INTRODUCTION TO GGGI
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.
GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay (GoP) to advance green growth policies and investments, driving progress across various sectors, promoting initiatives in climate finance, sustainable and resilient forestry and agriculture, and climate adaptation and mitigation. The Ministry of Economy and Finance (MEF) has been a key partner to enable the country access to international climate finance and holds a strategic position in the development of key national planning instruments.
PROJECT BACKGROUND
The Global Green Growth Institute (GGGI), with funding from the Climate Technology Accelerator Fund (CTAF), will implement the project “AI-Powered Satellite Platform for Climate Risk and Alternative Renewable Energy Potential Mapping in Paraguay.”
The project aims to strengthen climate resilience and improve information on the potential of alternative renewable energy sources (solar and wind) through the development and demonstration of an AI-powered geospatial platform that integrates satellite-derived renewable energy resource mapping, climate risk analysis, and decision-support tools.
Paraguay's energy sector relies heavily on hydropower, increasing the vulnerability of its energy supply to climate change-induced droughts and hydrological variability. At the same time, the country has significant untapped potential for alternative renewable energy sources, particularly solar and wind energy. This potential is especially relevant in the country's Western Region, known as the Paraguayan Chaco, which, due to its geographical location, is considered a suitable area for the development of alternative renewable energy projects. One of the main barriers to implementing power generation projects using these sources is the lack of high-resolution geospatial information to support evidence-based planning and investment decision-making.
The project will address this gap by generating datasets on solar and wind energy potential and climate-energy suitability, as well as demonstrating an interoperable geospatial platform to support government institutions, academia, and other relevant stakeholders in diversifying the national energy mix. The Department of Boquerón will serve as the pilot area for validating and demonstrating the tools developed.
Additionally, the project will develop geospatial information layers related to climate risks, including droughts, floods, and climate-energy suitability assessments. These products will be developed at the national scale.
The project also includes activities aimed at strengthening the enabling environment for the development of alternative renewable energy sources (solar and wind) and the deployment of climate technologies in Paraguay. These activities include identifying regulatory gaps and institutional barriers affecting the implementation of Law No. 7,599/2025, “On the Modernization of the Regulatory Framework Governing and Promoting Electricity Generation from Non-Conventional, Non-Hydropower Renewable Energy Sources” (ERNC Law).
OBJECTIVES OF THE ASSIGNMENT
Provide technical assistance to the Vice Ministry of Mines and Energy (VMME) in developing a proposed legal or regulatory instrument that contributes to establishing the enabling conditions for solar and wind energy projects in Paraguay, based on the identification of legal, regulatory, and institutional gaps.
The main tasks include:
-
Conduct a comprehensive review of the legal, regulatory, and institutional framework applicable to non-conventional renewable energy in Paraguay.
-
Analyze existing regulations, public policies, administrative procedures, and institutional mandates affecting the development of alternative renewable energy sources (solar and wind).
-
Identify regulatory barriers, institutional gaps, and priority legal instruments needed to advance the implementation of alternative renewable energy policies (solar and wind), particularly Law No. 7,599/2025 (ERNC Law).
-
Develop a preliminary proposal for a legal, regulatory, or administrative instrument to address the priority gap identified by the VMME in the field of non-conventional renewable energy.
-
Conduct technical consultations with the VMME, other public institutions, and relevant stakeholders.
-
Develop proposed regulatory measures to strengthen the enabling environment for investment in and deployment of alternative renewable energy sources (solar and wind).
SCOPE OF WORK
The Legal and Regulatory Specialist for Renewable Energy will be part of the project implementation team and will work under the direct supervision of the CTAF Project Manager at GGGI Paraguay, in close coordination with the VMME.
