About us
The Directorate-General for Climate Action (DG CLIMA) leads the European Commission's efforts to fight climate change at EU and international level. Its key mission is to formulate and implement EU climate policies and strategies, so that the EU can turn into the first climate-neutral and climate resilient continent by 2050.
Unit C1 implements the EU's policies to protect the ozone layer and the climate against the adverse effects of ozone depleting substances (ODS) and fluorinated greenhouse gases (F-gases). Next to that, the unit is also in charge of following climate related aspects of energy, circular economy and industrial policies. In this context we are the lead unit in DG CLIMA to contribute to a number of initiatives related the implementation of the Clean Industrial Deal, notably in areas of lead market creation, increased circularity and access to affordable energy.
In July 2025, the European Commission proposed the creation of a European Competitiveness Fund (ECF) as part of the EU's next long-term budget, with an overall budget of €409 billion, including resources foreseen under Horizon Europe. The ECF is built around four windows servicing strategic policy priorities, which includes a Clean Transition and Industrial Decarbonisation Window. DG CLIMA has been tasked with leading on and coordinating the window's programming work within the Commission. Within DG CLIMA, unit C1 is currently in the lead on this work, relying on a team of officials drawn from across the whole DG, while dedicated resources are being hired.
About the role
Unit C1 of DG CLIMA is hiring a policy officer focused on the wider policy framework that supports industrial decarbonisation.
The policy officer would need to assess and advise on issues of importance for industrial decarbonisation.
The policy officer will have to work with colleagues in DG CLIMA and across the Commission on policies focussed on the decarbonisation of industry. This includes actions on developing lead markets such as the development of carbon footprint labels, government procurement or product requirements.
The policy officer will be part of the team that contributes to a number of key policy files from other DGs of importance for industrial decarbonisation, such as for instance energy market regulations, waste and circularity policies. Furthermore, the policy officer will be involved where relevant in the development of the work programme under the European Competitiveness Fund.
Knowledge of the policy environment and challenges related to industrial decarbonisation and the overall energy transition, would be an advantage as well as well as knowledge in the funding rules for the EU budget, project development or private finance notably in areas such as energy, industry, transport or clean tech sectors.
We work as a team on these issues, with the aim to improve coherence across policies with regard to industrial decarbonisation. Being able to apply an analytic mindset to develop appropriate policy framework to allow our industries to be competitive while decarbonising is of importance, as well as being able to collaborate with a diverse set of actors across policy DGs, authorities and industrial stakeholders.
Qualifications, experience and skills
We are looking for a highly motivated colleague with a commitment to work in the high-profile area of supporting the competitiveness, clean transition and resilience of the EU economy.
The ideal profile for the job is:
- having a university degree in engineering, environmental science, economics or similar;
- having experience in a policy field or job environment of direct relevance to industrial decarbonisation;
- willing to learn about technical issues;
- having strong analytical and organisational skills;
- having and eye for details and numbers;
being able to work in excel;
having good communication and drafting abilities in many languages, especially in English;
being service oriented and having a good code of conduct;
being a very good team player as well as being prepared to work autonomously.
