The IDB Group is a community of diverse, versatile, and passionate people who come together on a journey to improve lives in Latin America and the Caribbean. Our people find purpose and do what they love in an inclusive, collaborative, agile, and rewarding environment.

About this position

We are looking for to hire a consultant with experience in public policy analysis, tourism development, and international comparative studies to support the Inter-American Development Bank’s efforts to strengthen tourism competitiveness and identify opportunities to promote the sustainable development of Uruguay’s tourism sector.

The objective of the consultancy is to identify, analyze, and systematize best practices developed in Spain and Portugal that can help strengthen the tourism sector, generating recommendations for their potential adaptation and implementation in Uruguay. The consultancy will analyze international experiences across three strategic areas: Tourism Supply, Tourism Promotion, and the Regulatory and Institutional Framework. The study must also assess the feasibility of adapting these experiences to Uruguay’s institutional, regulatory, and productive context.

You will work with the Trade and Investment Division (TIN), part of the Productivity, Trade and Innovation Sector (PTI). This team supports countries in Latin America and the Caribbean in moving towards a more productive, open and connected region, through trade facilitation, export promotion, investment attraction, support for the negotiation and implementation of trade agreements, and technical support for regional integration initiatives.

What you’ll do

  • Activity 1. Work Plan and Methodological Framework

Prepare a detailed work plan defining the conceptual framework, comparative methodology, timeline, information sources, desk review and interview strategy, criteria for selecting best practices, and structure of deliverables. The analysis will cover tourism supply, promotion, the regulatory and institutional framework, applicability to Uruguay, qualitative research, and relevant statistics.

  • Activity 2. Analysis of Best Practices in Tourism Supply

Analyze experiences in Spain and Portugal related to tourism product diversification, territorial development, innovation, digitalization, sustainability, investment incentives, employment, and quality standards. Particular attention will be given to wine and gastronomic tourism, thematic routes, and product clubs. For each practice, assess results, success factors, implementation requirements, and potential adaptation to Uruguay.

  • Activity 3. Analysis of Best Practices in Tourism Promotion

Assess country-brand positioning, international promotion, market segmentation, digital marketing, tourism intelligence, data and analytics, public-private coordination, financing mechanisms, and institutional models for the promotion and commercialization of tourism products. Identify opportunities for adaptation to Uruguay.

  • Activity 4. Analysis of the Tourism Sector’s Regulatory and Institutional Framework

Review tourism governance, coordination across levels of government, destination-management models, investment and tax incentives, financial instruments, quality systems, sustainability standards, and certifications. Assess their results, institutional requirements, and applicability to Uruguay.

  • Activity 5. Preparation of Policy Recommendations

Develop recommendations to strengthen wine and gastronomic tourism products, improve their promotion, modernize the regulatory and investment-incentive framework, strengthen tourism institutions, and identify priority actions for Uruguay.

What you'll need

•    Education: Bachelor's degree and preferably postgraduate studies in Tourism, Economics, International Relations, Public Policy, Territorial Development, or other fields relevant to the responsibilities of the role.

•    Experience: At least 7 years of professional experience. Demonstrated experience in tourism policy and territorial development and marketing. Experience in international comparative studies.
