JOB PURPOSE
The position will work under the direct supervision of the Head of the Partnerships & Reporting Unit and in close collaboration with Programme colleagues, the Country Director’s front office and other relevant functional units across the WFP Haiti team. The incumbent will serve as the Country Office focal point for partnerships with international financial institutions (IFIs), supporting coherent engagement with IFIs and the national government entities through which these partnerships are designed and implemented.
The purpose of the position is to strengthen WFP’s effective positioning and delivery within IFI-financed partnerships, in support of national priorities, the achievement of the SDGs and Zero Hunger. Working alongside Programme colleagues who lead the technical engagement with ministries and other government counterparts, the incumbent will provide dedicated partnership management support throughout the partnership cycle, with particular attention to contracting, contribution management, reporting, compliance and partner communication.
The incumbent will translate IFI and corporate requirements into clear guidance for internal stakeholders, coordinate the timely preparation and review of contractual and reporting deliverables, and maintain an overview of commitments, deadlines, risks, decisions and follow-up actions. They will also help sustain strong relationships among WFP, IFIs and relevant government entities by ensuring consistent communication, institutional coordination and accurate partnership records.
To date, WFP Haiti’s partnerships with IFIs span social protection, including shock responsive safety nets, resilience, including conditional cash transfers for increased resilience against climate shocks, home grown school feeding and related smallholder farmer support, as well as infrastructure development. As required, the incumbent will expand and broaden such partnerships while supporting additional partnership files as required.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Support the design and continuous update of the Country Office partnerships strategy and lead implementation of the work plan for IFI partnerships, identifying opportunities aligned with national priorities and WFP strategic objectives and strengthening WFP’s positioning with IFIs and relevant government entities.
- Proactively support the management of the IFI partnerships portfolio, including partner and government stakeholder mapping, pipeline and portfolio analysis, engagement planning, and tracking of opportunities, agreements, commitments, conditions and deliverables. Ensure that IFI and government requirements are clearly communicated to relevant units and support the timely fulfilment of agreed obligations.
- Facilitate strategic dialogue with IFIs, relevant government counterparts and broader partners through the preparation of quality briefing materials, talking points and other partner communications, ensuring alignment between WFP’s technical, operational and partnership engagement. Proactively highlight strategic opportunities, bottlenecks and relationship issues to management and propose options for follow-up and to nurture collaboration (including coordination of field visits and other engagements together with relevant functional units).
- Gather, maintain and share intelligence on IFI and partner strategies, financing priorities, government programmes and the partnership pipeline, using key corporate information systems (e.g. WINGS, Salesforce, WFPGo). Assess and analyze portfolio information to inform engagement, forecasting, decision-making and partnership strategy.
- Work closely with Programme colleagues, who lead technical engagement with ministries and other government entities, to develop partnership strategies and manage IFI and relevant partnerships. Provide clear guidance and execution support on partnership modalities, contracting, contribution management, compliance, reporting and visibility requirements, in line with corporate norms, partner frameworks and legal agreements.
- Use socio-political, institutional and financing insights to support effective WFP positioning and facilitate growth of the IFI portfolio, including opportunities to expand existing partnerships and develop new engagements with IFIs, government and relevant counterparts. Present recommendations to management and ensure systematic follow-up.
- In coordination with Programme and other functional units, lead or coordinate the preparation, review and quality assurance of concept notes, proposals, agreements, amendments, reports and other materials required to formalize and manage IFI-financed partnerships. Support liaison with IFIs, government entities, WFP regional bureaux and headquarters, as appropriate, to clarify requirements and resolve contracting, reporting or implementation issues.
- Maintain a consolidated system for tracking contractual commitments, reporting schedules, visibility requirements, actions, decisions, risks and relationship milestones across the IFI portfolio; regularly follow up with responsible units and provide management with timely portfolio updates and early warning of potential delays or compliance issues.
