consolidated area coordination structure.
The position will also contribute to national-level Education Sector information management functions. This will include active participation in the national Data and Assessments Technical Working Group and, on a needs basis, support to the national Information Management function, including data consolidation, analysis, visualization, assessments and other information products required to inform sector planning, monitoring and decision-making.
