The consultant will be reporting to and be managed by the Programme Planning and Evaluation Unit (PPEU) of the Programme Planning and Operations Division (PPOD) of ECLAC. The consultant will use the following data collection methods to assess the impact of the implementation of the ECLAC Disability Inclusion Strategy. a) Perform desk review and secondary data collection analysis of: the ECLAC Disability Inclusion Strategy, annual reports on the implementation of the United Nations Disability Inclusion Strategy (UNDIS), the ECLAC programme of work and related reporting, select project documents, workshop and meeting reports, evaluation surveys and other project documentation such as country or regional reports as deemed necessary. b) Create and administer self-administered surveys: Surveys administered to staff of the different Divisions may be considered as part of the methodology. PPEU can provide support to manage the online surveys through SurveyMonkey. In the case, this procedure is agreed upon with the evaluator, PPEU will distribute the surveys to the target participants identified by the consultant. PPEU will finally provide the evaluator with the consolidated responses. c) Conduct stakeholder interviews: to validate and triangulate information and findings from the surveys (if employed) and the document reviews and interviews will be carried out remotely to capture the perspectives of stakeholders of interest. Modalities may include structured/semi-structured/ in-depth/ key informant interviews, focus groups, etc. PPEU will provide assistance to coordinate the interviews, including initial contact with target participants to introduce the evaluation and the evaluator. Following this presentation, the evaluator will directly arrange the interviews according to their availability. The consultant will prepare all deliverables as described in Output/Work Assignments. Methodological triangulation is an underlying principle of the approach chosen. Suitable frameworks for analysis and evaluation are to be elaborated – based on the questions to be answered. The Consultant will identify and set out the methods and frameworks as part of the inception report. GUIDING PRINCIPLES The evaluation will seek to be independent, credible and useful and adhere to the highest possible professional standards. It will be consultative and engage the participation of a broad range of internal ECLAC stakeholders. The evaluation will be conducted in line with the norms, standards and ethical principles of the United Nations Evaluation Group (UNEG) . It is expected that ECLAC’s guiding principles to the evaluation process are applied . Special consideration will be taken to assess the extent to which ECLAC’s activities and outputs respected and promoted human rights . This includes a consideration of whether ECLAC interventions treated beneficiaries as equals, safeguarded and promoted the rights of minority groups, and helped to empower civil society. The evaluation process itself, including the design, data collection, and dissemination of the evaluation report, will be carried out in alignment with principles of human rights and gender concerns, disability inclusion, and consideration for environmental issues. INTELLECTUAL PROPERTY RIGHTS The consultant is obliged to cede to ECLAC all authors rights, patents and any other intellectual property rights for all the work, reports, final products and materials resulting from the design and implementation of this consultancy, in the cases where these rights are applicable.
