About us
The Directorate-General for Climate Action (DG CLIMA) leads the European Commission's efforts to fight climate change at EU and international level. Its key mission is to formulate and implement EU climate policies and strategies, so that the EU can turn into the first climate-neutral and climate resilient continent by 2050.
Unit C1 implements the EU's policies to protect the ozone layer and the climate against the adverse effects of ozone depleting substances (ODS) and fluorinated greenhouse gases (F-gases). Next to that, the unit is also in charge of following climate-related aspects of energy, circular economy and industrial policies.
In July 2025, the European Commission proposed the creation of a European Competitiveness Fund (ECF) as part of the EU's next long-term budget, with an overall budget of €409 billion, including resources foreseen under Horizon Europe. The ECF is built around four windows servicing strategic policy priorities, which includes a Clean Transition and Industrial Decarbonisation Window. DG CLIMA has been tasked with leading on and coordinating the window's programming work within the Commission. Within DG CLIMA, unit C1 is currently in the lead on this work, relying on a team of officials drawn from across the whole DG, while dedicated resources are being hired.
About the role
Unit C1 of DG is hiring a policy officer focused on developing the programming under the European Competitiveness Fund of the Clean Transition and Industrial Decarbonisation Window.
We are offering a job to an experienced individual who would like to be part of an emerging team of dedicated officials charged with the exciting task of setting up the processes around the implementation of a new Fund under the 2028-34 EU Budget.
The jobholder will support the Chair of the Clean Transition and Industrial Decarbonisation Window in all tasks related to the organisation and coordination of the Window’s work during the ECF preparatory phases, including coordination with other DGs, participation in interservice processes, stakeholder engagement, Member states consultation, drafting of the work programme and further implementation. The work will notably also include the assessment of the programming proposals from other relevant services.
Knowledge in funding rules for the EU budget, project development or private finance notably in areas such as energy, industry, transport or clean tech sectors, and/or the economics and science of such areas would be an advantage.
Qualifications, experience and skills
We are looking for a highly motivated colleague committed to work in the high-profile area of supporting the competitiveness, clean transition and resilience of the EU economy.
The ideal candidate should have:
- • a university degree, preferably in a STEM discipline, economics (in particular, environmental, energy or transport economics or finance) or law;
- • at least 5 years of professional experience in a related field;
- • experience in project development and implementation, or in preparing and submitting funding proposals to the European Commission;
- • the ability and willingness to acquire knowledge of the Commission's internal procedures, notably in the budgetary area, as well as of Commission priorities and policies relevant to the ECF Window for Clean Transition and Industrial Decarbonisation;
- • strong analytical, organisational and diplomatic skills;
- • the ability to work collaboratively with other services including in areas where perspectives and priorities may not align fully;
- • confidence in handling intervention proposals in the relevant policy areas;
- • strong communication and drafting skills; a very good command of English and knowledge of other languages;
• a strong motivation to work on climate policies;
a service-oriented approach, sound judgement, and a strong sense of good administrative practice;
the ability to work well both as part of a team and autonomously;
resilience under tight deadlines and the ability to cope with the challenges of working during the initial phase of a new funding instrument.
