About the project
Fleet Forum is leading the delivery and coordination of an inter-agency pilot to develop, test and evaluate a practical vehicle-sharing model in Ethiopia and Sudan. Participating humanitarian organisations will apply the model in live operating settings, with Fleet Forum coordinating technical development, implementation support, monitoring, evaluation and learning.
The project will develop and validate the operating model, governance and participation arrangements, service standards, costing approach, legal and safety mechanisms, performance framework and minimum digital coordination requirements. It will then support implementation in both countries and turn the resulting evidence into guidance for potential wider adoption.
Purpose of the role
The Project Lead will provide overall coordination and management of the project. The role will manage relationships between participating organisations and other project partners, connect technical development with practical implementation, and oversee planning, progress, risks and quality. It will ensure that Fleet Forum’s activities, people and outputs remain coherent, timely and aligned with the wider project.
This is a senior, hands-on delivery role. The appointee will personally establish and maintain the core project controls and management information. Substantial PMO or junior project-support capacity should not be assumed.
Main responsibilities
· Lead integrated project planning, day-to-day coordination and delivery control across model development, country implementation, evaluation and learning.
· Maintain the integrated plan, critical path, dependencies, milestones, resource requirements, actions and management reporting.
· Manage working relationships and accountability across participating organisations, country teams, specialists and other project partners.
· Support effective operation of the Steering Group, Project Management and Coordination Group, Technical Working Group and Country Pilot Groups.
· Coordinate the Technical Lead, Country Facilitators, consultants and specialist inputs, ensuring that responsibilities and hand-offs are clear.
· Oversee the coherence, practicality and quality of the operating model, tools, templates, systems and implementation arrangements.
· Identify delivery risks and problems early, establish clear decisions and escalation routes, and drive agreed corrective action.
· Ensure that experience from Ethiopia and Sudan informs continuing development of the model and the final operational guidance.
· Coordinate project monitoring, learning, reporting and recommendations for future adoption.
· Personally prepare and maintain clear project documents and controls rather than delegating the core management function.
Essential requirements
· At least 10 years of relevant project or programme delivery experience, including substantial responsibility for complex international or humanitarian projects.
· Direct experience leading multi-partner projects across more than one organisation, country or professional discipline.
· Demonstrable experience personally creating and maintaining integrated plans, project controls, risk and decision processes, management reporting and delivery follow-up.
· Strong understanding of humanitarian operations and the realities of implementation through country teams and partner organisations.
· Evidence of translating technical or policy concepts into workable operating arrangements and implementation plans.
· Strong stakeholder management, facilitation, judgement and written communication skills, including work with senior decision-makers.
· Ability to establish structure, identify the critical path and maintain momentum where responsibilities or arrangements are still evolving.
· A practical working style and willingness to work directly in the detail without assuming a large supporting team.
· Professional fluency in English and availability to begin the assignment on or close to 18 November 2026.
Desirable experience
· Humanitarian logistics, fleet management, transport, shared services or another operational service-delivery system.
· Pilot projects, innovation, organisational change or the introduction of new multi-agency operating arrangements.
· Work in Ethiopia, Sudan or comparable complex humanitarian operating environments.
· Coordination of technical specialists, evaluators, digital suppliers or externally contracted expertise.
Application requirements
Applicants must email the following to the dedicated recruitment inbox:
· A CV of no more than four pages.
· A one-page cover letter summarising their suitability for the role.
· Confirmation of earliest start date, current location, ability to travel and availability across the assignment period.
The cover letter should include the length and relevance of the applicant’s project-delivery experience; an example of a complex multi-partner humanitarian or international project they personally led, specifying their contribution and the outcome; their practical experience of establishing and maintaining project plans, controls and management reporting; and their work with humanitarian operations, country teams and senior partner stakeholders.
