About us (“We are”)
Are you... a motivated self-starter looking for a new challenge as member of a great team? interested in “the plumbing of the financial system? Then the unit in charge of Financial Markets Infrastructure in DG FISMA might be the place for you!
We are looking for a committed and dynamic new member of our friendly and dynamic team of +/- 15 members, who is ready to take on a varied set of interesting and topical tasks related to policy development. Our ambition is to deliver high quality output and provide advice to policy makers in a timely manner.
Financial market infrastructures are an integral part of the EU’s efforts to build a Savings and Investment Union (SIU). As part of the Market Infrastructure and Supervision Package, the unit is currently updating the regulatory framework for settlement and central securities depositories (the Central Securities Depositories Regulation), for derivatives and central counterparties (European Market Infrastructure Regulation) and for settlement finality (Settlement Finality Regulation). The proposals aim to integrate and facilitate more efficient clearing and settlement markets in the EU as well as modernise the legislative framework in light of new technologies. The Unit also contributes to other proposals under the wider SIU umbrella. Further challenges being worked on in the Unit include the implementation of the move to faster (‘T+1’) settlement, as well as ongoing regulatory and international discussions on post-trade topics.
About the role (“We propose”)
The colleague we are looking for would ideally have a background in law, including, if possible, civil, company or private law. The post offers very varied tasks and scope to work both autonomously and as part of a team, within the Unit as well as across the DG and with other DGs/EU agencies. You would have responsibilities relating to the analysis of developments in post-trading market infrastructures and derivatives markets, as well as the development of an appropriate legislative, regulatory, self-regulatory and supervisory framework in the area of post-trading.
The post would involve a wide range of policy-making tasks such as:
- providing legal analysis to support policy advice, including on priority areas for the Commission (e.g. SIU);
- contributing to the preparation and negotiation of relevant legislative, regulatory and self-regulatory measures in the area of post-trading market infrastructures;
- dealing with international issues in the area of securities and post-trading market infrastructures;
- providing input to ex-ante evaluation, impact assessments and ex-post evaluation of EU actions;
- informing and explaining the activities of the Unit related to post-trading issues to intermediaries, infrastructures and competent authorities both within the EU and across the globe; and
- monitoring the implementation of regulatory requirements, including providing interpretations of EU law through Q+As.
Other tasks and responsibilities may be allocated, depending on any specific experience and skills the candidate may bring to the workplace.
Qualifications, experience and skills (“We look for”)
A dynamic and motivated team member, who is interested and committed to delivering high-quality work and advice.
We would like her/ him to share our enthusiasm for promoting a stable, efficient and competitive single market for financial services in the EU.
