Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, with 191 member National Red Cross and Red Crescent Societies. IFRC uses the Triple R – response, resilience and respect – to deliver on Strategy 2030. IFRC responds to disasters and crises, ensuring timely, coordinated and locally led humanitarian action. IFRC supports its members in building community resilience in the areas of climate and environment, health and wellbeing, and migration and displacement. IFRC promotes respect for our fundamental principles of humanity, impartiality, neutrality, independence, voluntary service, unity, and universality, including in our work on values, power and inclusion. The IFRC focuses throughout on our core mandate – our raison d’être – of strategic and operational coordination, humanitarian diplomacy, National Society development, and accountability.
IFRC is led by its Secretary General and has its Headquarters in Geneva and five regional offices in Africa (Nairobi); the Americas (Panama); Asia Pacific (Kuala Lumpur); Europe (Budapest); and MENA (Beirut) as well as representation offices, service centres and delegations across the globe.
The IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
In September 2023, the Zurich Climate Resilience Alliance (ZCRA) was signed. Funded by the Zurich Foundation, this initial 4-year program (anticipated for 12-years), in partnership with Concern Worldwide, Practical Action, Mercy Corps, Plan International, IIASA, ISET, and London School of Economics will enable 15 countries across 19 programs to lead climate resilience efforts at local, sub-national, and national levels. Specific lines of action include: integrating and extending the national disaster risk management system; enhancing EWS for floods and heatwaves; harmonizing climate resilience actions across the humanitarian sector; and strengthening local voices in CCA planning.
The Urban Climate Resilience Program (UCRP) is a global initiative launched in early 2023 to support urban communities better prepare for and adapt to the increasing impacts of climate change, such as floods, heatwaves and wildfires. It works through multi-sector partnerships – including local Zurich Insurance teams, city networks, NGOs and governments to engage vulnerable communities in assessing their climate risks, co-developing tailored resilience solutions, and scaling successful approaches. The program currently operates in multiple cities across nine countries, applying a structured, community-led process to strengthen adaptive capacity, promote sustainable resilience and influence broader systems for long-term climate preparedness.
Job Purpose
The primary purpose of this role is to strengthen the quality, accountability, performance, and impact of the Zurich Climate Resilience Alliance (ZCRA) country programs in Philippines, Fiji, and Mexico, and the Urban Climate Resilience Program (UCRP) in Australia, Mexico, Canada, and Portugal, with a particular focus on monitoring, evaluation, reporting, and learning (MERL).
The position will provide technical support to National Society (NS) country teams to strengthen monitoring systems, ensure compliance with alliance and donor reporting standards, and facilitate the generation and use of evidence to inform program learning, advocacy, and strategic decision-making. The role will also contribute to strengthening resilience measurement approaches and promoting cross-country learning on urban climate resilience, extreme heat, and disaster risk reduction.
The role will also support applied research and evidence generation on extreme heat and wildfires, working with NS, technical partners, and communities to identify, test, and document practical resilience solutions. Emphasis will be placed on understanding how locally led interventions, community insights, and operational learning can inform broader policy, systems, and practice change at municipal, national, and global levels. This includes contributing to the development of evidence on effective adaptation approaches, scaling pathways, and the links between community resilience and urban systems.
The role combines remote support with planned in-country presence, including the possibility of an extended in-country assignment with a NS in one of the program countries.
