1. EUSPA AND THE HIRING DEPARTMENT

The European Union Agency for the Space Programme (EUSPA) provides safe, secure, and innovative satellite navigation and communication services for Europe. We advance the commercialisation of Galileo, the European Geostationary Navigation Overlay Service (EGNOS), and Copernicus data and services, while engaging in secure SATCOM (GOVSATCOM & IRIS²), and operating the Space Surveillance and Tracking (SST) Front-Desk. Our work strengthens European autonomy in space technologies, fosters innovation, and supports critical sectors such as transport, agriculture, and economic development across the EU. For more information on the EUSPA and the EU Space Programme, click here.

At EUSPA, we aim for our workforce to be representative of European society and strongly welcome applications from all qualified candidates. We actively seek to create a workplace where each staff member feels valued and respected, can give their best and can develop to their full potential. We believe that diversity drives excellence, and we are committed to creating an inclusive environment where everyone can thrive and contribute to our shared mission.

To promote diversity and establish a geographically balanced pool of candidates, we strongly encourage applicants from Member States which are lesser represented in the Agency workforce to apply. These Member States are currently Austria, Bulgaria, Croatia, Cyprus, Denmark, Estonia, Finland, Germany, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Slovenia and Sweden. Recruitment will however remain strictly based on the merits of all applicants and no advantage will be given and no positions will be reserved for nationals of any specific Member State.

The Operations Department works with other Agency departments to keep the EU Space Programme’s civil and governmental navigation and timing services running safely and securely. It manages day-to-day operations, service contracts and system upgrades, as well as satellite operations and infrastructure maintenance. This work also includes preparing security accreditation files and ensuring compliance with the Agency’s security framework.

The position requires permanent relocation to the Agency’s Galileo Security Monitoring Centre in Saint-Germain-en-Laye (France). Missions to the other Agency sites (headquarters in Prague, European GNSS Service Centre in Spain, Galileo Reference Centre in the Netherlands, GSMC in Spain, EGNOS office in Toulouse), Galileo Control Centres (in Oberpfaffenhofen and Fucino), contractor premises (in Munich and Toulouse) and occasional travels to the EC in Brussels (Belgium) are foreseen for this post.

2. TASKS AND RESPONSIBILITIES

We are looking for an Operations Security Manager who will contribute to the fulfilment of the Agency’s duties in providing PNT services by overseeing the security of operations for all service provision activities and managing security-specific activities.

The role includes managing security aspects of current and future contracts and internal arrangements for PNT service provision and establishing and monitoring the associated contractual and management mechanisms. The role addresses operational activities performed in the Galileo and EGNOS infrastructure sites (such as the Galileo Control Centres, the GNSS Service Centres, the remote stations sites, the EGNOS Mission Control Centres).

The Operations Security Manager oversees dedicated resources, currently provided mainly through external support, and coordinates with internal stakeholders, particularly GSMC Operations, the Security Authority on the Agency’s overall security approach, and the Engineering Department on PNT cybersecurity engineering and the definition of the requirements baseline. The role also involves coordination with external stakeholders, including the European Space Agency.

The position covers operational security activities for the Galileo and/or EGNOS systems in operation.

The jobholder will have the following main tasks and responsibilities:

  • Participate in the day-by-day coordination of PNT Service Provision management team, in particular responsible for the security activities;

  • Ensure tight coordination between the security management tasks of the Service Providers and the real-time security (incl. cyber) monitoring activities of the GSMC;
  • Contribute to the maintenance and achievement of the operations security accreditation activities and milestones, by managing the accreditation preparation activities performed within the service provision contracts managed by the Operations Department;
  • Participate (and chair as needed) to project infrastructure and operational boards, reviews and meetings, in particular for what concerns the topics related to the security of the service provision;
  • As required, support programme security boards (e.g. Security Accreditation Board, Security Working Groups) in order to present the service provision topics;

  • Manage resources assigned to support their area of responsibility;
