About us (“We are”)
Unit F.3 ‘State aid: Post and other services’ is part of Directorate F ‘Markets and cases V: Transport, Post and other services’.
We control State aid in postal services, healthcare, housing, gambling, education, culture, and maritime and road transport. We are also responsible for general policy on Services of General Economic Interest (SGEI), in particular the SGEI package. Following the revision of the SGEI Decision adopted in December 2025, affordable housing and critical medicines have also been a recent focus. We also contribute to wider State aid policy as part of DG COMP’s State aid network. The range of sectors makes the work varied and demanding: no two cases are alike.
We are a team of 15: the Head and Deputy Head of Unit, 10 case handlers, 2 assistants and usually one trainee. We aim for high-quality work in a friendly and supportive environment.
About the role (“We propose”)
A case handler position. You will work in case teams of lawyers and economists and, together with the case managers, take full responsibility for a portfolio of State aid cases across all the unit’s sectors.
Many undertakings in these sectors carry out public service obligations and receive compensation from the State under Article 106(2) TFEU. Beyond the standard State aid assessment, the work therefore requires close engagement with the SGEI rules.
You will assess, from a legal and economic perspective, aid measures notified by Member States and complaints from competitors, which are particularly frequent in our sectors. You will draft the corresponding decisions through to adoption by the Commission and assist the Legal Service in
defending them before the EU Courts. You will be in regular contact with colleagues across the Commission and with national authorities, undertakings and their legal and economic advisers. You will also contribute to developing State aid and SGEI policy in the unit's areas and work with DG COMP's State aid network.
Directorate F allocates tasks openly and flexibly, so case handlers may also work with colleagues from other units in the Directorate and across the State aid network (décloisonnement). DG COMP operates flexitime.
Qualifications, experience and skills ("We look for")
A motivated professional with a strong background in law. Knowledge of and experience in State aid law and policy is an advantage, in particular the assessment of public service obligations and the SGEI rules under Article 106(2) TFEU. Familiarity with one or more of our sectors is an asset. You have very good analytical skills and communicate clearly. Very good drafting skills in English are essential. You work well in a team, take initiative, work independently and deliver under tight deadlines.
