Project background

The Global Green Growth Institute (GGGI) is a treaty-based international, intergovernmental organization supporting strong, inclusive and sustainable economic growth in developing countries and emerging economies. In Uganda, GGGI implements the Support Program to Enhance Access and Retention of Climate Finance (SPEAR-CF), funded by the European Union, and the Leveraging Investments and Finance for Green Transition (LIFT) programme, supported by Sida. These programmes strengthen public institutions’ ability to mobilize, manage and retain climate finance and to advance a just, inclusive and climate-resilient green transition.

The Ministry of Water and Environment (MWE) is Uganda’s National Implementing Entity to the Adaptation Fund. Its latest accreditation period commenced on 14 March 2019 and expired on 13 March 2024, and MWE is currently in the re-accreditation process. Successful re-accreditation is required to preserve Uganda’s direct access to Adaptation Fund resources and must be completed within the applicable timeframe. The review will assess continued compliance with the Fund’s fiduciary standards, Environmental and Social Policy, Gender Policy, quality-at-entry and implementation requirements, and anti-money-laundering and countering the financing of terrorism requirements. As MWE is also accredited to the Green Climate Fund, eligibility for the Adaptation Fund’s fast-track re-accreditation pathway will be confirmed during inception. GGGI therefore seeks an individual consultant to provide embedded technical advisory, documentation, compliance, capacity-building and close-out support to MWE throughout the process.

Objectives of the assignment

The objective of the assignment is to provide technical advisory and readiness support to MWE to secure re-accreditation as Uganda’s National Implementing Entity to the Adaptation Fund, while strengthening the institutional systems, capabilities and governance arrangements needed to sustain long-term direct access to climate finance.

  • Review MWE’s re-accreditation application, prior accreditation records, institutional policies and Adaptation Fund feedback; confirm the applicable pathway; and prepare an inception report, gap assessment and action matrix.
  • Support MWE in responding to all Secretariat and Accreditation Panel comments and in updating policies, procedures and evidence required for fiduciary, environmental and social, gender, and governance.
  • Organize, validate and present a structured, indexed compliance evidence package, including relevant project implementation, financial management, procurement, monitoring and evaluation, safeguards, gender, risk management and governance records.
  • Design and deliver targeted training, practical guidance and institutional readiness recommendations to embed compliance and strengthen MWE’s ability to access and manage future climate finance.
  • Provide support through the final re-accreditation stages, facilitate knowledge transfer, advise on readiness and project preparation opportunities, and prepare a close-out report covering achievements, outstanding actions, lessons and recommendations.
Deliverables and Payment schedule

All deliverables are subject to review and written acceptance by GGGI. The consultant will work under the overall supervision of GGGI and in close coordination with MWE, Uganda’s Adaptation Fund Designated Authority and other relevant stakeholders. The indicative schedule may be refined at inception to reflect the confirmed re-accreditation pathway and the Adaptation Fund review calendar.
